A. Background of the Study

A study on the implementation of the 2014 agreement between the Republic of the

Philippines and the Kingdom of Saudi Arabia on Domestic recruitment. This study will present

the recruitments of the Overseas Filipino Workers who are immolating their life overseas.

Kingdom of Saudi Arabia might be said to the frontline state for the deployment of the

Overseas Filipino Workers. The importance of Kingdom of Saudi Arabia to the Republic of the

Philippines can never be emphasize enough. Ministry of Labor of the Kingdom of Saudi Arabia

and the Department of Labor and Employment of the Republic of the Philippines ensuring that

recruitment takes place through legitimate recruitment offices and regulating the recruitment

costs in both countries.

The signing agreement is a significant milestone in the field of labor cooperation and in

the protection and promotion of the rights of household service workers. This is the first

agreement on domestic worker recruitment to be concluded in the region and is considered as

template in negotiating similar agreement with GCC countries.

B. Statement of the Problem

Was the 2014 agreement in the recruitment of domestic workers properly implemented?
Furthermore, the researcher will also try to research into details of the main problem by

explaining the following sub-problems:

1. What were the mechanisms used to implement the agreement in both countries?

2. What are some of the evidence that could illustrate how the agreement was implemented?

3. What problem were encountered by both countries in implementing the provisions of the 2014

agreement on Domestic Workers recruitment?

C. Objectives of the Study

The researchers will conduct the study guided by the following objectives:

1. Review the benefits of this agreement between the Ministry of Labor of The Kingdom of

Saudi Arabia and Department of Labor and Employment of the Republic of the Philippines.

2. Stating the importance of promoting cooperation between both countries that have agreed on

this field.

3. Show that this agreement aims to protect the rights of both the employers and the domestic

workers and regulate the contractual relation between them.


D. The Significance of the Study

This study will lead to expand and broaden the understanding and our knowledge that we

have this kind of agreement between the employers and the domestic workers in The Kingdom

of Saudi Arabia. This will benefit the non-researchers to have more knowledge and

understanding if they would also actually plan to work as a domestic workers specifically in The

Kingdom of Saudi Arabia.

To the Future Researchers. This study may be able to help and be a source or reference to

their future study or research paper. This will help not only the future researchers but also the

readers to be enlightened and to understand more. It aims also to help the future researchers and

other readers to have a deeper knowledge about the rights that they have as an employer or as a

domestic workers if they plan it in the future.

E. Scope and Limitation

The researchers will conduct different aspects that will be relying on the situation and

statements that will prove the agreement between the states. The articles that is needed in the

problem will be expanded clearly and its functions, for the whole cover to be able to understand

and also the ideas that has been given will surely benefited the unaware masses.
Advantages and disadvantages will expand the learnings in this topic. This will make the

masses more interested in this idea and will be helpful. This can be a helping hand and be a

valuable source.

F. Working Assumptions

This research is to coordinate the highly ambitious program to transform the idea of

migrating abroad for work as a choice and not as a necessity, it has to do something to change

the attitude of the people on how to save and invest for the future and not just being subject to a

current practice of one day millionaire spending. It will be time for the Philippine government to

engage with private sectors to establish a viable environment for small businesses.

The problem and the solution will possibly make everyone awake in order to have an

insights and conclusions so that people can exchange different kind of actions regarding this

matter.

G. Conceptual Framework

The concept of this model is to understand how domestic workers should get through in

legitimate recruitment offices and the relationship between the employer and the domestic

worker is regulated by the work contract between them.

The output comes after the long talks of the agreement and their negotiations and after

that it finally signed in Jeddah, Saudi Arabia on 9th of May 2013. Ratified by the Philippines side
on 2nd of July 2014 and the Saudi Arabia side on 5th of November 2015. It effects a good

relationship between the two countries.

H. Definitions of terms

Domestic Workers- is a person who works within the employer's household. Domestic

helpers perform a variety of household services for an individual or a family, from providing

care for children and elderly dependents to housekeeping, including cleaning and household

maintenance.

Recruitment- The process of finding and hiring the best-qualified candidate (from within

or outside of an organization) for a job opening, in a timely and cost effective manner. The

recruitment process includes analyzing the requirements of a job, attracting employees to that

job, screening and selecting applicants, hiring, and integrating the new employee to the

organization.

GCC- The Cooperation Council for the Arab States of the Gulf (Arabic: ‫لدول التعاون مجلس‬
‫)العربي الخليج‬, originally (and still colloquially) known as the Gulf Cooperation Council (GCC,
