I. INTRODUCTION
The purpose of a five-year review (FYR) is to evaluate the implementation and performa nce of a remedy to
determine if the remedy is and will continue to be protective of human health and the environment. T he methods,
fi nd ings and conclusions of reviews are documented in FYR Reports such as this o ne . In addition, FYR Reports
identify issues found during the review, if any, and document recommendations to address them.

The U.S. Environmental Protection Agency (EPA) is preparing this FYR pursuant to the Comprehensive
Environmental Response, Compensation, and Liabi lity Act (CERCLA) Section 12 1, consistent with the Nationa l
Contingency Plan (NCP) (40 Code of Federal Regulations (CFR) Section 300.430(f)(4)(i i)), and considering EPA
po licy.

T his is the fourth FYR for the Dorney Road Landfill Superfund site (the Site). T he triggering action for this
statutory review is the completion date of the previous FYR. T he FYR has been prepared because hazardous
substances, pollutants or contaminants remain at the Site above levels that allow for unl im ited use and
unrestricted exposure (UU/UE).

The Site consists of two operable un its (OUs); this FYR addresses both OUs. OU 1 addresses the landfill cap and
wetlands. OU2 address groundwater contam ination.

EPA remed ial project manager (RPM) David Greaves led the FYR. Part ic ipants included EPA commun ity
involvement coordinator (CIC) G ina Soscia, Bruce Kennington from potentially responsible paity (PRP)
contractor Ramboll Environ, Rona ld Schock from the Northeast Regional Office of the Pennsylvania Department
of the Environment ( PADEP) and Amanda Goyne and A lison Cattani from EPA FY R contractor Skeo. T he
review began on 6/9/2017. Appendix A provides additiona l resources. Appendix B provides a chronology of
events for the Site.

Site Background

T he S ite is located mostly in southwest Upper Macungie Township, Lehigh County, Pennsylvania. Part of the Site
extends into Lo ngswamp Townsh ip in Berks County (Figure I). The Site consists of an abandoned open pit iron
mine that was used as a mun icipal and industrial landfill from 1952 to 1978. T he Pennsylvan ia Department of
Environmental Resources (PADER, currently the Pennsylvania Department of Environmental Protection, or
PADEP) inspected the 27-acre landfil l in 1970 and fou nd that ind ustrial sludge, batteries and barrels of petroleum
products were dumped on site. T he landfi ll is currently protected by an impermeable cap. T he Site includes a soil
berm around the landfill, a wetland south of the landfi ll and a dra inage area north of the landfil l. T he wetland
covers about 14 acres, including about 7 acres of open-water habitat. The wetland, which has a bottom liner,
receives surface water from the southern port ion of the landfill ; it attracts water fowl and contains many native
plants and pollinators. The northern portion of the landfi ll drains to the North Basin area, which is a former
sinkhole that was fi lled with gravel to capture stormwater runoff from the landfi ll.

The S ite is s urrounded by farmland and rural residences, some of which use the aqu ifer under the Site as the
primary source of drinking water. Some farmland near the Site is used to grow crops for human and animal
cons umption. Groundwater in the site area generally flows to the southeast. Under a residentia l monitoring
program, EPA samp les private drinking water wel ls at 39 homes located southeast of the S ite on a rotating basis
(Figure G- 1 in Appendix G). Twenty-eight of the 39 wells were sampled during this FYR period. Municipal water
s upplies new housing developments in the area; the closest development is about 1,200 feet northeast of the Site
(Figure I).

II. RESPONSE ACTION SUMMARY

Basis for Taking Action

In June 1970, a PADER representative visited the S ite and noted an on-site sludge disposal area. Further visits
identified that disposal of petro leum products, asbestos and battery casings had occurred on Site. EPA proposed
listing the Site o n the Superfund program 's National Priorities List (NPL) in September 1983. EPA fi nalized the
S ite's listing on the NPL in September 1984.

From 1987 to 1988, EPA conducted t he remedial investigation/feasibility study (RVFS). Buried and dumped
waste contaminated soil at the landfill. On site soils exceeded EPA' s acceptable levels for both cancer risk and
non-cancer hazard index primarily due to polycyclic aromatic hydrocarbons (PAHs), arsenic, lead and chromium .
Contaminants in leachate and groundwater included ketones, I, 1-d ichloroethene (I , 1-DCE), 1,2-d ich loroethane
( 1,2-DCA), trichloroethylene (TCE), tetrachloroethylene (PCE), viny l ch loride, benzene and arsenic. Both cancer
and non-cancer groundwater risk substantially exceeded EPA's acceptable criteria. Risk at the S ite was due to

dermal contact and incidental ingestion of landfill soil, solid waste and on-site ponded waters (OU 1) and
residential exposure via ingestion of contaminated groundwater and inhalation of volatile contaminants while
s howering (OU2).

