4. MEASURES BEFORE START-UP

4.1 General inspection at the boiler plant

When the erection of the new boiler is coming to an end, or when


considerable rebuild and modification have been carried out in the
boiler, the person who is responsible for the boiler start-up must
carry out a thorough inspection to make sure that both the boiler
proper and its auxiliary equipment are in working order. The
inspection of the parts which are not easily opened or which are with
difficulty accessible must be carried out even at an earlier stage.

At least the following matters should be controlled:

• If maintenance concerns the pressurised part of the boiler or


piping, take care of that no foreign matters, such as welding
electrodes or garbage, get into the piping.

• Check that the flanged connections are tight and retighten if


necessary after pressure drop of hydrostatic test, for instance.

• Check and replace if necessary the seals of the access and


inspection doors, so that coal, sludge, ash and sand, when
leaking, will not cause a danger or uncleanness. By removing all
fuel residues from the boiler house, the fire risk of the plant can
be minimised.

NOTE ! During operation there is always an over-pressure in CFB


furnace

• Make sure that the valves and instruments at the boiler operate
properly.

• Check that particularly the feedwater and main steam lines are
ready for operation
− allowances for thermal expansion
− supports and insulation
− function of the valves
− blow-off pipes of safety valves
− drain pipes

• Check that the dampers and gate valves can move freely.

• Check the oil station, piping, burners, etc.


− eliminate leaks
− check equipment operation
− clean filters
− check the condition of hoses

• Check that the feedwater equipment is ready for operation


− check feedwater tank
− check feedwater pumps and clean suction strainers if
necessary
− check that cooling water is in use for pumps and hydraulic
couplings
− check make-up water pumps

• Check air and flue gas ducts and fans


− scaffold material, planks, etc., needed for erection are
removed
− fans rotate freely and noiselessly by hand
− after start-up, control bearing temperatures and vibrations

• Concerning the boiler frame check that


− suspension rods are evenly loaded
− thermal expansion of boiler downward is not prevented
− refractories are in order and stones, iron objects, etc. at the
bottom of the furnace have been removed and sand filling
has been carried out with proper size of sand

• Concerning boiler auxiliary equipment check that


− lubrication and oil filling have been carried out in accordance
with suppliers' maintenance instructions
− pressure air (mill and instrument air) is available and filters
are clean
− cooling water network is in operation and mud strainers are
clean
− all fuel handling and feeding systems are in working order

• Concerning safety equipment check that


− safety valves are in working order and
− interlocks are not by-passed
− emergency shutdown switches function
− intercommunication at the plant functions
− emergency shut-off valves for oil function
− powder extinguishers which are fit for service are located
properly
− fire water is available
− low pressure extinction steam for conveyors is available

In the preceding chapters, some of the checks to be carried out at


the plant are described. Operating and maintenance instructions for
each device deal with the matters in more detail. The operators must
familiarize themselves with them and get acquainted with the
devices where they are located to secure the undisturbed operation
of the plant.

4.2 Preparations for the start-up of the feedwater system

4.2.1 Preparation for chemical dosing station

Check that all necessary dosing chemicals are available and dosing
pumps are ready for operation. See also supplier’s separate
instructions for dosing equipment.

4.2.2 Filling of feedwater tank

NOTE! See also separate instructions of the feedwater system

Make-up water for the boiler comes from the water treatment plant.
Condensate from the mill process and turbine is returned through
the deaerator into the feedwater tank.

Condensate from steam coil air preheater is returned into the


condensate tank from which it is pumped into the feedwater tank.

The temperature of the


− make-up water flowing into the deaerator is abt. 32°C
− condensate from the mill process and turbine is abt. 80°C
− condensate from condensate tank is about 100 °C.

NOTE! Before taken into use, the feedwater equipment must be


flushed carefully from impurities resulted from erection and
maintenance shutdowns.

NOTE! Between the feedwater tank and the continuous blowdown


tank there is a connection pipe, so it must be checked that
the continuous blowdown tank is ready for use before the
feedwater tank is taken into use or the valve 2831101 in
connection pipe shall be closed.

