Re: TRAVEL REPORT - LEAGUE OF CALIFORNIA CITIES CONFERENCE

I traveled to the League of California Cities conference in Long Beach, September 12-14,
2018. To comply with our travel policy, I submit the following brief synopsis of some of the
activities, meetings and general sessions I participated in:

Wednesday, September 12:

• Mayors and Council Members Department Meeting
• Opening General Session – Keynote Speaker Drew Dudley,
“Day One Leadership: Defining the Things that Define You”
• How to Overcome Obstacles to Passing Your Sales Tax Measure

Thursday, September 13:

• City Attorneys’ General Session: FPPC Update
• Monterey Bay Division lunch meeting
• Bargaining Perspectives from a Union and a Management Expert
• Strategies to Manage Increasing Pension Costs

Friday, September 14:

• Hot Topics in California Municipal Finance
• Proposition 6: Eliminating $52 Billion for Thousands of City, County, and
State Transportation Projects
• Closing Luncheon and General Assembly – Business meeting

At the closing luncheon business meeting, two resolutions were passed:

1. To assess increasing vulnerabilities to local authority, control and revenue, and

explore preparation of a ballot measure and/or constitutional amendment to give
voters an opportunity to further strengthen local authority to best preserve their local
quality of life.

2. To encourage the State to fund and sponsor further research into the impacts of
anticoagulant rodenticides. Consider forming a task force to commission a report on
impacts, encourage elimination of use, and mitigate unintended negative impacts.
