the plan of academia-industry cooperation-training for interna-
tional students. This special class is based on the principle of

I-Mei was founded in 1934, as a traditional Taiwanese confec-

make milk caramel, which instantly became the best seller, and soon
after I-Mei set up dairy farms in Kaohsiung and Taoyuan to supply
its rapidly growing dairy products business.
With 3000 employees and three factories (Long-Tan, Nan-Kan
and Vietnam), I-Mei is no doubt one of the biggest food companies
in Taiwan. The range of our products is extensive, which includes
biscuits, candies, snacks, beverages, frozen prepared foods, ice
cream, etc.

2. School advantage area characteristics
Chien Hsin University of Science and Technology(UCH), previously Ching Yun
University and Chien Hsin Industrial College, was established in 1966. In 2003, the Ministry
of Education in Taiwan approved the upgrade of the institution from its original status as a
college to its current standing as a university. Presently, the University contains seventeen
departments and programs: Electronic Engineering, Electrical Engineering, Information En-
gineering, Mechanical Engineering, Civil Engineering, Applied Geomatics, Materials Engi-
neering and Manufacturing, Industrial Management, Business Administration, Marketing
and Distribution, Informational Management, Property Management, Hospitality Manage-
ment, International Business, Finance Banking, and Digital Multimedia Design. Addition-
ally, the University has four research centers: the Logistics Management Center, the Digital
Earth and Disaster Reduction Research Center, the Green Energy Center, and the Euro-Asian
Center.
UCH has long-term focus on three research areas: automation, telecommunications, and
Internet technology. Placing a premium on knowledge management and intellectual econom-
ics, UCH aims to become the leader of E-generation technology. The last few years saw the
renovations and expansion of UCH’s campus infrastructure as a result of a two-billion-NT
dollar investment. Currently, a search for the second campus is underway as part of the Uni-
versity’s expansion plan. Meanwhile, dozens of professorship positions are being filled as
the University continues to enrich the quality of teaching and research. Based on the achieve-
ments obtained from execution of the Teaching and Learning Excellence Project, a national
competitive project supported by the Government, UCH is positioned to become a first-rate
university of science and technology.
Educational Goals
In accordance to the Ministry of Education’s curriculum standards set in the year 2000,
UCH’s curriculum design is highly flexible. The flexibility contributes to UCH’s emphasis
on academic and technological advancements. In addition to providing students with a solid
foundation in basic theories, departments and divisions in UCH strive to combine experi-
mental teaching and internship training with project orientation and research integration.
These educational practices prepare the students to meet the changing demands of the indus-
try and society. With strict planning and sound organization, UCH fashions an efficient and
forward-looking educational policy.
UCH’s dedication to the nation’s educational development and growth gained recogni-
tion in 1999, the year UCH was promoted to the status of an institute of technology from its

initial status as a junior college. At present, UCH aims to combine theory and practice in its
long-term project of curriculum improvement. Accordingly, the inter-departmental Electro-
mechanical Integration and Automation Center, the Logistics Management Center, the Green
Energy Center, the Euro-Asian Research Center, and the Digital Earth and Disaster Reduc-
tion Center were founded in the aim of facilitating integrative course designs. This innova-
tive move allows the University to enhance faculty research capacity as well as to expand
students’ knowledge of applied science and technology.
Distinctive Characteristics
1.Implementation of Professional Technological and Vocational Education
The primary objective of a technological and vocational education is to cultivate stu-
dents into professionals with specialized expertise – students who will contribute to the fu-
ture economic development of Taiwan. Embracing this ideal, UCH gives priority to meeting
the needs of domestic as well as international businesses.
2.Ideal of Holistic General Education
The humanities are the foundation of all scholarly development. Recognizing the im-
portance of the humanities, UCH established the General Education Center in 1990 and
made every effort to involve students and faculty in cultural activities. The Center aims to
shape the University into a professional institution that combines technology with the core
value of the humanities.
3.Promotion of Social and Community Awareness
UCH was founded in response to feedback from the local community. Since its incep-
tion the University has assumed the responsibility of upholding social standards with the
mandate of meeting the needs of local commerce and industry. Through academic-industrial
cooperation, life-long education, social service, and the establishment of close ties with the
local community, the University plays the role of a local center of information, culture, arts,
entertainment, and education.
4.Global Vision
Specialists with an international perspective contribute greatly to Taiwan’s future. UCH
stresses education in applied foreign languages, mainly the English and Japanese, and pro-
vides language training with instructors who are native speakers of foreign languages. Ex-
cept formal language courses, various activities are designed and held in campus to motivate
students with language learning. The University stands out as a technological university with
an international perspective and a multi-linguistic environment.
5.Establishment of an Environment of Life-long Learning

