Stage 1 Road Safety Audit
1.0 INTRODUCTION
1.1 This report results from a Stage 1 Road Safety Audit carried out on the Proposed McDonald’s
Restaurant at Gatwick Airport, North Terminal, West Sussex, at the request of the Design
Organisation, ADL Traffic Engineering Limited, ADL House, The Oaklands Business Park,
Armstrong Way, Yate, Bristol, BS37 5NA. The Client Organisation is McDonald’s Restaurants
Limited, 11 - 59 High Street, East Finchley, London, N2 8AW.
1.2 The scheme proposals comprise of a new McDonald’s Restaurant with a drive-thru facility, in very
close proximity to the Gatwick Airport North Terminal in West Sussex. The proposed development
site is situated to the immediate east of a Shell petrol filling station and is bounded by Longbridge
Way and the A23 London Road north bound on-slip road leading from the existing Longbridge
Way/Airport Way roundabout which provides access to the North Terminal complex. The proposed
development site will be served via a new entry slip road from the A23 London Road north bound
on-slip. Egress from the proposed development site will be via a new exit only junction between
the Shell petrol filling station egress and the existing Longbridge Way/Airport Way roundabout.
1.4 The Audit took place at the Eaton Bray office of Acorns Projects Limited during December 2013
and January 2014. The Audit was undertaken in accordance with the Audit Brief contained within

the ADL Traffic Engineering Limited E-Mail to Acorns Projects Limited dated the 13 December
2013. The Audit comprised an examination of the drawings and data sheets provided by the
Design Organisation and, are listed in Annex A.
1.5 The drawings and data sheets consisted of a copy of the proposed site layout, delivery vehicle
entry and exit tracking plans and, vehicular speed, volume and classification data. Copies of the
drawings at both A3 and A4 size were provided for the Audit Team’s use. Road traffic accident
data, pedestrian flow data and, pedal cycle flow data has not been supplied for the purposes of this
Stage 1 Road Safety Audit.

1.6 A visit to the site was undertaken during the afternoon of the 17 January 2014 by both Audit Team
Members together. During the afternoon site visit, the weather was cold and raining heavily and,
the existing road surface was very wet with some evidence of localised ponding. Vehicular traffic
conditions at the time of the afternoon site visit were observed to be light to moderate on
occasions. No pedestrians or pedal cyclists were observed during the afternoon site visit. It was
noted that localised road works were being undertaken in Longbridge Way by three operatives
working along the kerbline and within the verge area on the opposite side of the road to the
proposed development site/existing petrol filling station.
1.7 The terms of reference of the Audit are as described in HD 19/03. The Audit Team has examined
and reported only on the road safety implications of the scheme as presented and, has not
examined or verified the compliance of the designs to any other criteria. However, to clearly
explain a safety problem or the recommendation made to resolve the identified problem, the Audit
Team may, on occasion, have referred to a Design Standard without touching on technical audit.
1.8 No Departures from Design Standards have been reported by the Design Organisation.
1.9 All Problems and Recommendations are referenced to the design drawings and the locations have
been indicated on the A4 plan supplied for use by the Audit Team in Annex B.
1.10 Issues identified or observations made during this Stage 1 Road Safety Audit and site inspection
which the Terms of Reference exclude from this report, but which the Audit Team wishes to draw to
the attention of the Audit Project Sponsor (i.e. the Local Highway Authority, West Sussex County
Council), will be set out in a separate letter. These issues could include maintenance items and
operational issues. The Audit Team has not identified any issues during this Stage 1 Road Safety
Audit and site inspection that are considered to be outside the Terms of Reference.

2.1 GENERAL
2.2.1 PROBLEM
Location 1 - The entry slip road to the development site from the A23 London Road On-Slip
(Drawing No. 6298-PL-004 Rev B).
Summary - The combination of the horizontal alignment and perceived vertical alignment difference
from the A23 London Road On-Slip could result in a slight increased risk of drivers experiencing
difficulties in negotiating the left turn into the proposed development site.
The scheme drawing indicates that a slip road will be provided from the A23 London Road On-slip
into the proposed development site. The site visit has identified that there could be a significant
difference in levels between the A23 London Road On-slip and the plateau area of the proposed
development site. As a result, this will require drivers to be turning left and potentially climbing at
the same time, due to the perceived vertical alignment difference. Concern arises that the
combination of these factors could result in drivers experiencing difficulties in negotiating the left
turn, which could result in a slight increased risk of potential loss of control accidents occurring.
RECOMMENDATION
The levels at both the A23 London Road On-slip and the plateau area of the proposed
development site should be determined at the earliest opportunity, with a view to the potential need
for some degree of super elevation around the left hand bend to be introduced into the detailed
design of the proposed development site access road.