Response Actions

An Emergency Removal Action was performed in June 1986 by EPA at the request of the PA D ER. The objective
of the removal action was to regrade the Site to collect and contain on-site surface runoff. The construction of on-
site ponds allowed for controlled discharge of surface runoff v ia two major spillways. Although a soil cover was
applied to portions of the Site, the landfill had never been graded and capped, and waste continued to be exposed
in some areas.

EPA issued the Record of Decision (ROD) for OU 1 on September 29, 1988, and an Explanation of Significant
Differences (ESD) on September 18, 1991. The OU I remedy was developed to do the follow ing:

• Prevent dermal contact and incidental ingestion of landfill soil and solid waste.
• Minimize continued leaching of precipitation and ponded waters through the contaminated landfill
material.

The OU 1 remedy as selected by the 1988 OU 1 ROD and modified by the 1991 ESD included the following
components:

• Regrade the site and construct a dike and diversion ditch system to divert precipitation to two surface
water ponds.
• Install a multi-layer cap consisting of a gas vent system, compacted soi l, flexible liner, synthetic drainage
and vegetation.
• Conduct groundwater monitoring upgradient and downgradient of the Site for 30 years to detect changes
in groundwater quality due to leaching of landfill contaminants.
• Install perimeter fencing around the S ite to restrict human access and reduce animal traffic.
• Place a deed notice on the land within the s ite boundary.
• Use o n-site surface water runoff ponds to satisfy wetland mitigation applicable o r relevant and
appropriate requirements (ARARs). 1

EPA issued the ROD for OU2 (groundwater) on September 30, 1991. The 1991 OU2 ROD did not explic itly state
a remedial action objective (RAO) but implies that it is the elimination of exposure to contaminated groundwater.
T he 1991 OU2 ROD waived the ARAR to meet background cleanup levels or maximum contaminant levels
(MCLs) in the groundwater aqu ifer due to the technical impracticability, from an engineering perspective, of
meeting those c leanup levels. The OU2 ROD required that MCLs, as relevant and appropriate drinking water
standards, be met at the tap prior to the use of groundwater by residents.

The remedy in the 1988 ROD required destruction of about 7 acres of wetland during cap construction. The 199 1 ESD
revised the remedy to allow the sedimentation ponds required to control run-on and runoff to serve as wetlands and become
quality habitat for wildlife at the Site.

The remedy included the following components:

• Wellhead treatment units to be provided to residences if levels of site-re lated contaminants exceeded
MCLs or risk-based action levels.
• Qua,terly groundwater monitoring for volatile organic compo unds (VOCs) at residential wells near the
S ite. T he monitoring program may be modified by EPA including the number and location of wells,
sampl ing frequency and analytical parameters.

EPA modified the 1991 OU2 ROD with an ESD in March 2007 to establish requirements for institutional controls
to prevent disturbance of the cap and installation of wells at the Site.

Status of Implementation

Two Unilateral Administrative Orders (UAOs) were issued to a total of eight PRPs requiring them to implement
the OU I remedy described in the 1988 ROD and 199 1 ESD. EPA approved the remedial design in June 1995.

The remedial action for OU 1 sta,ted in April 1998 and finished in September 1999. The major components of the
remedy include site clearing and well abandonment; installation of the cap, which consists of a geocomposite gas
vent layer, geotextile, geomembrane, geotextile cushion, sand drainage, 18 inches of compacted fill , and
vegetative layer; s urface drainage using stormwater pipes, riprap channels and natural drainage systems, and
construction of the replacement wetland completed with bottom liner, which also serve as the stormwater
drainage area; and a chain-link security fence.

In the 1991 OU2 ROD, EPA waived the requirement to restore the groundwater aquifer to background cleanup
levels or MCLs due to technical impracticability, but required that MCLs be met at the tap for residential wells.
Baseline residentia l well sampling, conducted by the PRP, for OU2 took place in March 1999 . The 1991 OU2
ROD and remedial design required comparison of residential groundwate r samples to MCLs. If results were
above the MCLs, wellhead treatment units would be required. The baseline results were below the MCLs and no
contaminants have been above MCLs in the residential wells since sampling began. Therefore, wellhead treatment
units have not been necessary.

