 Ongoing/ planned initiatives / achievements (report coverage improvement for the past 5 years, using the
categories for SDG 6 report (see attachment))

• The Timor-Leste Strategic Development Plan (SDP) 2011-2030 and the global
development agenda of Sustainable Development Goals (SDG), goal 6, state that the
Government has to provide drinking water supply and sanitation services to all
population, both in urban and rural areas by 2030.

• According to the Timor-Leste’s National of Population & Housing Census 2015, about
81% of the urban population has access to sanitation infrastructure, mostly in Dili, the
capital of Timor-Leste and some urban areas such as Baucau, Viqueque, Lospalos and
Same municipalities.

• In rural areas, about 62% of population still does not has access to the basic sanitation
(Timor-Leste National Census, 2015).
• +38% of population in rural areas has access to sanitation.

Sanitation Coverage

• In 2015, the Sanitation in Timor-Leste

has improved to 49%.
• 32% Open Defecation Free

Basic Sanitation Policy

Gov. Resolution No. 8/2012, 14 March

Mission and Vision:

Population of Timor-Leste have access to Sanitation and hygienic environment

Objective:
To reduce death and disease and bring about social, economic, education and environmental gains for all through the safe
elimaniation or harmful waste from the environment and the practice of helath behaviour.

Outcomes:
The Policy objectives requere the achivement of the following outcomes:

a. An open defecation free environment

b. All people practice hygiene behaviours, particularly the use of a hygienic toilet, hand washing with soap, and ensure
the safe disposal of child and infant excreta
c. All people and institutions practice safe management and disposal of solid waste
d. All people and institutions practice safe management and disposal or liquid waste

Policy Dialogue Session on Sustainable Sanitation in Asia

The program of the VIII Constitutional Government, in point 3.3 on Water and Basic
Sanitation, page 51, states:
"To approve and implement the Investment Plan, Policies and Institutional Reform
2018-2030, in order to comply with the goals defined in the Strategic Development Plan
2011-2030 and Sustainable Development Objective 6 (ODS 6)”.

This plan will identify the necessary investments for sanitation throughout the country,
as well as the necessary legislation for the sector, including the creation of a public
entity, in the sphere of indirect state administration, such as a Public Institute or a
Public Company.
Institutional arrangements at the national/ subnational level for sanitation
 Investment Plan
The total amount of the Investment Plan for water supply and sanitation services is $1.3
billion (CAPEX and OPEX) for the period of 2018-2030.
 Social Economic Benefits of the Investment
Beneficiary Socioeconomic Benefits

Saving health care costs by reducing the number of treatments required for diseases caused by poor water
quality (e.g. diarrhea).
Improved medical care provided because health facilities will have access to water and sanitation services.
Health
Healthy Men, Women and Children do not miss work and school, and are therefore more productive.

Reduced school absenteeism because there is a supply of drinking water and sanitation in schools (with
Education particular impact on girls).
More time is available for children to learn because they do not have to walk long distances to fetch water.

Increased available income of households due to the consumption of drinking water from the public water
supply system over expensive water sources (auto-tank trucks, bottled water, etc.).
Families

Increased consumption of drinking water, reducing malnutrition and improving good hygiene practices in
families.
Tourism Increase in the number of tourists due to improved infrastructure for water supply and sanitation, quality of
service provided and the environment.

Environment Contribution to the improvement of the environment and the goals of the zero plastic policy, through the
provision of piped drinking water and consequent reduction of the quantity of plastic bottles used.

Development Development of construction companies and creation of new small and medium enterprises for the supply of
of the Private goods and services, namely for the operation and maintenance of infrastructures.
Sector
 Challenges / issues to address for scaling sanitation to 80% by 2030, to achieve in SDG Target 6.2 (see attachment)

Challenges
• Lack of institutional capacity which impact to the performance of the sector.
• Limited administrative and financial autonomy,
• Lack of human resources (shortage of staff and technical and managerial skills)
• Lack of incentives for quality service delivery, resulting in low capacity to implement
projects and poor infrastructure operation and maintenance.
• Insufficient of the legal framework for the regulation of the sector, regarding with the
provision of water supply and sanitation services.
