SEPTEMBER 2018 – DEPARTMENT ACTIVITY REPORT

I. PLANNING APPLICATIONS:

In September of 2018, 20 planning permit applications were received. The average response time was 13
days.

II. BUILDING APPLICATIONS/INSPECTIONS:

In September of 2018, 72 Building Permit applications were received. The average response time was 13
days. Separately, 26 permits were issued over the counter in one day.

III. CODE COMPLIANCE CASES:

In September of 2018, 25 new code compliance cases were initialized.

IV. ENCROACHMENT APPLICATIONS:

In September of 2018, 14 encroachment permit applications were received.

V. YEAR-TO-DATE TRENDS

Table 1 includes the 2018 year-to-date totals (September), for planning and building permit applications,
encroachments and code compliance cases with a comparison to September 2017. As indicated in the table,
there is an 5% decrease in planning permit applications, a 39% increase in building permit applications, 15%
decrease in code compliance cases, and an 18% increase in encroachment permit applications compared to
September 2017.

SEPTEMBER 2018 FORESTER REPORT

Forest and Beach Commission:


Commission actions in September included:
• Received a presentation by Environmental Compliance Manager Agnes Martelet and discussed the
City’s first steps in developing a Geographic Information System which will map and maintain attribute
data associated with City infrastructure, including trees, park elements, and other features.
• Discussed an initial report from the ad hoc committee on the Tree Planting Initiative (CIP project).

Carmel Beach:
Public Works/Forestry staff continued weekday cleaning of the 9 smokeless fire pits and monitored the fire pits
for misuse, which continues to be noted on a daily basis. Staff continues to augmented weekly beach
cleanings with a weekend service to pick up litter left by visitors or washed up on shore.

Trees:
Iverson’s Tree Service, one of the City’s on-call tree contractors, removed 1 dead tree. John Ley’s Tree
Service continued to water 101 trees planted by the Friends of Carmel Forest. Public Works planted three new
trees (the 2018 total now exceeds 2017’s 52 planted trees) and replaced four trees under care that died.
Council awarded five on-call tree service contracts in September to provide flexibility for scheduling, technical
expertise, and cost. Bonds, insurance, and final signatures are in progress.

Mission Trail Nature Preserve (MTNP):


The Friends of MTNP held their monthly work day clearing non-native plants near the Martin Road entrance to
the Preserve. A local landscape company working for the Friends continued to remove large patches of
English ivy and other invasive plants in several areas within the Preserve. The Martin meadow was mowed.
Staff met with a tree service to look at the upcoming invasive tree removal project in the Preserve. This work is
planned for late October.

North Dunes:
In the North Dunes Habitat Restoration Area, project biologist Joey Canepa continued to monitor the
Tidestrom’s lupine population and care for other native plants that were planted in spring. Ms. Canepa and
staff also met with a tree contractor to mark out the 21 trees approved for removal in the North Dunes. This
work is planned for mid-October.
Parks: Attachment 5
The contract with Town and Country Gardening, for landscape maintenance at 31 sites throughout the City,
was extended by one year by the City Council. Five new, teakwood, combination trash and recycling
containers were installed in Devendorf Park. A vehicle accident at the tennis courts resulted in broken fencing,
stone wall collapse, and other damage; repairs are underway.