Institutional Control (IC) Review

EPA evaluated various institutio nal control instruments for use at the Site, including environmenta l covenants or
township ordinances. However, E PA could not obtain cooperation from all property owners, Longswamp
Township or Upper Macungie Township. Therefore, EPA re-evaluated the UAOs a lready in place at the Site in
the 20 12 Institutional Control Implementation and Assessment Plan ( IC IAP). The UAOs for Parcels
# 59548400207772, 54540364 1265 and 59548400302258 state that:

• Respondents shall not interfere o r permit others to interfere w ith the operation, or in any way alter or
disturb the integrity, of any structure or devices now or hereinafter built, installed or otherwise placed by
EPA o r its Authorized Representatives.
• If the Respondent becomes aware that the S ite is entered, disturbed or adversely affected by persons other
than EPA or its Authorized Representatives, Respondents shall immediate ly notify EPA's Project
Coordinator.
• T he Order sha ll be binding upon all successors and assign s any deed or other conveyance of any interest
made by the Respondent regard ing the Site sha ll contain a c lause or covenant that s pecifically provides
for continued access as set forth the Order.

The UAO for parcel 59548400 I 03245 states that:

• Respondents agree to cooperate and not interfere with activities of EPA or those acting under the order
for EPA during the conduct of response actions, some of wh ich will impact the prope1ty.

As presented in the 2012 IClAP, EPA will rely on the Orders as the main instruments for institutional controls
(Table 2 and Figure 2). Other institutional controls include quarterly inspections (performed by the City of
Allentown) to ensure that any issues that would comprom ise the landfill are addressed. Informational controls are
also outl ined in the ICIAP. The informational program is implemented during the FYR process to update property
owners around the Site, townships, and counties regarding the use restrictions at the Site. Figure 1 provides the
parcel numbers for areas covered by the institutional controls. The landfill area and wetlands are surrounded by
locked fenc ing to restrict access.

Systems Operations/Operation and Maintenance (O&M)
The PRPs conduct long-tenn monitoring and maintenance activities at the Site in accordance with the O&M
section of the Remedial Action Work Plan developed in January I 996. The primary activities include:

• Quarterly v isual inspection o f the cap for vegetative cover, settlement, stability and any need for
corrective action.
• Scheduled periodic mowing.
• Quarterly inspection of groundwater monitoring wells.
• Quarterly groundwater monitoring of landfill and residential wells.
• Quarterly engineered wetland inspection and assessment.

Under contract with the PRP, the City of Allentown oversees O&M activ ities and conducts quarterly groundwater
monitoring. The Borough of Alburtis conducts landfill O&M at the S ite. During this FYR period, the most
common O&M issues included fence repair from fallen trees and gas vent repairs due to damage during mowing.
In October 2012, the city conducted repairs on the landfill cap. Low areas, identified during the prev ious FYR,
were tilled with about 120 tons of topsoil. Following repairs, the areas were re-seeded and mulched.

III. PROGRESS SINCE THE PREVIOUS REVIEW


This sectio n includes the protectiveness detenninations and statements from the previous FYR as well as the
recommendations from the previous FYR and the status of those recommendations.

IV. FIVE-YEAR REVIEW PROCESS

Community Notification, Communitv Involvement and Site Interviews

A public notice was made available by a newspaper posting in the Times Eagle on 2/16/20 I 82/16/20 I 8
(Appendix D). It stated that the FYR was underway and invited the public to submit any comments to EPA. The
results of the review and the report wi ll be made available at the Site ' s information repository, Upper Macungie
Township Building, located at 8330 Schantz Road, Breinigsville, Pennsylvania.

During the FYR process, interv iews were conducted to document any perceived problems or s uccesses with the
remedy that has been implemented to date. T he interv iews are summarized below:

A phone interview was conducted in October 2017 w ith Ms. Ann Saurman, C ity of A llentown, Bureau of
Recycling and Solid Waste by EPA's S ite CIC. Ms. Saurman stated that she feels the team has been working well
to the make sure the Site retains its integrity. She said the City continues to perform q uarterly S ite checks and
works with the PRP to resolve them quickly. She has no concerns regarding the S ite and noted there has been no
complaints nor inquiries from the community.

Data Review
Groundwater data collected during this FYR period include quarterly landfill mon itoring and residential
monitoring. Monitoring results are summarized in quarterly reports. The most recent groundwater data were
collected in May 20 I7.

OU I (Landfill Monitoring)
Landfill monitoring is conducted to detect any changes in groundwater quality due to leaching of landfi ll
contaminants. The landfi ll monitoring network consists of the following wells: MW-2DR, MW-JS, MW-7S,
MW- I IS and MW- I ID (Figure 3). During each sampling event, groundwater samples are analyzed for v oes and
dissolved metals. Each summary report includes information on fi eld activities, groundwater elevation data,
groundwater quality data and the results of the data validation. A summary of all historical data is also presented
in the summary reports. The historica l data from the previous five years are provided in Appendix G.