Carry out filling of feedwater tank as follows:


• make sure that instruments are in working order
• close drains of feedwater tank and inlet pipes
• open shut-off valves in the make-up water line
• heat the feedwater tank with contents up to an operating
temperature of 130°C by opening the shutoff valve in the bottom
heating line coming from the 4.5 bar(e) steam line
• open the shut-off valve in the vent line from deaerator to vent
steam condenser just as much as vent is removed sufficiently
and tank pressure remains steady (minimum position abt. 10%).
• Vent steam is blown directly to atmosphere.
• start make-up water pump.
• open partially the level control valve of the feedwater tank in the
make-up water line and let the feedwater tank be filled gradually
• start feeding of oxygen scavenger chemical into the feedwater
tank and make the amount of chemicals suitable for the situation
by adjusting the stroke of the dosing pump
• take a water sample from the feedwater tank and control its
quality and judge the sufficiency of vent removal from O2
analysis
• when the level has risen to abt. 2.3 m (50 %) it is possible to set
level control loop to automatic
• when the feedwater tank has been filled and its temperature has
stabilized and pressure increased to abt. 370 kPa, close the
bottom heating of the feedwater tank almost fully and open
steam feeding below water level of the tank through a perforated
pipe and set abt. 370 kPa as it’s set value (PICA-1005).

In the feedwater tank there is now feedwater needed for boiler


operation, whose temperature is abt. 130°C and pressure abt. 370
kPa.

When the tank level rises to level 3.68 m (80 %), the level switch
gives the upper limit alarm. When the level rises to 4.14 m (90 %),
the overflow valve is totally open controlled by the level
measurement. The manual valve in the overflow pipe must be open
during a normal situation.

The safety valve in the feedwater tank opens if the pressure in the
tank exceeds 6.5 bar(e).

NOTE! When opening LP-steam or make-up water valves it must


be done slowly enough to prevent pressure shocks.

4.2.3 Filling of feedwater line

Before feedwater pumps are started, feedwater pipe and boiler are
filled as much as possible by means of static pressure and
feedwater tank overpressure. Then note the following things:

• Check that there is sufficiently feedwater available in the


feedwater tank.

Feedwater pumps

• When filling feedwater pumps open shut-off valves in suction


lines, valves in minimum flow pipes and valves in balancing
water pipes and remove air from the pumps.

NOTE! Keep above mentioned shut-off valves normally locked into


open-position .

• Check that drain valves in minimum flow lines are closed.

• Check that cooling water manual valves for pumps and hydraulic
couplings are open. Set manually right cooling water flow to the
feedwater pump bearings (abt. 20 l/min). Cooling water flow to
the hydraulic couplings is remote controlled.

• By opening slightly motor valves after feedwater pumps


feedwater piping from pumps to boiler starts to fill gradually.

Feedwater piping

• Check that the venting valves are open.

• Open the manual valve located before the feedwater control


valve, the motor valve located after feedwater control valve and
manual valve.

• Carry out initial filling of piping and boiler by opening gradually


the feedwater control valve.

• Filling can also be done trough manual valves.

• Check that the shut-off valves in the chemical feeding lines are
open.
• Check that the valves in pressure and flow measurement pipes
are open.

4.3 Start-up preparations of boiler water and steam system

4.3.1 Boiler water filling

Bring boiler feedwater system in service according to appropriate


instructions and, before water filling, check by laboratory tests that
the quality of feedwater from water treatment corresponds to the
design values required.

The venting valves must be open during filling.

• Check that the root valve in the spray water line is open and
drain valves are closed.

• Check that the shut-off valves before and after spray water
control valves are open and bypass valves closed. Spray water
control valves must be closed.

• Check that manual valves in blow-out tank cooling water line are
open and put tank temperature control loop to automatic, set
value about 60°C.

• Check that the main steam valve and its bypass valve are
closed.

• Check that vent and drain valves of the superheaters are open.

• Close economizer and downcomer manual drain valves and


motor valve totally at the latest when heating begins. Manual
valve shall normally be open.

• At the beginning of water filling water should be drained through


downcomer drains to remove impurities from the boiler.

NOTE! Valves in loop pipes between the cyclones and boiler


have to be open when boiler drum pressure is under
60 bar .

1. Empty boiler

When the boiler is empty, start water filling carefully first with a water
flow of abt. 5 - 7 kg/s. Water flow is regulated suitable by means of
the motor valve 1 (or manual valves in bypass line). Now and then
filling can be interrupted to wait until drum temperature stabilizes.
The boiler operator must follow up filling often enough beside the
boiler. Water flow can be added to 7-12 kg/s later. Check drum water
level from local water glasses always before heating is started. With
cold boiler water level can remain at abt. –200 mm due to thermal
expansion allowance (lower interlock limit is -250 mm).

