Sub : Appointment to the post of Chairman, Rail Development Authority


(RDA)

Qualifications : The Chairman of RDA shall be a person having proven ability


and integrity and should have special knowledge and professional experience of
not less than 25 years in either Rail Industry or Finance or Accountancy or Law
or Regulatory Affairs.

Candidates who are/have been in Government service should have held a post
of Secretary to Government of India or equivalent post in the Central
Government/State Government with relevant experience. Application of serving
Government servants should be forwarded through proper channel alongwith
Vigilance and D&AR clearance.

The candidates should be below sixty two (62) years of age on the closing date of
vacancy notice.

Terms of Appointment : The tenure of the post is for a period of 5 years. The
Chairman of RDA shall be entitled to a pay package of Rs.4,50,000/- (Rupees
Four Lakh Fifty Thousand only) per month and will not be entitled to
government accommodation or transport. An employee of the Government on
his/her selection as Chairman, RDA shall have to retire from service before
joining as Member, RDA.

Chairman shall be entitled to 30 days leave for every year of service and 50%
earned leave can be encashed at any time.

Shall be entitled for travelling allowance, daily allowance, transportation of


personal effects at par with the Secretary to the Government of India.

For visits abroad, entitlement will be at par with the Secretary to the Government
of India

Eligibility for LTC will be at par with the Secretary to the Government of India.

Entitlement of Medical facilities shall be at par with retired Government Servant


in CGHS. If CGHS is not available, then Central Service Medical Attendance Rule
1944 will be applicable.

Provident Fund contribution will be governed by the provisions of Contributory


Provident Fund Rules (India) 1962.
Chairman would not be eligible for re-employment under the Central
Government or any body/authority substantially funded by the Central
Government unless there is a gap of one year after demitting office. Similarly,
Chairman would not be eligible to take up private employment in the
organizations/conglomerates/ associates that fell within the operational
jurisdiction of RDA. Further, the Chairman will sever all connections from the
regulated entities and will also declare particulars of employment and
shareholding in regulated entity of the immediate family members ie. spouse,
dependent children or parents.

Member(Efficiency, Standards & Benchmarking) Rail Development
Authority (RDA)

Qualifications :
1. The Member (Tariff) of RDA shall be a person having proven ability and
integrity and should have special knowledge and professional experience of not
less than 25 years in either Rail Industry or Finance or Accountancy or Law or
Regulatory Affairs.

Candidates who are/have been in Government service should have held a post
of Secretary/Additional Secretary to Government of India or equivalent post in
the Central Government/State Government with relevant experience preferably
in freight and passenger tariff setting/rating/costing in the rail sector.
Application of serving Government servants should be forwarded through
proper channel alongwith Vigilance and D&AR clearance.

2. Member (PPP) of RDA shall be a person having proven ability and


integrity and should have special knowledge and professional experience of not
less than 25 years in either Rail Industry or Finance or Accountancy or Law or
Regulatory Affairs.

Candidates who are/have been in Government service should have held a post
of Secretary/Additional Secretary to Government of India or equivalent post in
the Central Government/State Government with relevant experience preferably
in handling Public Private Partnership issues. Application of serving
Government servants should be forwarded through proper channel alongwith
Vigilance and D&AR clearance.

3. Member (Efficiency, Standards & Benchmarking) of RDA shall be a


person having proven ability and integrity and should have special knowledge
and professional experience of not less than 25 years in either Rail Industry or
Finance or Accountancy or Law or Regulatory Affairs.