The current information economy demands continual, life-long learning in order for the
citizens and the nation to remain competitive on the international stage. UCH, in accordance
with the Ministry of Education’s policy of life-long learning, embraces the responsibility of
promoting the spread of knowledge in the public domain. To this end, the University has es-
tablished a continual education school to provide the public with the opportunity to engage
in educational pursuit at all ages.
The College of Electrical Engineering and Computer Science (EECS) was established
on August 1, 2003. At present the EECS consists of three departments. They are the Depart-
ment of Electrical Engineering, the Department of Electronic Engineering, and the Depart-
ment of Computer Science and Information Engineering. All departments offer M.S. and
B.S. degrees. Currently, the EECS has 69 full-time faculty members. The Green Energy Re-
search Center of the University is closely related to the Department of Electrical Engineer-
ing. For purpose of long-term development, more research centers in the college are planned
to be established in the future.
Under the management guidance of Chien Hsin University, the college strives to
reach the target that ensures students to learn core technology, construct core capability and
cultivate core essence, which enable students to compete against others with confidence after
graduation. The college expects to become the front runner based on excellent academic
achievements in specific areas. Service, innovation and resource integration are the principle
values of the college, which provide the pivot mechanism for infrastructure construction that
leads to college excellence and outstanding. To this end, the resource integration (e.g., inte-
gration between disciplines and departments, collection and allocation of external resources,
etc.) that provides a win-win situation for the college as well as the departments in the devel-
opment of characteristics plays the key role. In addition, the college devotes every effort to
enhance the quality of teaching and research, which has become one of the important assets
of the college culture.
The educational objective of the EE Department is to cultivate professional electrical
engineers with competence not only in analysis, development, and manufacturing, but also in
maintenance in the fields of green energy, distribution power system, refrigerating and air -
conditioning, industrial automation, internet of vehicle application. In addition to traditional
courses in the fields of Power and Control, the Department also offers Green Energy and 3C
(Computer, Communication, and Consumer Electronics) courses designed to enhance stu-
dents' professional knowledge and skills. At present, the Department offers both undergradu-
ate and graduate courses. Based on the academic cooperation agreement with the Moscow

State University (MSU), the Department provides awards (about NT$50,000 for each stu-
dent) every year for students who want to attend the summer school held in Moscow city and
to expand their global vision.
Electrical Engineering Curriculum Mapping
The Department has two professional programs that are classified into Green Energy Group
and General Group:
1. Green Energy Group:
The green energy professional program focuses on renewable energy technology, solar pho-
tovoltaic system design and installation, solar photovoltaic module encapsulation, wind
power technology, fuel cell technology and energy saving technologies.
2. General Group:
The program focuses on industrial power systems, industrial and commercial wiring, refrig-
erating& air conditioning, manufacturing automation, intelligent control and mechatronics.

3. International exchange experience


In accordance with the government’s International Education policy, the International
Cooperation Office(ICO) of Chien Hsin University of Science and Technology is to help de-
partments,institutes and research center conduct a global outreach. The ICO helps organize
and implement international programs and projects with sister universities. As of today,the
ICO has been in contract with more than sixteen sister universities<Including the Europe and
America、China、Vietnam、Russia and so on>. In late 2016, the ICO strategically adjusted
its target and policy by focusing on the Southeast Asia students for coordinating the govern-
ment’s New Southbound Policy. In 2018, twenty-five Thai teachers and students are selected
to take the short-term summer camp in Chien Hsin University, recruiting around one hun-
dred fifty- five Indonesia students to study the Industry-Academia Collaboration Program
and thirty-two Vietnam students to study the short-term internship program. Up to present,
there are more than two hundred international students who came from Gambia, St Vincent
and Grenadines, Malaysia, Hong Kong, Vietnam, Indonesia and China studying in Chien
Hsin University of Science and Technology.

This class is based on practical courses. According to the curriculum planning ta-
ble, there are 10 credits for common courses, accounting for 13.9%, 21 credits for pro-
fessional theoretical courses, accounting for 29.2%, and 23 credits for practical/imple-
mentation courses, accounting for 31.9. %; off-campus internship courses total 18
credits, accounting for 25%. Please refer to Table 5 for the Instructor planning.

The internship partner of this project is I-Mei Food Co., Ltd. Nan-Kan Factory
and Long-Tan Factory. As shown in Figure 1 and Figure 2,

The main products of I-Mei Food Nan-Kan Factory include: beverages, bread,
food and meat, dairy products; the main products of Long-Tan Factory include: vari-
ous snacks, biscuits, candy, chocolate, red bean cake, gift box.
The Nan-Kan food production line adopts the most advanced production process,
as shown in Figure 3. The fully automated production equipment used, as shown in

Figure 5~Figure 22, requires a large number of professional technicians responsible
for the motor, instrumentation, automatic control, and electromechanical integration.
Maintenance, maintenance, troubleshooting, human-machine interface PLC setting
and production automation planning are related to the professional fields of the stu-
dents trained by the department.
The practical training courses planned by Nan-Kan Food Company for the special
students are shown in Table 6.

I-Mei Foods Co., Ltd. uses a large amount of automated equipment in food pro-
duction. The department's industrial organization automation cross-disciplinary credit
course education objectives are: integrate the expertise and technology of electrical en-
gineering and mechanical engineering, and provide students with integrated profes-
sionalism. In order to promote the automation of domestic industrial institutions and
enhance the electromechanical integration control engineering technology, we will es-
tablish the students' planning, construction and design capabilities in the control sys-
tem, and promote the employment skills of students and increase the competitiveness
of the workplace as the goal for the planning of the curriculum. Also, we will culti-
vate the students to have the capability required for the automation of industrial insti-
tutions. Students can be directly committed in the electromechanical integration and
automation industry after the completing their study. The internship partner, Nan-Kan
Food Co., Ltd. Nan-Kan Factory and Long-Tan Factory, who implemented the project
is closely related to the educational goals and core competencies of the department.
Students trained in Taiwan can not only acquire theoretical knowledge but also practi-
cal ability. After returning to their own country, students can apply their experience
and practical experience in Taiwan to relevant industries and improve their capabilities
of automated production technology.
