Libya War
On March 19, 2011, The NATO
troops started air attack of
‘Odyssey Dawn’ on Libya. A plenty
of advanced weapon systems,
such as cruise missile, stealth
bomber, fighter and UAV have
been involved in this attack. Upon
news report, the fixed air defense
systems of Libya were destroyed The fixed radars and air defense systems of
within the first several days. Libya collapsed at the first strike by NATO and
didn’t show any essential air defense efficiency.
Cause Analysis
The radars and air defense systems are fixed with low survivability and easy to be destroyed

 No mobile air defense systems as supplement to enhance the national air defense systems

What can we do for countering modern war?


 Air defense system integrating early warning system, command & control system and
weapon system, to shorten the time from target detection and attacking, improve the fast
response capability and realize the unified command from the sensors to the shooters

To reinforce NADOC/SADOC to form a serial of air defense system

Mobile air defense & detection complementation, improving survivability

Detect targets as early as possible for winning valuable time for winning war

Improve full space detection capability by enhancing high/low altitude radar network
system

 Air threat come from west direction => Need a SADOC in Nay Pyi Taw
which is used for capital safety

 Sea threat and Air threat come from south direction=> Need a SADOC in
DEWE which is used for Myeik and nearby

 Air threat come from north direction => Need a SADOC in Myitkyina which
is used for important establishment nearby Myitkyina

Need 3 SADOC in Nay Pyi Taw , Myeik and Myitkyina respectively

NADOC Overview

NADOC is a fixed, strategic level air defense operation center.


The NADOC receives synthesized air situation from SADOCs ,
performs data fusion to form national air situation picture with unified
target batch numbers, swiftly and accurately provides necessary
combat information for commanders. Commanders can grasp, identify
and judge the situation, then make decisions like air defense force
deployment, operation missions assignment to SADOCs, the combat
status Monitoring and operation coordination among SADOCs.

Command and Control

 Master national situation, monitor whole air situation, make threat judgment and
decisions, distribute operation orders to SADOCs;
 Monitor the completion of missions and change of situation, and adjust missions of each
SADOC. Monitor coordination between each SADOC and adjust resource configuration
between each SADOC;
 Execute orders issued by higher authority through allocating operation plans and orders
to each SADOC, monitor situation and report the result to higher authority;
 According to battlefield situation, share intelligence with Army, Navy, Air force and other
friendly force, carry out joint operations .

NADOC Integrated Situation


 Receive integrated air situation within SADOC precinct as well as air intelligence from
Army, Navy and Air force,integrate with other intelligence inside NADOC to form
integrated situation and report to higher authority;
 Examine and approve air intelligence submitted by SADOC and distribute it after
confirmation;
 Monitor all resources within NADOC, including Command center, sensor and links;
 Monitor coordination between each SADOC, adjust resource configuration;
 Monitor change of situation, update air situation accordingly and report to NADOC
commanding officer;
 Adjust monitoring on key sector;
 Share air intelligence with friendly force;

NADOC Region Management

 Monitor air situation within SADOC precinct and distribute operation orders to SADOC
 Receive regional integrated situation submitted by SADOC, generate regional integrated
air situation by integrating all kinds of intelligence (including Electronic countermeasure,
reconnaissance and meteorological information)
 Make threat evaluation and analysis, examine and approve operation plan, and report to
NADOC commander;
 Receive operation report from SADOC, confirm it and report to commander of NADOC
and adjust operation plan accordingly.

MADOC Overview

MADOC is a mobile tactical air defense system. The MADOC


carries out synthesis and processing of the received information,
determines the jammed / target location according to the jamming
strobes reported by radars, identifies targets evaluates the threat level
of the hostile targets via real-time calculation, and calculates target
parameters for commanding and controlling.