2. Wet preserved boiler

In this case the boiler (also drum and superheaters) is filled with
water (more chemicals have possibly been added) and excess water
must be drained off through bottom drains - using motor operating
valve. On the basis of laboratory analyses, water change, if any,
must be decided on.

If a total water change is made, it is possible to lead steam to turbine


almost immediately after start-up and foaming tendency in the drum
and accumulation of hazardous chemicals deposits in superheaters
are eliminated. Also in this case set water level to the above-
mentioned -200 mm.

3. Stand-by

The boiler has a pressure of 2-10 bar and drum level is usually
above lower limit interlock, set the level to -200 mm if necessary.
Vent and drain valves of superheaters must be opened.

4. Other things related to water filling

In connection with water filling, the following things must be taken


into account:

• Make sure that the start-up valves of the boiler function to


achieve steam flow in superheaters right at the beginning of
heating.

• Open shut-off valves in sample station lines and make sure that
sample station lines are not blocked.

4.3.2 Preparations at sample station

Make sure that the sample station is ready for operation and that
there is cooling water available.

Bring sample units in service, as follows, for instance:

• Make-up water line when feedwater tank filling starts

• Feedwater tank when pressure is over 1 bar

• Boiler water or continuous blowdown water when pressure is


over 30 bar

• Saturated and superheated steam when pressure is over 30 bar.

When sample units are operating, make sure that on-line


measurements function properly. The reliability of analysers should
be checked by regular control analyses in the laboratory.

4.4 Start-up preparations of flue gas system

The flue gas system is the first of the different boiler systems to be
started. Filling of boiler water side, however, must be carried out
before this.

The condition of the system at shutdown (provided that the system


has been shut down in normal shutdown order and the equipment
has not been used after that):

ESP with auxialiries STOP


flue gas fan STOP
pressure control of furnace IN MANUAL
flue gas fan inverter set value MINIMUM
flue gas fan pressure-side shutoff
dampers CLOSED
flue gas fan suction side dampers OPEN
recirculating gas fan STOP
recirculating gas fan inlet vanes CLOSED
recirculating gas fan suction damper CLOSED
recirculating gas fan control dampers CLOSED

NOTE! It must be taken care of proper ventilation if inspection is


carried out inside the flue gas ducts

Before start-up of flue gas fans make sure that the auxiliary
equipment (fans, motors, dampers, oils, valves, and ducts) are in
proper condition (see separate operating instructions) and ready for
start-up.

At least the following things must be checked:


• Flue gas and recirculation gas fan
− impellers of flue gas and recirculation gas fan are clean from
deposits
− inlet vane of recirculating gas fan is in working condition
− motor controls and inventers are in working condition
− oil fillings and lubrications are performed
− bellows are in good condition

• Heat transfer surfaces and flue gas ducts don’t contain


exceptional amounts of ash deposits

• Check that ducts don’t contain any foreign matters

• All inspection doors are closed

• Flue gas analysers are calibrated and in working order

All measurements related to interlock, control and signal loops are in


operating condition (valves open, auxiliary voltages switched on,
correct settings, etc.).

Electrostatic precipitator

• Check that the maintenance of electrostatic precipitator (ESP)


has been carried out and doors are closed. See the separate
supplier's instructions.

• Check that the insulation heating of the ESP has been switched
on.

• Check the oil level of the high-voltage recitifiers

• Check that the rectifier safety switches are in closed position.

• Check the oil level of the emitting system rapper gear motors.

• Check the oil level of the collecting system rapper gear motors.

• Check that seal air fans are in operation.

• Check that the electric heating of hoppers is switched on.

NOTE ! SAFETY REGULATIONS


• That the earthing devices are removed from the emitting system
and that the earthing rods are properly in their stands.

When the start-up of the plant proceeds, start the ESP in


accordance with the ESP manufacturer's separate operating
instructions.

4.5 Start-up preparations of the air system

• Check that the equipment (fans, motors, dampers, oils, valves,


and ducts) are in the condition corresponding to the operating
and maintenance instructions given by the equipment suppliers
(see operating instructions) and ready for start-up.

• Check that fans are free from contaminants

• Check that motor controls and inverters are in working condition

• Check that oil fillings and lubrications are performed

• Check that bellows are in good condition

• Check that ducts don’t contain any foreign matters

• Check that inspection doors are carefully closed

• Check that all measurements related to interlock, control and


signal loops are in working order (valves open, auxiliary voltages
switched on, correct settings, etc.).

• Before start-up of air fans the flue gas system must be in


operation.

