During the year 1999, BHP Pty Ltd commenced a project aimed at dramatically improving its
Working Capital performance. A large part of that project concerned the goal of significantly
reducing BHP’s supply chain inventories.

This paper describes the technical and social approach used, the results obtained and the
key learnings derived from the pursuit of this inventory improvement goal within the BHP
Steel group of BHP, under the umbrella of the ‘Supply Chain Velocity’ Project.

Through the application of lean principles, BHP Steel has begun the process of radically
changing the way that inventory is viewed and managed within its supply chains. Early
results show inventory ‘work-in-process’ inventory reductions in excess of 50% with
sustained and indeed improved customer delivery performance.

This has been achieved with minimal capital expenditure and limited IT systems solutions.

As discussed, the main obstacles to this approach are to do with the ‘social’ issues related to
change management. The paper concludes with a discussion on an approach that recognizes
these ‘social’ issues and provides clues on how best to manage them.
