Ssematimba in court to regain his MP seat

constituency legislator who was last
week kicked out of Parliament by the
High Court over academic papers has run
to court of Appeal to challenge the
decision.
Justice Lydia Mugambe of the High
Court last Friday nullified the ruling
National Resistance Movement (NRM)’s
Ssematimba’s victory on grounds that he
did not have the requisite academic
papers to stand as MP.
In his notice of appeal that he lodged
before the Nakasero-based court on
Tuesday, Mr Ssematimba claims that he
is dissatisfied with Justice Mugambe’s
verdict.
His victory had been challenged by
Democratic Party’s Stephen Ssekigozi,
one of the losers of the February 18
parliamentary polls.
The implication of this notice of appeal is
that Mr Ssematimba can continue
representing the people of Busiro South
constituency until that time when the
Court of Appeal makes its verdict on
whether High Justice Mugambe was right
or wrong in throwing him out of
Parliament.

public school in Wakiso district was
at one time, one of the revered
primary schools in central Uganda in
the early 1990s.
Then, over half of about 100 of its
Primary Seven candidates would
always pass in Division One. Not
anymore.
Last year,
only 25 (20.8%) out of 120 pupils who
sat for the Primary Leaving
Examination at the school passed in
Division One.
The number of pupils passing in
Division One at the school started
declining in 2000, due to the effects of
the school’s high population.
In 2003, after a complete cohort of
children that joined free education in
1997 completed Primary seven, only 15
pupils passed in Division One.
The sudden increase in the demand for
public primary education created a
series of challenges for the
government, related mainly to
financing the reform, improving the
quality of primary education, ensuring
equitable access to primary education,
and planning beyond primary school.

IMF extends Uganda’s economic programme
by another one year

request of having its economic
policy programme extended by
another one year under the
current Policy Support
Instrument (PSI) arrangement.
This is intended to facilitate
policy continuity and allow
sufficient time for ongoing
structural reforms in the country.
Uganda’s economic policy
programme includes:
Amendment of the Public
Financial Management Act,
addressing accumulation of
arrears, amendment of Bank of
Uganda Act, and improving
productivity in key sectors of
the economy such as
agriculture, manufacturing and
tourism, among others.
The IMF concluded
consultation with Uganda in
June 2013, and completed the
final review of the country’s
performance under an economic
programme supported by PSI
arrangement and approved a
three-year PSI, which is
supposed to end this financial
year 2015/16.
However, in April this year,
government requested for the
extension of the programme to
give more time for policy
adjustments aimed at ushering
in more reforms in the economy.

who has discovered his niche in agriculture, to which he is so

Jinja hospital medics
ask patients for kits

Health workers at Jinja Regional
Referral Hospital have asked
patients to buy their own medical
supplies and sundries before
being attended to.
The new guideline, which has
reportedly been sanctioned by the
hospital administration, has been
on for one month.
Health workers who talked to
Daily Monitor on condition of
anonymity said the medical
facility ran out of gloves, plasters
and needles, among other
supplies in April.
Four medical workers attached to
the hospital have since December
been arrested for allegedly
extorting money from patients
under the guise of selling them
such sundries.

Masaka High Court to testify

possessing forged academic
papers, walked out, claiming
that their superiors in
Kampala had instructed
them leave court .
Court presided over by
Judge Margaret Tibulya
heard on Wednesday that
Ms Vivian Ayalo, Ms
Jackline Anago and another
officials whose name was
not availed were present in
court, but later informed Mr
Asuman Basalirwa, the
petitioner’s lawyer, that they
were unable to testify in the
matter.
”My Lord, there is evidence
that witness summons were
issued to URSB officials who
have appeared in court this
morning, but after the 15
minutes adjournment, the
three witnesses have
informed me that they have
received a phone call from
their boss stopping them
from testifying in the matter,”
Mr Basalirwa said.
Ms Namujju, who stood on
the ruling NRM ticket in the
February polls was sued by

Sserwanga,a concerned
citizen, for allegedly

Mr Basalirwa, who expressed
shock by the witnesses’ action,
asked court to issue fresh
summons to URSB officials,
which court granted.
The trio, together with URSB
registrar general, Mr Bemanya
Twebaza were ordered to appear
before court today.
During her previous appearance
Ms Ayalo, an official from URSB
told court that they got a
complaint to investigate a Deed
Poll in the name of Cissy
Namujju which was found to be
non-existent.
She said instrument number 7649
that appeared on Ms Namujju’s
alleged deed poll belongs to a
private firm, Green Life Enviro
Consult Uganda Ltd, according
to records in the bureau’s
register; which indicates that
her deed poll is forged and
false.
Justice Tibulya said the trio
would give evidence on the
issue whether Ms Namujju made
a deed poll to grant her the right
to have different names on
different documents.

She said the registrar general
would be tasked to explain to
court why he decided to stop
the witnesses from giving
evidence.
The petitioner told court that
Ms Namujju failed her Senior
Four examinations which
means she joined Advanced
Level illegally.
According to Mr Sserwanga,
Ms Namujju’s Ordinary Level
certificate does not reflect
results that could enable her
sit for Advanced Level exams.
In his affidavit, Mr Sserwanga
told court that Ms Namujju
passed only five subjects yet
for a candidate to get Ordinary
level certificate, they must
pass six subjects.
Rev Fr Francis Namuna, a
priest at Kyazanga Catholic
Church has also presented a
booklet containing Ms
Namujju’s baptism
information.
According to Fr Namuna, Ms
Namujju’s baptism card is in
the name of Dionizia Busaba
who was baptized in 1977,not
Cissy Namujju.