4.5.1 Loop seal air compressors

Cyclone loopseal compressors are the first fans to be started in the


air system. These compressors ensure that bed material does not
accumulate in cyclones. The boiler interlockings prevents the start-
up of the primary air fans before loop seal compressors are in
operation.

• See the separate manufacturer’s instruction to check the


compressors before start-up.

4.5.2 Secondary air fans

Secondary air fans must be started before primary air fans.

• Before starting secondary air fans check that inverter set value is
in minimum.

• Observe the separate operating, maintenance and service


instructions given by the fan supplier.

4.5.3 Primary air fans

Start-up conditions

• Main interlocks valid, secondary air fan, loop seal air compressor
and flue gas fan are running

• Inlet vanes are in minimum position

• Primary air fan pressure side dampers are closed

• Observe the separate operating, maintenance and service


instructions given by the fan supplier.

Feeding of solid fuel or start up of the burners cannot be executed


before the start-up of primary air fans.

4.6 Oil pumping and heating station

4.6.1 Heavy fuel oil

• Observe the separate detailed operating, maintenance and


service instructions given by the supplier.

• Remove air from the pumps if needed

• Check that manual valves in oil line are open to one suction filter,
to one pressure filter and to steam or electric heater. All the shut-
off valves in suction and discharge side around the pumps can
be open if the pumps are in working condition

• Check that shut-off valves in pressure control line are open

NOTE! Be sure that the oil pumps are filled with oil
NOTE! Be sure the venting and drain valves are closed

4.6.2 Diesel oil

• Observe the separate detailed operating, maintenance and


service instructions given by the supplier.

• Remove air from the pumps if needed

• Check that manual valves in oil line are open to one suction filter.
All the shut-off valves in suction and discharge side around the
pumps can be open if the pumps are in working condition

• Check that shut-off valves in pressure control line are open

4.7 Start-up preparations of the oil burners

For proper start-up and operation of oil burners, check the following
things before igniting the first burner:

• Check that valves are in the right position according to which oil
(diesel or heavy) is planned to be used

• If going to use heavy oil, start oil heating circulation and make
sure that the instruments function during this circulation cycle
(heating circulation abt. 0.15 kg/s/line).

• Start to take atomizing steam (heavy oil). In the beginning if the


line has been cold, use bypass line of the steam trap for heating
the steam line.

• Check that the nozzles of the burners are in their proper places,
fit for operation and clean. Make sure that the nozzle is tightened
enough to prevent leaks.

• Check the condition and fastening of all packings of the burner


tube and burner hoses.

• Check that the burner opening is clean and the impeller


(atomizer) is in proper condition.

• Check the condition of pilot lamps in the local control cabinet.

• Check that primary air fans are in operation and flame scanner
and igniter are cooled (normal cooling air pressure about 30
mbar).

• Check that the switch on the local control box is in control room
position, if the burner is to be started from the system.

• Make sure that the manual valves in oil, atomizing steam/air and
ignition gas lines on burner level are open.

Before igniting the first burner make sure on the spot that the
following process values are met:

ignition gas pressure is 0.06 bar < p < 0.6 bar


heavy oil temp. is sufficiently >110 °C
to get viscosity of abt. 18-24 cSt
atomizing air pressure is > 5 bar
atomizing steam pressure is > 7 bar
atomizing steam temperature 10 °C superheated
instrument air pressure is > 5 bar
cooling air pressure is 30 mbar.

Normally when the boiler is cold, start of the boiler shall be done with
diesel oil. Heavy fuel oil firing can be started when bed temperature
has increased to about 250 °C and dry atomizing steam is available.

4.8 Start-up preparations of solid fuel system

Before start-up of conveyors the operators must make sure that all
the equipment is in working order and start-up will not be hazardous
to other persons at the plant. Therefore during a field operators’
round it is recommended to check at least the following things:

• Fuel feeding system doesn’t contain any foreign matters

• Safety equipment (shields, emergency shutdown switches, etc.)


are in order and fire protection system is ready for operation.

• Blockages and unsuitable objects have been removed from


conveyors.

• Conveyor parts which are prone to wear (chains, counter blade


clearances, etc.) are in working order.

• Inspection doors are closed and fuel residues cleaned.

• Gear boxes have oil, bearings are lubricated.

• Plugging switches and level measurements operate

• Zero speed switches are in working order.

• Safety switches are closed (in position 1).

• Start-up does not put anybody in jeopardy.

The inspections mentioned above are necessary to carry out at least


at start-up after longer outages and after all maintenance work.

