Cumpliendo las normas que rigen el grado y título de la Universidad

Nacional de Trujillo – Escuela de Postgrado, pongo a su criterio la tesis Doctoral

titulada “La deforestación y el cambio climático en la provincia de San Martín

periodo: 1973 al 2014”, la que estoy presentando con la finalidad de optar el

Grado Académico de Doctor en Ciencias Ambientales.

 R ESUMEN

La presente Tesis, trata sobre las concepciones y criterios que las

Autoridades del Gobierno Local vienen manejando en el desarrollo

sostenible de la Ciudad de Tarapoto en los periodos del 2011 - 2016.

El trabajo de campo se realizó en sectores y poblaciones que involucran

las ciudades de Tarapoto, Morales y la Banda de Shilcayo, Provincia y

Región de San Martín, República del Perú. De la muestra aplicada con el

estadístico de desviación estándar, se ha encuestado a diez personas por

cada sector y población; entre dirigentes comunales, autoridades locales y

pobladores:

La presente trabajo es una investigación cuantitativa, con diseño

transversal – causal, con nivel de medida de variables de intervalo o razón,

el estadístico utilizado para realizar la prueba de hipótesis es la

Correlación de Pearson; sin embargo, como no evalúa la causalidad de las

variables, se ha utilizado a su vez el modelo estadístico de Regresión

Lineal, para estimar el efecto de la variable independiente (causa) a la

variable dependiente (efecto). En ambos estadísticos y en la hipótesis

específica, el valor de P es menor de 0.05, por lo que el coeficiente es

significativo. Siendo P menor de 0.05, se confirman la hipótesis de

estudio, por cuanto hay significancia, demostrándonos al mismo tiempo

que hay dependencia entre la variable independiente y dependiente, es

decir se concretiza la relación Causa – Efecto.

Conforme a lo expuesto, se ha llegado a la siguiente conclusión general:

Las concepciones y criterios que se vienen manejando por parte de las

autoridades del Gobierno Local no están siendo aplicadas correctamente,

para lograr el desarrollo sostenible de la Ciudad de Tarapoto. Enmarcados

en los 5 atributos principales que se enfocan en la presente tesis. Como

son: CIUDAD SEGURA, ORDENADA, SALUDABLE,

GOBERNABLE, ATRACTIVA FISICA Y CULTURALMENTE.

Atributos que relacionados entre si conllevarían a la Ciudad de Tarapoto a

convertirse en una Ciudad competitiva, propio de este sistema actual

globalizado.

En el Anexo 04: Indicadores y ratios de sostenibilidad propuestos en el

presente trabajo de investigación, se presentan un conjunto de ratios de

sostenibilidad para cada atributo, basados en indicadores, bajo el enfoque

de la seguridad, ordenamiento, salubridad, gobernabilidad y atractivos

físicos y culturales de una Ciudad, a fin de que las Autoridades del

Gobierno local puedan basar su gestión aplicando responsablemente los

manejos de conceptos y criterios en el desarrollo sostenible de la ciudad de

Tarapoto.

 A BSTRACT

This thesis deals with the concepts and criteria which the authorities of the Local

Government are handling in the sustainable development of the city of Tarapoto

during the 2011-2016.

The field work was carried out in sectors and populations involving the cities of

Tarapoto, Morales and the Banda de Shilcayo, province and Region of San

Martin, Republic of Peru. Applied sample and standard deviation statistics, has

surveyed ten people by each sector and population; among community leaders,

local authorities and residents:

The present work is a quantitative research, with cross design - causal, level of

measurement of variables of interval or reason, the statistic used to test the

hypothesis is the Correlation of Pearson; However, as it does not assess the

causality of the variables, the statistical model of Linear regression, has been used

at the same time to estimate the effect of the independent variable (cause) the

dependent variable (effect). Both statisticians and the specific hypothesis, the

value of P is less than 0.05, so the coefficient is significant. Being less than 0.05

P, confirmed the hypothesis of the study, inasmuch as there is significance,

showing at the same time that there is a dependency between the independent and

dependent variable i.e. concretizes itself the cause - effect relationship.

Subject to the foregoing, has come to the following general conclusions:

The concepts and criteria which are handling by the authorities of the Local

Government are not being applied correctly to achieve the sustainable

development of the city of Tarapoto. Framed in the 5 major attributes that focus

on this thesis. Such as: SAFE, ORDERLY, HEALTHY, MANAGEABLE CITY,

ATTRACTIVE PHYSICAL and CULTURALLY. Attributes related to eachother

they would involve the city of Tarapoto to become a competitive city, typical of

this current globalized system.

In Annex 04: indicators and ratios of sustainability proposed in the present

research, presented a set of ratios of sustainability for each attribute, based on

indicators, under the approach of security, order, health, governance and cultural

of a city, and physical attractions to local government authorities can base its

management by responsibly applying the management concepts and criteria on

sustainable development of the city of Tarapoto.
