Draft Minutes of the 3nd Meeting of the committee to encourage the utilization of

Fly ash in Construction of Hydro power projects held on 12.09.2018.

The list of participants of the meeting is attached at Annex-1:

1. Chairman & CE (HERM) welcomed the members of the committee and other
participants and expressed that the main objective of the committee is to encourage
and facilitate the use of fly ash in construction of hydro power projects mainly the
dams. He expressed that data should be collected about the generating thermal
power plants which are producing good quality fly ash and the under construction
hydro power plants which are nearer to these thermal plants so that the
transportation cost is minimum and there should be minimum burden on the
consumers.

2. Representative from CWC said that the quality of the coal varies from plant to
plant. There are 2 existing standards for using fly ash. One is BIS 3812 part 1
which covers the physical and chemical requirement of pulverized flyash for use as
pozzolana for manufacturing of cement and second is BIS 3812 Part-2 which
covers the physical and chemical requirements of pulverized fly ash for use as
admixture in cement mortar and concrete. Flyash confirming these should only be
used for construction of hydro Fly ash should be rejected if all the parameters are
not meet.

3. Representative from TCD division, CEA said that Indian coal is almost have
properties. Only the fineness varies from plant to plant.

4. Representative from NTPC told that at one day flyash produced from a power
plant may meet the criteria while on other day it may not meet. It depends on the
source of coal also. In European countries quality of coal is good so 60-70 % fly
ash is used in making cement.

5. Representative from MoEF said that RDF (Refuse-derived fuel) produced from
solid waste, industrial waste and commercial waste up to 30 % is used in making
cement.
6. Representative from NHPC expressed that some products/ingredient can be mixed
in coal before grinding and burning so that quality of fly ash can be improved.

7. Representative from NCCBM (National Council for Cement and Building


Materials) apprised that there are 2 type of flyash produced in power plants
i) Class F Fly ash – The burning of harder, older anthracite and bituminous
coal typically produces Class F fly ash. It contains less than 10 % lime
(CaO). In India fly ash produced from all the coal is mainly class F Fly ash.
The quality of fly ash depends on two things first is grinding of coal 2nd is
method of collection of fly ash from ESPs (Electro static precipitators).
ii) Class C Fly ash- fly ash produced from the burning of younger lignite or
sub-bituminous coal. It contains more than 10 % lime (CaO).

In total ash produced20 % quantity is bottom ash. 20 % quantity flyash is


collected in ESP field 1 & field 2. Remaining 60 % is collected in field 3,4,5 & 6.

Fly ash collected after field 2 onwards is of good quality it has cementitious
properties and can be used in manufacturing cement and construction of RCC
Dams and mass concreting because most of the time it meet the criteria of IS 3812
specifications.

In hydro power projects aggregates are reactive so there is a problem of alkylation


so if we use fly ash above 25 % it solves the problem. In mass concrete fly ash can
be used as in Ghatghar 60-65% fly ash is used in RCC.

Bottom ash and fly ash collected before field 2 can be used in filling of low level
areas, makings bricks and also can be used by cement industries by fine grinding
of that fly ash along with clinkers. Bottom ash can be used as a fine aggregate.
NTPC NETRA has given project to NCCBM to formulate standard and
specification for the bottom ash to be used as fine aggregate. Field 1 and field 2 fly
ash may also be used after mechanical activation for construction of hydro power
projects.

He emphasized the need to collect the data of thermal power plants which are
collecting the fly ash separately as field 1&2 fly ash and onward fields 3,4,5 and 6
and thermal plants which dispose fly ash in mixed form.

8. Representative from NTPC assured that plant wise data of NTPC plant in which
fly ash collection is done separately and plants which dispose fly ash after mixing
without using any separator will be presented in the next meeting. At present 15 %
of fly ash generated from NTPC TPPs is given to cement industry.
Chairman of the committee expressed the need of percentwise data of Bottom ash,
field 1& 2 fly ash and field 2 onward fly ash.

The meeting ended with the vote of thanks to chair.
