NEET OVERVIEW
The National Eligibility cum Entrance Test (NEET UG) is an All India level
common entrance test conducted by the Central Board of Secondary Education
(CBSE) for admissions to MBBS and BDS courses at the Undergraduate level
at various government and private medical colleges in the country. NEET is
conducted annually and is mandatory for medical and dental admissions in any
institution in any state, be it Government, Private, Central or Deemed. Through
NEET 2017, candidates could apply for admissions to 65,170 MBBS seats in 470
government and private medical colleges and 25,730 BDS seats in 308 dental
colleges. The Supreme Court of India mandated NEET in 2016 to replace the All
India Pre Medical Test (AIPMT) and all other state and private exams conducted
by states or colleges themselves.

Admission criteria
Students must note that merely appearing and qualifying in NEET does not make
them eligible for admission to MBBS/BDS courses in any of the colleges across
India. The selection and admission process is subject to fulfilling the admission
criteria, eligibility and rank in merit list etc as notified by CBSE, the Medical
Council of India (MCI), respective states, Universities and medical/dental col-
leges.

The counselling, reservation of seats and other criteria related to the admission
process are under the control of the states and are conducted as per the notifica-
tions issued separately by them. Candidates applying to the state government
colleges will be given admissions according to the applicable laws prevailing in
states at that point of time.

All India Quota in Government/Corporation Medical & Dental colleges


As many as 15% of the intake capacity of MBBS and BDS courses at the Govern-
ment and Corporation Medical and Dental Colleges are filled through All India
NEET UG exam. These seats are filled by the Directorate General of Health Ser-
vices (DGHS) on behalf of the Medical Counselling Committee (MCC), Ministry
of Health & Family Welfare, Government of India.

Duration of Courses
●● MBBS Course - The course duration of the MBBS undergraduate course is 4.5 years
which is followed by 1 year compulsory internship training.
●● BDS Course - The course duration of the BDS undergraduate course is 4 years which
is followed by 1 year compulsory rotating internship training.

ABOUT ANDHRA PRADESH


COUNSELLING
Dr. NTR University of Health Sciences, Vijayawada is the counselling author-
ity for conducting admissions to MBBS/BDS courses in the state of Andhra
Pradesh. Andhra Pradesh has joined All India Quota (AIQ) scheme from 2018
onwards only, thereby surrendering 15% of its MBBS/BDS seats for admis-
sion of candidates under All India Quota. The counselling authority conducts
admissions for the 85% state quota seats, while the counselling for admission
to 15% All India Quota seats is held by Directorate General of Health Services
(DGHS), New Delhi, on behalf of Medical Counselling Committee (MCC). The
counselling is conducted after the declaration of NEET results. The counselling

Admissions to all the medical colleges in the state of Andhra Pradesh are done
on the basis of candidates’ NEET UG scores. As per the Medical Council
of India and Dental Council of India, there are around 4000 MBBS seats
and around 1600 BDS seats in Andhra Pradesh. The counselling for Andhra
Pradesh MBBS/BDS is conducted in an online mode. Counselling is held in two
rounds followed by a mop-up round for the vacant seats.

ELIGIBILITY CRITERIA
●● Candidates applying for admissions to MBBS/BDS courses in the state of
Andhra Pradesh must be citizens of India or Person of Indian Origin (PIO)/
Overseas Citizen of India (OCI) card holder.
●● The age of the candidates must be 17 years as on or before December 31 of the
year the candidate is applying for admission.
●● Candidates must be domicile of Andhra Pradesh and prove their local/non-local
status. This requires the candidates to qualify either of the criteria mentioned
below to attain the local/non-local status.

