Dear Sir,

We, the undersigned, offer to provide the consulting services for “Engagement as Support Organization for
Strengthening of WUAs in APIIATP” in accordance with your Request for Proposals (RFP) dated
14.06.2018 and our Proposal. “We are hereby submitting our Proposal, which includes this Technical
Proposal and a Financial Proposal sealed in a separate envelope”
We hereby declare that:

(a) All the information and statements made in this Proposal are true and we accept that any
misinterpretation or misrepresentation contained in this Proposal may lead to our disqualification by the
Client and/or may be sanctioned by the Bank.

(b) Our Proposal shall be valid and remain binding upon us for the period of time specified in the
Data Sheet, ITC 12.1.

(c) We have no conflict of interest in accordance with ITC 3.

(d) We meet the eligibility requirements as stated in ITC 6, and we confirm our understanding of
our obligation to abide by the Bank’s policy in regard to Fraud and Corruption as per ITC 5.
(e) We, along with any of our sub-consultants, subcontractors, suppliers, or service providers for
any part of the contract, are not subject to, and not controlled by any entity or individual that is subject to, a
temporary suspension or a debarment imposed by the World Bank Group or a debarment imposed by the
World Bank Group in accordance with the Agreement for Mutual Enforcement of Debarment Decisions
between the World Bank and other development
banks. Further, we are not ineligible under the Client’s country laws or official regulations or pursuant to a
decision of the United Nations Security Council; Section 3. Technical Proposal – Standard Forms 39
(f) In competing for (and, if the award is made to us, in executing) the Contract, we undertake to
observe the laws against fraud and corruption, including bribery, in force in the country of the Client.
(g) Except as stated in the Data Sheet, ITC 12.7, we undertake to negotiate a Contract on the
basis of the proposed Key Experts. We accept that the substitution of Key Experts for reasons other than
those stated in ITC 12 and ITC 28.4 may lead to the termination of Contract negotiations.

(h) Our Proposal is binding upon us and subject to any modifications resulting from the Contract
negotiations. We undertake, if our Proposal is accepted and the Contract is signed, to initiate the Services
related to the assignment no later than the date indicated in ITC 34.2 of the Data Sheet.

We understand that the Client is not bound to accept any Proposal that the Client
receives.

A. Description of Approach, Methodology and Work Plan for Performing the Assignment.

i. Objectives of the assignment:

 To provide services to department in planning, implementing and monitoring of project


activities at the WUA and Cascade levels.
 To provide support to WUA in activities across cascade based tanks directly with the
involvement of para-workers (mainly for Community Mobilization, Works and sector specific
activities, including Agribusiness, environmental, social (including sexual exploitation and
abuse (SEA) and gender based violence (GBV)), health and safety).
 To empower the WUA to take up the operation and maintenance of the rehabilitated tank
system with the support of trained para-workers.

ii. Technical approach

Apart from community mobilization, planning and monitoring of project activities; our organization (SO)
will be responsible for organizing all the training and capacity building activities at the
Cascade/WUA/CBO level. The training programmes will be organized for the WUAs allotted to our
organization. Facilitating the activities related to agriculture, horticulture, fisheries etc., duly involving
the experts from concerned department and specialized organizations.

The organization will provide inputs related 4 components of the project, as follows
A: Improving Irrigated Agriculture Efficiency at Farm level
B: Promoting Adaptive Sustainable Agriculture Practices
C: Post-harvest Management, Market and Agribusiness Promotion
D. Capacity Building

As our organization is work many social issues including gender, equity in rural area, We will focus
social (including sexual exploitation and abuse (SEA) and gender based violence (GBV)), health and
safety as mentioned in ToR.
iii. Methodology

The orgainsation will initiate the work by imparting orientation to the staff on various activities of 4
components of APIIATP. Initially by discussing with District Project Management Unit (DPMU) and
visiting the filed the inception report will be submitted along with the draft annual plan. During course of
time the integrate cascade plan will be developed duly visiting each tank and assessing their
catchment area, inflow, influence of tanks along the cascade.

Our organization, as SO, will adopt all the means and methods as specified in the Project
Implementation Plan (PIP) and the terms of Reference given to us. As detailed in the Scope of work in
B2 of the ToR, the list of activities is given in the following table No-1 for which the process expected to
be adopted by the SO is also given, followed by the expected outputs or deliverables resulting out of
the SO activities. This is not the exhaustive list and it is understood that as per the Project
Requirements, there could be few more deliverables specified by PMU.