NOTE! The boiler operators must always make sure that the
solid fuel to be burned and feed in to the silos is
according to the design data of the boiler and check
that all iron separating magnets, grates and crushers in
the fuel prehandling area are operate properly.

4.9 Start-up preparations of the fluidized bed combustion system

4.9.1 Sand handling system

The sand must be dried and screened into given size distribution
before it is transferred into the sand silo located inside the boiler
house.

Before the boiler is started, boiler sand filling has to be carried out
and the sand hopprt should be full. The sand is fed into the furnace
through one of the fuel feeding points).

The required sand amount for bed is about 110 m3 and in addition
three cyclone loop seals take about 15 m3 each - this means totally
155 m3 sand filling into the furnace before start-up.

4.9.2 Limestone handling system

The limestone must be dried and crushed into given size distribution
before it is transferred into limestone dosing silo.

Before starting limestone feeding to the furnace, check:

• pressure air is available in feeding silo

• feeding air compressor is ready for operation

• manual valves in limestone injection pipes are open

4.9.3 Fluidized bed combustion

Before starting fluidized combustion the boiler furnace must be


brought into condition where ignition of solid fuel is possible. The
boiler is usually brought up to normal operating pressure by oil
combustion with start-up burners during the sand bed temperature
raising.

Make sure that the following things are in order regarding the
fluidized bed condition:

• ensure that there is enough sand in bed after the loop seal have
been filled with sand, proper bed depth is 500 - 550 mm

• fluidization of sand over the entire bed is secured by fluidizing


the bed with a proper amount of air (abt. 2 * 20 Nm3/s) and
checking fluidization visually when the boiler is on oil firing.

• If necessary, remove coarse sand from the whole bed area and
add new sand to keep the bed height right. The sand amount is
checked through sight glasses during oil firing when the bed is in
unfluidized condition.

When the bed temperature has increased above 500°C (average of


three lowest measurements), periodical coal (or coal/sludge) feeding
can be started to raise the sand temperature.

4.10 Start-up preparations of ash handling system

4.10.1 Fly ash equipment

Fly ash transportation system

• Test the operation of the fly ash conveyors while the conveyors
are empty. If necessary, remove ash stuck on the conveyor

Observe the separate operating, maintenance and service


instructions given by the equipment supplier.

Fly ash silo

• Secure silo filling capacity by emptying the silo and cleaning the
discharge filter elements of the exhaust fan on the roof of the
silo, when the need arises.

• Wet unloading equipment is checked:


− remove hardened ash deposits when the need arises.
− check that the spraying nozzles are open

4.10.2 Bottom ash handling equipment

• Check the condition of conveyor, chain tension, etc.

• Make sure that cooling water is available and open necessary


manual valves to cool the frame of the bottom conveyors.

• Clean off the bottom ash area if necessary.

• Open the manual dampers in the ash removal chutes leading to


the conveyor if they have been closed for maintenance

• Check the condition of the bellows

• Close the conveyor doors tightly, so that dry sand will not raise
dust into the boiler room.

Observe the separate operating, maintenance and service


instructions given by the equipment supplier.

4.11 Start-up preparations of the sootblowing system

• Before the system is brought to service, check that the


equipment (motors, valves) is in the condition corresponding to
the operating and maintenance instructions given by the
equipment supplier (see operating instructions for each
equipment group) and ready for start-up.

• Check that all measurements related to interlock, control, and


signal loops are in working order (valves open, auxiliary voltages
switched on, correct settings, etc.).

• Open manual shut-off valve on the sootblowing pipeline

• Open the manual shut-off valve of the condensate line

• Need for sootblowing should be checked according to


superheating temperatures and flue gas side pressure drops of
heating surface.

4.12 Walk around at the boiler plant

In good time before heating is started, the person responsible for


boiler heating should walk around at the boiler and to see that at
least the following things are in order:

• Erection, refractory work, etc. residues has been removed from


inside the boiler and all the doors are carefully closed (the cast
doors in the wall of the lower part of the furnace must be
guarded by a "radiation protection stone").

• Safety valves) are in working order.

• All shut-off valves of impulse tubes for pressure and level


measurements are open and measurements are in working
order.

• Water glasses in drum are in working order. (Mud removal


blowdown shall be done if needed)

• Instrument air shut-off valves of burner valves, air control


dampers and other such actuators are open and air pressure is
at least 5 bar(e).

• Manual valves in feedwater pipe are open and control valves in


working order.