1. Candidates should be defined as local as per the definition in the presidential


order.
2. The candidates themselves or their parent(s) must have resided in Andhra
Pradesh for a period of ten years in total.
3. Candidates whose either of the parent is employed by the State or Central
Government, Public Sector Corporation Local Bodies, Universities and other
similar Public Institution within the state of Andhra Pradesh.
4. The candidate whose spouse is in the employment of the State or Central
Government Public Sector Corporations, Local Bodies Universities and edu-
cational institutions recognized by the Government or a University or Other
competent authority of the state of Andhra Pradesh.

The 85% state quota seats in the state of Andhra Pradesh are further divided as
85% for the local candidates and 15% open seats for the local as well as non-local
candidates. Eligibility criteria for the 85% local quota seats require fulfillment of
either of the clauses mentioned below:

• Candidates who have studied in an institution or institutions located in a local


area for a period of not less than four consecutive academic years. The last
academic year in the particular institution should be the year of appearing
in the NEET UG exam.
• Candidates must have resided in the local area for four consecutive years com-
pleting the fourth year in the year of appearing for NEET UG examination.
• If the candidate has studied for seven consecutive years in two or more differ-
ent local areas ending in the present year then the local year from where the
candidate has the maximum number of years of education will be considered.

• If the candidate has studied in two or more local years for seven consecutive
years and has studied for the equal number of years in two or more local areas
then the one in which he/she has last studied will be considered.
• In case, the candidate has stayed for the equal number of years in two or more
local areas, the one where he/she has stayed in the last year out of the said
period of seven years will be considered.
• If the candidate has not studied in an institution located in any of the local
areas but has resided in the part of State which is regarded as a local area in
the last seven years up to the year of taking NEET then the area in which the
candidate has stayed the maximum will be considered out of the preceding
seven years.

●● Candidates must have passed Class 12 with the subjects of Physics, Chemistry,
Biology/Biotechnology and English from a board recognized by the Central/
State government, passing in each of the individual subjects. The aggregate
percentage of marks to be secured by the candidates in order to be eligible for
the admission process is 50% (for unreserved category), 40% (for Persons with
Disability), and 40% (for reserved category – BC/SC/ST).
●● Candidates should also secure the minimum qualifying percentile in the NEET
UG examination as per the qualifying criteria mentioned in table given on the
next page.

RESERVATION - SEAT DISTRIBUTION


●● I n Government or Government Aided Medical/Dental Colleges, the admission
will be taken on 15% All India Quota Seats and 85% State Quota Seats. The
admission on 15% AIQ seats will be done through centralized counselling by
DGHS, while admission on 85% state quota seats will be done by the counselling
authority of Andhra Pradesh on the basis of state reservation policy.
●● In Private Medical/Dental Institutions, the seats will be divided equally viz. 50%
State Quota Seats and 50% Management Quota Seats. The admission on 50%
State Quota seats in private institutions will be done as per state reservation
policy.
●● As per the reservation policy of Andhra Pradesh, the various categories in
which the state quota seats have been divided have been described in the below
mentioned table.

ABOUT ANDHRA PRADESH NEET


MERIT LIST
The merit list (derived from the NEET scores) for admission to MBBS and BDS
courses in the state of Andhra Pradesh is released/published by Dr. NTR Univer-
sity of Health Sciences. Only those candidates who successfully register them-
selves for Andhra Pradesh counselling by filling the online application form and
paying the counselling fee will be eligible for inclusion in State Quota Merit List
prepared category-wise by the counselling authority. Admissions on state quota
seats and private seats in the state will be done through counselling sessions in
which registered candidates will be called as per their ranks in Andhra Pradesh
state merit list.

The merit list is prepared on the basis of All India overall rank of candidates found
eligible in the NEET held for that particular academic year. Besides an overall
state merit list, separate merit lists of reserved category candidates are also pre-
pared by state counselling authority. The admission to seats reserved for reserved
categories is done on the basis of category-specific merit lists.

The State Merit List is released after the declaration of the NEET UG merit list
and the candidates are shortlisted in the State Merit List according to the marks
they score in the NEET exam. The merit lists of eligible candidates for state coun-
selling are released in online mode and includes candidate’s name, father’s name,
category, State merit rank, NEET marks and NEET roll number.

