TERMS OF REFERENCE (ToRs)

FOR
PRIVATE SECURITY GUARD COMPANIES

1. The Security Service Provider shall be fully responsible for all services performed by
its security guards, and shall for this purpose employ qualified, competent and well-
trained security guards to perform the services under the Contract.

2. The Security Service Provider shall ensure that Security Guards display the highest
standards of moral and ethical conduct. PPHI may, at any time, request in writing the
withdrawal or replacement of any employee(s) of the Service Provider assigned to
perform the services under this Contract at the cost of Security Service Provider.

3. PPHI shall not be liable for any action, omission, negligence or misconduct of the
Security Service Provider's employees, agents, servants, or subcontractors nor for
any insurance coverage which may be necessary or desirable for the purpose of this
Contract, nor for any costs, expenses or claims associated with any illness, injury,
death or disability of the Security Service Provider's employees, agents, servants, or
subcontractors performing work or services in connection with this Contract.

4. The security service provider must be cleared / approved by the relevant security
agencies (SECP) under Federal/Provincial Governments. It also will submit a legal
authorization letter along with an affidavit of Rs.100/- stating its employees on roll
with NEVER BLACKLISTED by Federal/Provincial Governments declaration.

5. The security guards it employs should have the training that enables them to become
security guards and should produce its certificates.

6. The Company must be able to supply guards in all Rural Districts of Sindh.

7. The guards should have the issuance of proper guard uniforms, at least two
uniforms/year. Uniforms damaged should be replaced as requested.
8. The company/firm should have at least five years' work experience with reputable
organizations especially with Federal/Provincial Governments.

9. The Company/firm should be able to provide 24/7 guard service to PPHI premises
and property.

10. The firm/company should produce a detailed description of licenses/NOC of guarding


equipment/weapons i.e. guns, wireless phones, etc., it possesses and intends to
deploy to its staff members.
11. The company should nominate their one official as Supervisor and liaison officers
between the company and PPHI management in the Field Offices in Sindh.

12. The company/firm must have a proven track record in the security sector and provide
references from older employers.

13. The company/firm must be properly registered in accordance with SECP laws and
legislation.

14. Bidders must indicate in their pricing bids whether they have priced for 2 x 12 hour
shifts per 24hour period.

15. Bidders must ensure that they adhere to the Labour Laws and Practices of the
Federal/Provincial Governments when formulating their shift structure and
determining the hours each person is to work per 24 hour period.

16. The security service shall include control of entries and exits, body search and ID
card check/verification of the incoming people and overall security of the building with
its entire premises.