During this FYR period, sampling detected several metals in landfi ll monitoring wells. The detected v o es
included PCE, TC E and chloromethane. All detections during this FYR period were within the historical range of
concentrations. Groundwater contam inant concentrations remain very low. Chemical-specific ARA Rs were not
established for OU I and the monitoring repo11s do not compare groundwater results to any cleanup levels.

For reference, Table 4 presents the cun-ent MeLs for the contaminants detected during this FYR period. Most are
well below MC Ls except for manganese, mercury and thallium. The manganese concentrations at MW-7S are
cons istent with historical concentrations. The mercury concentrations at MW-7S have been generally equal to the
MCL (0.002 mill igrams per liter, or mg/L) during this FYR period. However, since 201 5, concentrations
increased slightly at each monitoring event, with the highest concentration in the FYR period observed in May
20 17. Monitoring well MW-7S is located up gradient of the landfil l; therefore, the elevated metals concentrations
are likely not site-related. Additiona lly, MW-7S is not located near any residential wells. Thallium was only
detected twice during this FYR period at MW-3S at a concentration, 0.003 mg/L, that slightly exceeds the
standa rd (0.002 mg/L). Both detections were in 20 16. Thall ium was not detected in 201 7 sampling events. The
most downgradient wells, MW- I IS and MW- I ID, which are located directly up grad ient of the closest residential
well, did not have any MCL exceedances during this FYR period.

OU2 {Residential Monitoring)


Residential wells are sampled quarterly on a rotating basis, so the same wells are not sampled every event.
Groundwater samples are collected from an inside or outside spigot after a 15-minute purge period and analyzed
for voes. Sampling of 28 residentia l wells occun-ed during this FYR period, from 2013 through the third quarter
of 2017. Of those 28 wells, 14 wells had one o r more voe detection (Table 5). The residential monitoring well
network is shown on Figure G-1 in Append ix G.

T he most common ly detected VOC is PeE. The PeE concentratio ns detected during th is FYR period are
consistent w ith historical concentrations at these locations. Chloroform was detected at two locations in 20 16 and
TeE was detected once in 20 13. All detections have been well below MeLs during th is FYR period (Table 5).

Site Inspection
The site inspection took place on September 19, 20 17. Participants included David Greaves from EPA, Bruce
Kennington and Beth Richter from PRP contractor Ramboll Environ, and Amanda Goyne and Alison Cattani
from EPA FYR support contractor Skeo. The purpose of the inspection was to assess the protectiveness of the
remedy. The inspection checklist and photos are in Appendices E and F, respectively.

During the site visit, pa1ticipants observed the wetland and the landfill cap. The fence surrounding the Site was in
good condition and clear of vegetation. Site inspection participants observed one area along the southern fence
line that needed repair. The damaged area a long the southern fence line has since been repaired as was noted in
the I sr Quarter Progress Report submitted to EPA on January 12, 20 I 8. The land fi II cover was well maintained
and well vegetated and had been recently mowed. Site participants observed the drainage channe ls north and
south of the landfill; the channels were clear of vegetation and in good condition. The wetland continues to thrive,
and pollinator habitat was observed. The housing development located about 1,200 feet north of the landfill
continues to expand. Homes in th is development use the public water supply for drinking water. Agricultural
fields surround the Site on a ll sides. Besides the minor fence repair, the inspection participants did not identify
any further issues.

Skeo representatives visited the site repository located at the Upper Macungie Township Building, 8330 Schantz
Road, Breinigsville, Pennsylvania. Repository employees were unfamiliar with the S ite and could not locate the
site documents; however, a township representative stated later that the repository is up to date.

V. TECHNICAL ASSESSMENT

QUESTION A: Is the remedy functioning as intended by the decision documents?

Question A Summary:
Yes, the OUl and OU2 remedies are functioning as intended by the RODs and ESDs. The contaminated soil and
waste material is contained beneath the landfi ll cap, which prevents direct contact and incidental ingestion and
controls contaminant migration off site. The wetland is compliant with the wetland ARAR. Observations made
during the site inspection showed the landfill cap and wetland were in good condition. Landfill groundwater
monitoring indicates that contaminant concentrations are stable; there is no indication that the landfill is impacting
groundwater. Concentrations are generally consistent with historical concentrations. Three metals - manganese,
mercury and thallium - exceeded MCLs during this FYR period. Thallium was only detected twice during this
FYR period s lightly above the MCL. Mercury concentrations at MW-7S have been generally equal to the MCL
(0.002 mg/L) during this FYR period. However, since 20 rs, concentrations increased slightly at each monitoring
event, with the highest concentration in the FYR period observed in May 2017. Monitoring well MW-7S is
upgradient of the landfi ll; therefore, the e levated metals concentrations are likely not site-related. Additionally,
MW-7S is not located near any residential wells. No contaminants exceeded MCLs in downgradient monitoring
wells MW-11 Sand MW-I ID during this FYR period.