2.3 JUNCTIONS
2.3.1 PROBLEM
Location 2 - The egress from the development site at the Longbridge Way junction (Drawing No.
6298-PL-004 Rev B).
Summary - Provision of an adequate and suitable visibility splay for the proposed development site
egress into Longbridge Way, which could be obstructed by the presence of an existing large
advanced direction sign.
At this Stage 1 Road Safety Audit, the scheme drawings do not appear to indicate the provision of
an adequate and suitable visibility splay for the egress from the proposed development site into
Longbridge Way. In addition, the site visit has established the presence of an existing large
advanced direction sign that would appear to fall within any proposed visibility that should be
provided to ensure that drivers can see clearly when looking to the right.
Concern arises that the lack of an adequate and suitable visibility splay and the identified advanced
direction sign could have a detrimental impact upon operational road safety, with the resultant
slight potential increased risk that vehicular conflicts could occur.
RECOMMENDATION
Prior to the detailed design stage of the project, an adequate and suitable visibility splay should be
determined for the proposed development site egress/Longbridge Way Road junction and, be
added to the scheme drawings accordingly. The proposed visibility splay should be clear of any
potentially obstructive street furniture such as the identified large advanced direction sign, in order
to ensure that operational road safety is not compromised in the future scenario. When the
advanced direction sign is reinstalled at the construction stage, it may be advisable to utilise a
cantilevered post arrangement if an alternative suitable location cannot be determined.

Location 3 - The public right of way where it is bisected by the proposed development site access
road (Drawing No. 6298-PL-004 Rev B).
Summary - The potential lack of intervisibility between pedestrians utilising the public right of way
and drivers entering the proposed development site from the A23 London Road On-Slip.
The site visit has established the presence of an existing public right of way which runs around the
perimeter of the proposed development site adjacent to the A23 London Road On-Slip. With the
introduction of the proposed development site access road from the A23 London Road On-Slip, the
scheme proposals indicate that a crossing point will be provided where the public right of way will
effectively be bisected. During the site visit, it was noted that there is dense vegetation and trees
along the route of the public right of way and within the verge area adjacent to the A23 London
Road On-Slip, which could cause a severe restriction to the intervisibility between a pedestrian
attempting to cross from the southern crossing point and drivers entering the proposed
development site access road. This situation could result in a slight detriment to the safety of
pedestrian utilising the public right of way.
RECOMMENDATION
An intervisibility envelope should be provided between pedestrians attempting to cross from the
southern crossing point and drivers entering the proposed development site access road, in order
to ensure that pedestrian safety is not compromised in the future scenario.
2.5.1 PROBLEM
Location 4 - The proposed development site egress road junction with Longbridge Way (Drawing
No. 6298-PL-004 Rev B).
Summary - Lack of signing provision to reinforce the regulatory requirement to turn left at the
development site egress road junction could result in a very slight potential increased risk of
vehicular conflicts occurring.

Stage 1 Road Safety Audit
The scheme drawing indicates that the traffic separation island between the Longbridge Way entry
and exit movements at the Longbridge Way/Airport Way roundabout, will be extended in the north
westerly direction to a point beyond the proposed development site egress road junction.
Therefore, there will be a regulatory requirement for vehicles emerging from the proposed
development site egress road to turn left and travel towards the Longbridge Way/Airport Way
roundabout only. At this Stage 1 Road Safety Audit, the scheme drawings do not include signing
directly opposite the development site egress road junction, to reinforce to drivers the regulatory
requirement and traffic flow operation on this particular section of Longbridge Way. Concern arises
that the lack of regulatory signing could result in a very slight potential increased risk of vehicular
conflicts occurring.
RECOMMENDATION
Within the extended traffic separation island separating the north west bound and south east bound
Longbridge Way traffic flows, a turn left regulatory sign to Diagram 606 (vehicular traffic must
proceed in the direction indicated by the arrow) should be installed directly opposite the
development site egress road junction.
