Terms of Reference

Financial Manager
Background:
Ibtikar Khana seeks neither to operate as an incubator, nor as a training center.
It is not build to offer courses that merely build the capacities of start-ups and
entrepreneurs. Instead, it aims to serve as a comprehensive platform that
fosters, promotes, and encourages a culture of innovation and creativity in Egypt
and prepares individuals at all levels to critically assess their ventures at their
core, and effectively manage them to maximize impact and ensure sustainability.
Amongst other thing, it focuses on ensuring that all social innovators pass
through a necessary period of apprenticeship during which they will question the
assumptions upon which their ventures are built.
Ibtikar Khana is seeking a Financial Manager who will be responsible for all of
Ibtikar Khana’s financial issues including managing funds, processing payments
and salaries, overseeing procurement and other expenses, and ensuring that all
procedures for financial transactions follow those established by the donors and
the local laws. S/he is responsible, in addition, for the financial reports submitted
both to the donor, and the end-of-year audit report submitted to the
government. S/he will collaborate directly with the Treasurer and the Managing
Director to strategize on long-term financial sustainability for Ibtikar Khana’s
expansion plans.
The project’s duration is 36 months starting from November 2018 and the
premises is located in Maadi.
Position Title: Financial Manager
Reports to: Ibtikar Khana’s Managing Director/ Project Director.
Office Hour: 9 am to 5 pm, unless assigned to stay later to fulfill work
requirements.
Working Days: Sunday through Thursday, with Friday and Saturday off, unless
assigned to attend on weekends to fulfill work requirements.
Tasks and Responsibilities:
 Create and maintain Ibtikar Khana’s annual budget and the final accounts.
 Prepare the monthly, quarterly, annual financial reports to the donors, and
relevant government departments, and submit them to the Project
Director for approval.
 Ensure that all financial control policies and procedures are followed
strictly and that the financial systems (taxes, social insurance,
procurement, etc.) and reporting comply with Ibtikar Khana requirements
and government regulations.
 Ensure the accurate and timely processing of daily transactions.
 Review and approve all expenditures, subcontractors ‘and supporting
documents for all payments.
 Manage all funds transferred to bank accounts from donors.
 Supervise and manage the performance of the finance department.
 Review and follow-up any financial recommendations from external
auditors donor reports and/ or government requirements.
 Manage the relationship with the bank and perform all tasks to this
relationship management such as receiving bank statements and
documenting them, receiving all the banking notifications and managing all
the account’s requests.
 Record all the expenses and revise all bank accounts and receipts in hard
and soft copies.
 Document all the correspondences between the finance department and
the rest of the departments in Ibtikar Khana.
 Conduct a quarterly internal auditing.
 Maintain good control on monthly cash flow.
 Oversee staff payroll and perform all the needed tasks related to them.
 Issue cheque for Ibtikar Khana’s different activities, the employees’ salaries
and insurance.
 Send a monthly report with cash and expenditures per donor each month
to the Managing Director.
 Perform any additional tasks as requested by the Managing Director.

Skills and Requirements:


I. Education
 B.A. in a relevant field, preferably Accounting, Business, Management, or
Economics.
II. Experience
 8 years of experience in financial management, including experience
managing multi-donor accounts.
 Excellent writing and analytical skills
 Proficiency in Microsoft Office, especially Outlook and Excel.
 Candidates who worked with NGOs and in the social development field
are preferred.
III. Language
 Fluency in written and spoken English
 Proficiency in written and spoken Arabic.
IV. Personal Traits
 Must be creative within his/her scope of work and very resourceful in
problem solving.
 Must have strong initiative, independence, creativity, and sound judgment.
 Must be a deeply trustworthy person.
 Must be detail-oriented and able to manage multiple high-priority tasks at
once.
 Must be a team player with a high level of commitment
 Must maintain cooperative working relationships and interact with others
in a helpful and friendly manner.
