II. PROGRAM AND HIGHLIGHTS OF ACTIVITIES

The first speaker for this seminar was Mr. Michael Mamalayan, an instructor from Butik
Batok Driving Center, Singapore and a National Certificate II practical and classroom instructor
of the Land Transportation office.

The seminar started with an introduction of the Honda Safety Driving Center Philippines.
This is the first driving school that has its own driving field. This center provides programs for
motorcycles and four wheel vehicles both in manual and automatic. It provides different stages
of learning that require the student to pass before driving outside the center. This lets the student
to have a solid foundation of the basicss in driving before trying the road. Hence, less possibility
for accidents caused by unexperienced drivers.

For the second part, the speaker then gives the audience a brief discussion on road
accidents that happened in the country. There are records of the said accidents gathered and
classified to show the number of read crash incidents, the fatal accidents and what causes them.
The data gathered showed that the main cause of accidents is human error. 81 % of the causes is
hmad error, 9% is the mechanical defects, 6% is road conditions and the others cover 4%.

To avoid these, he tackled the principles to follow. One of these is the visualization. Used
in driving the vehicle, for visual search, use of mirrors and safety check. One of the things that a
driver must learn is 360 road scanning. This allows the driver what to expect and what to avoid
when in the road. This can be achieved by the use of mirrors and learning the proper position of
them. Aside form this, there are also blind spots that a driver must know. Visualization is not
only for druvers but for the pedestrian as well. There are also rules and ettiquetes for them to
follow.

Another knowledge for a road user is the importance of communication. This can be

achieved by the use of lights installed in a vehicle, hand signals and horn. Another thing a road
user must consider is speed management, since speed has been a risk factor in road traffic
injuries. This also include the vehicle condition and attitude and mindset that is one of the things
a driver must consider. The next is space management where rules including the 3 second rule,
when is the safe time to overtake, when to stop a vehicle and to know the proper spacing when in
the road.

The speaker also covered driving at night and on extreme condions. There are factors to
consider on these times, for example, when driving at night, it is best to reduce speed, make sure
all lights are working, add additional space between your car and the vehicle in front of you.
There also the common problems on vision, alertness and fatigue and being drowsy during the
night time. Aside from these, the main problem is alcohol. This impairs mental capabilities,
slows down reaction, and slacken coordination. There are also hazard perceptions or the traffic
signs that may be regulatory, informative or a warning, there are also road markings and road
hazards. And lastly, There are safety driving tips for vehicle users to avoid road accidents.

For the second part, Mr. Marvin Magnaye, the MC sales Department, Area sales
coordinatos Batangas introduced the motorcyle model form Honda, the Honda Beat FI and its
advance features that are yet to be seen in other competitors.

For the afternoon session, Honda provided activities located at the univeristy’s
gymnasium. This included test riding, proper ways of riding aa motorcyle, and raffle draws.
There were five motorcylces available for test driving for the participating students.