Procedure to check the Andhra Pradesh NEET


Merit List:
●● Candidates need to click the official link given by Dr. NTR University of Health Sciences
to check their names in the merit list. The link will also be made available by Careers360.
●● Candidates can then check their merit rank by searching for their NEET roll number
or their name.
●● Candidates then have to match their name and roll number in the merit list.
●● The State Rank as derived from the NEET scores is also mentioned in the merit list.
●● Candidates can take the printout of the merit list by clicking ‘Print’ button.

Merit List Tie-Breaking Criteria


The tie-breaking criteria in Andhra Pradesh state merit list is used when two or
more candidates obtain equal marks in the NEET UG examination. The various
parameters used for breaking the tie include:
●● Candidates with higher marks in Biology are given a higher rank in order

to break the tie.


●● In case there is still a tie, candidates with higher marks in Chemistry are

given a higher rank.


●● Candidates with lesser wrong answers will be given priority.

●● As a final resolve, the candidates older in age are given a higher rank.

After the merit list is declared, the successful candidates whose names appear
in the list are then called for the counselling process. The seat allotment during
counselling is done according to the merit list in the respective categories and the
preferences mentioned by the candidates during registration. The allotment result
is published online by the counselling authority.

ABOUT NEET ANDHRA PRADESH


COUNSELLING
The candidates included in the Andhra Pradesh state merit lists released after
the NEET results are eligible to attend the counselling process conducted by the
concerned state counselling authority. The counselling procedure through which
candidates can apply for the seats and colleges of their choice comprises the fol-
lowing steps:

Online Registration – Candidates seeking admission to Andhra Pradesh medi-


cal or dental colleges will need to register for Andhra Pradesh state counselling
online by filling the application form and paying the non-refundable counselling
fee. The registration is an online process where the candidates need to fill in the
required details regarding their personal as well as educational information. Upon
successful registration, candidates will be provided with a registration number.

• Counselling Fee (All categories) - INR 5000/-

Display of Merit List – Andhra Pradesh state merit lists, including common
merit list and reserved category merit lists, including names of registered candi-
dates, will be displayed on the website of Dr. NTR University of Health Sciences.
The list will be derived from the central merit list prepared by CBSE.

Document Verification – Candidates are required to get their original docu-


ments verified by the state counselling authority of Andhra Pradesh in order to
be eligible for MBBS/BDS admissions in the state. The counselling authority
schedules the date and time for organizing of the document verification session.

Choice filling – After filling up of the application form, candidates will then be
required to fill their choices regarding the courses/colleges they wish to join.
Based on the choices opted for and the NEET UG score obtained by the candi-
dates, the seats will be allotted to them. Candidates will be able to fill in as many
choices in the decreasing order of preference. Candidates are required to fill in
fresh choices for the subsequent counselling rounds.

Reporting at the Counselling Venue – Candidates need to report to the venue


on the scheduled date and time as indicated in the official website of Dr. NTR
University of Health Sciences. Candidates will be called for the various reounds
of counselling based on their state merit rank. The candidates attending the coun-
selling shall pay non – refundable Counselling Fee of INR 5000/- in the form of
crossed Demand Draft drawn on any Nationalized Bank in favour of ‘Dr. NTR
University of Health Sciences’.

Seat Allotment – The counselling will be conducted in three rounds, namely


First round, Second round and Mop-up round. The result of every round of seat
allotment will be displayed on the official counselling website. Admission of the
candidates will be based on the NEET UG score and the choices filled in by the
candidates at the time of filling up the application form.

Admission – Candidates are required to pay the college fee and university fee on
the day of selection/counselling itself. If the candidate fails to pay the fee after
choosing the seat, the seat will be cancelled automatically without any notice. The
candidates will not be given any extension of time to pay the fee.

