COMMUNITY DEVELOPMENT / COMMUNITY EXTENTION SERVICES

The Medium-Term Development Plan for Higher Education, 2005-2010

(MTDPHE, 2005-2010)

• Articulates how the higher education system could contribute to the attainment of
the national development
• Outlines the government’s development goals to reduce the incidence of poverty
and spread the fruits of economic prosperity

Three main functions:

• Human Resources Development
• Research
• Extension services

Primary goal:
To improve access to and success in higher education
• Through improved quality of higher education institutions
• Rationalized governance and financing of higher education
• Stronger research and community extension services

Goals, Strategies, Action Plans

For the next six years, efforts will be directed to the following priority strategies:

1. Broadening the access of economically and socially disadvantaged groups to higher

education and rechanneling some public resources directly to students to promote
greater purchasing power and freedom of choice of educational opportunities;

2. Expanding alternative learning systems/modalities of higher learning;

3. Improving the quality of HEIs, programs and graduates to match the demands of
domestic and global markets;

4. Strengthening research and community extension activities in HEIs; and

5. Rationalizing governance and financing

MTDPHE Development Thrusts

The policies and strategies and the implementation of corresponding programs outlined
in this Plan shall be governed by the following development thrusts:

• Quality and Excellence: Towards Global Competitiveness in Higher Education

• Access and Equity: Building a Just Society

• Efficiency and Effectiveness: Achieving Optimum Results from Investment in

Higher Education

• Relevance and Responsiveness: Responding to the Diverse Needs of a Dynamic

Society
- In addition to instruction, the research and extension service functions of HEIs
also respond to the needs of their immediate communities, the region, the
national economy and the international market. Thus, higher education
programs become relevant if instruction adapts to changes in the various
professions and responds to the requirements of domestic and global markets
and a knowledge-based economy. They are also relevant if research activities in
HEIs generate new knowledge, technologies and best practices that create new
wealth and enterprises for the country’s socio-economic development. Lastly,
activities in HEIs are relevant if extension services respond to the community
development needs and help realize aspirations of these communities to be
self-reliant.

Extension Services

One of the avenues for enhancing relevance of higher education is through

participation in addressing the needs of the communities where the HEIs are located.
Since SUCs are not present in every community, LCUs serve as alternatives since they
are created based on the needs of the communities. Aside from manpower training, HEIs
can extend various services to uplift the social environment in the community. The
research activities of the HEIs can address the employment and economic needs of the
community. Industries and products can be improved and expanded to enhance their
competitive edge through application of research outputs of HEIs. In addition, based on
the outputs of various research activities, HEIs can serve as advocates for certain issues.
To underscore the importance of extension service as one of the main functions of HEIs,
there is a need to establish a system of recognition, rewards and incentives for best
practices
