SWORN STATEMENT

I, ROWENA F. GUTIERREZ, of legal age, Married, Filipina and a resident of Purok

Damayan, Barangay Ibabang Iyam, Lucena City, after having been duly sworn to in accordance
with law hereby depose and state:

That I am the Barangay Treasurer of Barangay Ibabang Iyam, Lucena

City;

That I personally know GINA T. SARES, she being the winning Barangay
Chairperson of Barangay Ibabang Iyam, Lucena City, in the concluded May 14,
2018 Barangay Elections;

That I recently learned that she has been made a respondent in two very
similar cases, one in EO Case No. 18-263, allegedly for a charge for Violation of
Sec. 261 (A)(1), before the Office of the City Election Officer of Lucena City,
and another in EO Case No. 18-262, allegedly also for a charge for Violation of
Sec. 261 (A)(1), also before the Office of the City Election Officer of Lucena
City;

That the charge is based on the allegation that she engaged in vote-buying
before and during the elections;

That there is no truth at all to any of the complainant’s and her witnesses’
allegations. GINA T. SARES has never personally engaged in, nor instructed any
of her friends, coordinators or peers to conduct vote-buying in her behalf or her
party’s behalf;

That in fact, it is her opponent, the Complainant ELIZABETH L.

BERIÑA, who should be charged for vote-buying. I have seen a copy of a video
showing two of her Sangguniang Barangay Candidates, BENJIE ANTIOQUIA
and DANTE MORALES, telling random people to vote for Inday Beriña in
exchange for money;

That I am executing this Sworn Statement in defense of GINA T. SARES ,

and for any and/or all legal purpose this may serve.