ONLINE REGISTRATION AND
APPLICATION PROCEDURE
Candidates seeking admission to the medical/dental colleges of Andhra Pradesh
need to register themselves by filling the online application form in order to take
part in the counselling process. The registration process is complete only after the
payment of the non-refundable registration cum counselling fee.

The steps to be followed when applying for Andhra Pradesh NEET Counselling
are as follows:

STEP 1 – Candidate Registration


●● Candidates should visit the official website of Dr. NTR University of Health Sciences,
where two options will be displayed  online application and web counselling.
●● The link to web counselling will be generated after the form filling and the release of
merit list. Aspirants must click on online application form option to proceed further.
●● The window of the registration form will appear and the fields like NEET roll number,
NEET Rank, date of birth, and mobile number must be filled by the candidates.
●● After clicking on ‘Validate’ button, a pop-up will be displayed which will provide the
registration number.
●● The registration number should be noted down by the candidates for future use.

STEP 2 – Filling the Application Form


●● Candidates are required to fill in details such as Andhra Pradesh MBBS application form
2018 will be displayed and the details like NEET roll number, Mobile No., NEET Rank,
Percentile, Email ID, Candidate’s Name, Aadhar No., Father’s Name, Mother’s Name,
Gender, Caste, Category, Address, marks obtained frm Class 6 to 12, and particular local
area(if applicable).
●● Aspirants must declare that the details submitted by them are true and if not then legal
action will be taken by the authorities.
●● After declaring, candidates can click on the ‘Save and Exit’ button to save all the filled
details and then ‘Save and Pay’ button to submit the application fee.

STEP 3 – Making Payment


●● Candidates can submit the application fee using Internet Banking/Credit Card/Debit
Card/Debit Card+ATM Pin.  The application fee includes the registration fee and veri-
fication fee.

STEP 4 – Choice Filling


●● Candidates must log in to the official website using their login ID and password and click
on the ‘web counselling’ option.
●● The list of MBBS/BDS colleges in the state of Andhra Pradesh will be displayed on the
left side of the window.
●● The priority of the options to be submitted will be on the right side of the screen. The
option of filtering the list can be done through college code and district wise.
●● The list can also be modified accordingly by adding or deleting the options.
●● Once satisfied, the candidates must save the choices by clicking on the ‘Save’ button.
●● Aspirants will receive a One Time Password (OTP) on their registered mobile number.
This OTP will be submitted through the virtual keyboard displayed on the screen.
●● Candidates must then click on the ‘Confirm’ button to lock their choices on the server.
●● The same process has to be followed for subsequent counselling rounds.

Some Important Points:


●● Candidates should note down their login details and should not disclose the same to
anybody.
●● Candidates must log out at the end of their session so that nobody can tamper with the
details filled by them.
●● Candidates must verify all the details and information filled in the application form by
them as they cannot correct or modify the same once the application form is submitted
online.
●● Candidates must take a printout of the online application form for future reference.

STATE MEDICAL CUTOFFS 2017


The NEET 2017 ranks and marks secured by the last candidates to secure admis-
sions in the Category A seats available across all the medical colleges of the state
are given in the tables on the next page, as per the latest data made available by the
State Counselling Authority. Cutoffs for Unreserved Management and NRI seats
at select private colleges has also been shared.

For now, the data only reflects allotment for the 100% State Quota seats in cer-
tain specified categories. Candidates should note that the given cut off data is also
subject to change depending on whether subsequent admission rounds have been
held by the state. Factors such as candidates vacating their seats despite being
allotted, resigning or not reporting, which may reflect cut off marks and ranks
being lower than given here, have not been considered. The list is purely based on
the final allotments done, and actual cut offs/allotments may slightly vary. From
2018 onwards, Andhra Pradesh will be participating in the All India Quota and
the cutoffs given below may substantially change. Also, cut off marks and ranks
fluctuate on an annual basis and as such, the following data should be used for
reference purposes only.