The quarterly mon itoring of residential wells continues to demonstrate that there are currently no detections of
VOCs above MCLs. Historic sampling also indicates that no contam ination has ever been observed in the
residential wel ls above MCLs .. Because inorganic contam inatio n was not observed in downgrad ient residential
wells during the RI, only VOCs are included in the residential well monitoring program, as required by the 1991
OU2 ROD. The landfill monitoring network does not show inorganic contamination at the fu1thest downgradient
well cluster MW-11 , which is just upgradient of the nearest residential well, so there is no indication that
residential wells would be impacted by inorganics migrating from the landfill.

T he institutional controls outl ined in the 2012 ICIAP are in place and effectively prevent disturbance of the
remedy and groundwater use on site. Existing groundwater residential wells are tested qua11erly on a rotating
basis to ensure compliance with MCLs. No site-related contaminants have exceeded MCLs in any residential
monitoring well. All new housing developments in the vicinity of the S ite are connected to public water.

QUESTION B: Are the exposure assumptions, toxicity data, cleanup levels and RAOs used at the time of the
remedy selection still valid?

Question B Summary:
Yes, the exposure assumptions, toxicity data, cleanup leve ls and RAOs used at the time of the remedy selection
are still valid.

The exposure assumptions remain valid as current and futu re anticipated land use is consistent with the remedy.
Development continues to expand north of the Site, but all new residences are connected to public water supply.
There have been no changes to cleanup levels or toxicity data.

The 1988 OU I ROD did not include chemical-specific ARA Rs. However, groundwater monitoring is conducted
to detect changes in groundwater quality that could indicate that contamination is migrating from the landfill.
Groundwater samples are analyzed for VOCs and metals. The 1991 OU2 ROD waived MC Ls and background
cleanup levels for the groundwater aquife r, but required that MCLs be met at the tap for potentially impacted
residential wells. Residential groundwater monitoring is conducted at the tap as part of the OU2 remedy and
results are compared to MCLs. The MCLs provided in the most recent monitoring report from the Third Quarter
20 17 report were compared to current EPA MCLs (Table H-1 in Appendix H). There have been no changes to the
MCLs and the current cleanup levels remain valid.

The RA Os for OU I are still valid and have been met. RAOs include controlling contaminant migration,
preventing direct contact and preventing leaching to groundwater. Based on OU I landfi ll monitoring results, the
groundwater contamination remains stable and most concentrations are below MCLs. The landfill cap and
stormwater management system are in good condition to prevent direct contact and control contaminant
migration.

The RAO for OU2 was to eliminate exposure to contaminated groundwater by installing wellhead treatment units
if contaminants exceeded cleanup levels. Based on residential monitoring results, there have been no exceedances
of cleanup levels and wellhead treatment units have not been needed.

EPA sampled for 1,4-dioxane at the Site in 20 IO and 20 11. Eleven samples were analyzed and 1,4-dioxane was
detected in seven of the samples. All the detections were below the EPA's Regional Screening Level of0.67
µg/L. EPA concluded that 1,4-dioxane was not a concern at the Site.

The U.S. Environmental Agency is review ing the cleanup that was
conducted at the Dorney Road Landfill Superfund Site located in
Upper Macungie Tow nship. EPA inspects sites regularly to ensure
t hat cleanups conducted remai n protective of public health and
the environment. EPA's previous review of t he site in 2013
determined that .the remedy is protective in the long-term.
Findings from the current review being conducted will be
available June 2018.

The remedy includes a graded, cai;rned landfill as well as restored wetland. The landfill cover is well
vegetated and well maintained. The wetland is thriving. Monitoring wells are located off site,
downgradient of the landfill. These wells are monitored gua1ierly. Residential wells in the area are also
monitored on a rotating schedule auarterlv.
B. Adequacy of O&M
Describe issues and observations related to the implementation and scope ofO&M procedures. In
particular, discuss their relationship to the current and long-term protectiveness of the remedy.
O&M activities at the Site are adeguate. No issues were noted.
C. Early Indicators of Potential Remedy Problems
