AN ORDINANCE ESTABLISHING A PARKING, WADING AND UNLOADING

(}A AREAS OF THE PUJ's, PUV's AND PRIVATE VEIDCLES WITIDN THE VICINITY
OF THE GUIMARAS-ILOILO FERRY TERMINAL (GIFT) AT PAROLA, CITY
PROPER, ILOILO CITY AND PROVIDING PENALTIES FOR VIOLATION
THEREOF

WHEREAS, the Guimaras-Iloilo Ferry Tenninal (GIFT) at Parola, City Proper, Iloilo
City cater commuters from Iloilo to Guimaras and vice versa, thus expecting its vicinity to be
congested;

/ WHEREAS, the proposed establishment for parking/loading and unloading areas in

Parola, City Proper, Iloilo City wiII be used for the PUJs, PUVs and private vehicles for the
convenience of the commuting public;

WHEREAS, under the General Welfare Clause of the Local Government Code, local
government unit shall exercise the power essential to the promotion of the general welfare, as
well as to preserve the comfort and convenience of their inhabitants;

WHEREAS, Article III, Section 458 (5) of Republic Act 7160, otherwise known as the
Local Government Code of 1991, empowers the Sangguniang Panlungsod:

"v. To regulate the use of streets, avetmes, alleys, sidewalks, bridges, parks and other
public places, and approve the constn1ction, improvement, repair and maintenance of the same by
privately-owned vehicles which serve the public; regulate garages and the operation of
eot1Vt!'yances for hire, designated stands to- be- oecupied by publie vehicles when 110f in 11se;
regulate the putting of signs, sign posts, awning and awning posts on streets; provide for the
lighting, cleaning and sprinkling ofstreets and public places.

NOW, THEREFORE, let it be ordained by the Sangguniang Panlungsod, in session

assembled, that an ordinance be passed for the estab!ishment of parking, !oading and unloading
areas at Guimaras-Iloilo Ferry Terminal, Parola, City Proper, Iloilo City;

Section 1. The parking, loading and unloading areas in the feny terminal will be
designated to the PUJs, PUVs and private vehicles as follows:

A Exit of ferry terminal with three (3) units at perpendicular parking for
JARO CPU PUJs facing Fort San Pedro Drive;
B. Next to the parking area at JARO CPU PUJs with three (3) units for
PAROLA PUJs at 45-70 diagonal parking facing Muelle Loney
Street;
C. Diagonal parking next to PAROLA PUJs with three (3) units for
TRICYCLES facing Muelle Loney Street;
D. Diagonal parking next to the parking area of TRICYCLES with three
(3) units for TAXIS and the remaining space available for
PRIVATE VEHICLES.
E. On-road parking is prohibited on the right side of Fort San Pedro Drive
when facing Camp Delgado (from the driveway of Department of
Agriculture until corner Pepita Aquino Street);
F. On-road parking is prohibited on the right side lane of Muelle Loney
Street when facing Camp Delgado (from the corner driveway of
Department of Agriculture);
G. On-road parking is prohibited on the right side of Fort San Pedro Drive
when facing to Muelle Loney Street (for comer driveway ofDENR R6
until comer driveway of PPA);
H. Fifteen (15) meters away from the comer Fort San Pedro Drive -
Pepita Avenue is the loading/unloading area for JARO CPU PUJs
(across DILG Office Pepita Aquino Street);
I. Loading/Unloading bay beside the entrance of City Mall - Parola
establishment.

Section 2. The operation of the said parking, loading and unloading areas shall be first
come, first serve to all Jaro CPU PUJs, Parola PUJs, tricycles, taxis and private vehicles on their
designated areas;

Section 3. That for the reason of establishing parking, loading and unloading, members of
the Transportation Management and Traffic Regulation Office (TM1RO) as well as traffic aides
shall be assigned to put up advance notice to the public and regulate traffic on the roads affected
for the effectivity of such parking, loading and unloading.

Section 4. PENALTY. - Any person or driver of a vehicle who violates the on road
parking prohibition in this ordinance shall be subject to a fine of three hundred pesos (PJ00.00)

Section 5. That the Head of the Transportation Management and Traffic Regulation
Office (TMTRO) be furnished a copy of this ordinance for their information and appropriate
action. The enforcement of this ordinance shall be subject to the prior announcement or
infonnation dissemination;

Section 6. A copy of the sketch of the parking, loading and unloading areas in the
vicinity ofGuimaras-Iloilo Ferry Tenninal is herein attached as an integral part of this ordinance.

Section 7. That this ordinance shall take effect immediately upon approval.

ENACTED, August 15, 2017.