ADMISSION CANCELLATION AND


FEE REFUND
●● If a selected candidate in first round counselling wants to cancel his/her selection, s/
he shall apply in writing to the Committee for Admissions within the stipulated time
specified in the allotment order.
●● Candidates seeking withdrawal from admission into MBBS/BDS Course before second
counselling of Management Quota Seats, the tuition fee will be refunded after deducting
10% of the tuition fee and Rs. 10,000/- as processing fee.
●● If a candidate after admission to a college withdraws from the course on having obtained
a seat under “A” Category (Government Quota)of State of Andhra Pradesh, an amount
of Rs. 10,000/- will be deducted as processing fee.
●● If a candidate after admission into a College seeks to withdraw from the course, before
the commencement of second counselling, s/he should obtain ‘No Objection Certificate’
from the Principal of the college concerned and shall submit the same to the Committee
for Admissions for cancellation of the seat. Approval of the Committee for Admissions
is mandatory to withdraw from the course.
●● If the candidate withdraws from the course after Closure of Admission of Management
Quota Seats to a College, he/she will forfeit the tuition fee paid for that academic year.
●● The candidate selected in the second/final counselling, if any, will not be permitted to
cancel the selection. All the selected candidates shall submit an undertaking that they
will pay the tuition fee for the entire course, to avoid wastage of seats, in case of not
reporting to the college within the stipulated period or withdraws from the college after
admission.
●● The Original Certificates submitted by the candidates who do not report to the college
or who withdraw from the Course, before second counselling, will be returned.

OTHER IMPORTANT POINTS


●● The 15% NRI Quota Seats (23 Seats) available at Sri Padmavathi Medical College for
Women (under SVIMS), Tirupati shall be filled with the eligible candidates who are
Children/Wards of bonafide NRI residents of Andhra Pradesh origin. In the event of
non-availability of sufficient candidates from AP origin, they shall be filled with the
eligible candidates from All India basis.
●● Foreign Students/NRI/NRI sponsored candidates are eligible for admission into
MBBS and BDS Courses under Management Quota Category – C Seats.
●● Candidates possessing qualification of the University/Board of an institution outside
the AP State should submit Eligibility/Equivalence certificate from the Board of Inter-
mediate Education of Andhra Pradesh, to the effect that the qualification possessed is
equivalent to or higher than Intermediate examination conducted by the Board of Inter-
mediate Education of Andhra Pradesh at the time of admission to the college.
●● The number of seats available for current academic year in MBBS and BDS Courses
under Management Quota in Private Un–Aided Non–Minority, Minority Medical and
Dental colleges will be in accordance with the orders of the MCI/DCI/GOI/Govt. of
Andhra Pradesh.
●● The admissions through counselling into Management Quota seats in Unaided Non-
Minority and Minority Medical and Dental Colleges and NRI Quota Seats in Sri Pad-
mavathi Medical College for Women (under SVIMS), Tirupati will be closed at the end
of second counselling and the candidates admitted will be considered as the bonafide
candidates of the respective colleges.
●● The selected candidates shall pay non–refundable University fee of INR 25,000/- for
MBBS Course and INR 16,000/- for BDS Course in the form of crossed Demand Draft
drawn in favour of “The Registrar, Dr. NTR University of Health Sciences” payable
at Vijayawada. Candidates willing to opt both MBBS/BDS are informed to bring the
University Fee in the form of two Demand Drafts ie. INR 16,000/- and INR 9000/-
accordingly.
●● The candidates selected for MBBS Course in Sri Padmavathi Medical College for
Women (under SVIMS), Tirupati have to pay the tuition fee at the college at the time
of admission.
●● The candidates selected against Management Quota Category-C (NRI Quota) Seats
shall pay the fee fixed for Management Quota Category-B seat on the day of Counsel-
ling and the remaining balance amount of tuition fee shall be paid to the Principal of the
respective college on the day of admission to the college.
