Schedule of allocation of work to various Wings/Sections of NVS HQrs.

A Establishment - I Section (Recruitment)

1. Creation & sanction of all posts of Teaching & Non-Teaching cadre including
Principal & Vice Principal and maintain of vacancy status of all relevant posts.
2. All matters relating to all types of Recruitment, Promotions, conduct of
Examinations and allied matter relating to above posts.
3. Compassionate appointments (Vidyalaya Cadre).
4. Seniority lists of all Vidyalaya cadre posts including Principal and Vice-Principal.

5. To maintain of prescribed rosters for all categories for above posts under Direct
recruitmentiLDE & promotion quota.
6. Disposed of all complaints received by the Samiti on the above subject matters
from staff and outside Authorities.
7. Grant of ACP/MACP/Sr. Scale etc. to eligible employees in rio above
posts/cadres.
8. Redressal of grievances relating to above subject matter.
9. All RTI matters relating to above subject matter/posts.
10. All court cases relating to above subject matters.

various training agencies from time to time.
4. Prepare Budget proposal for training courses conducted at NVS Hqrs. Level.
5. To monitor and pursue with various training agencies/institutes for organizing
training programmes for JNV staff from time to time.
6. To monitor implementation of training programmes as per calendar by NUs and
ROs.
7. Settle all advances and payments regarding training courses.
8. Updation of status of training programmes conducted by ROsINUs.
9. To examine the feedback received from various training agencies/institutions and
NUs with regard to conduct of training programmes for future course of action.
10. To select and recommend posting of staff in NUs and state level training centres .

K Examination Section.

1. All matters related to conduct of JNVST for class-VI including following activities:
To prepare Time Activity schedule.
To prepare Prospectus cum application from.
To prepare manual of instructions and orientation programmes for
Principals and district level Officer engaged with JNVST.
To prepare publicity material for wised publicity through print media, All
India Radio, Ooordarshan etc.
Allotment of category to the JNVs under Category 'A' (Maximum intake of
80 students) Category 'B' (Maximum intake of 40 students) & Category 'C'
(No JNVST).
To collect hard copies as well as soft copy of Select Lists from CBSE and
put on Samiti Website.
Liaison with Regional Offices/JNVs/CBSE/Oistrict Magistrate/State
Govt.lother functionaries involved in JNVST from timely and smooth
conduct of.
2. All matters related to conduct of Lateral Entry Exam for class-IX as above.
3. All matter related to Lateral Entry Admission to class-XI as above.
4. To collect various statistics of classes-VI, IX & XI from Regional Offices/JNVs &
prepare data accordingly.
5. To collect statistics related to No. of students Registered/appeared/Selected from
eBSE and prepared data accordingly.
6. To prepare Budget Provision for release of fee to CBSE for conduct of JNVST for
class-VI & IX.
7. To deal with RTI matters, Court cases, Parliament Questions, various Ministry
References etc. relating to JNVST.

l Art-in-Education Cell

1. All matters relating to Art-in-education programmes.


2. Programme of Spic Macay.

M Finance Section

1. Formulation of Five Year Plan and annual Plan proposals in respect of Navodaya
Vidyalaya Scheme.·
2. Formulation of Outcome Budget & Performance Budget proposals in respect of
Navodaya Vidyalaya Scheme.
3. Preparation of Budget Estimate, Revised Estimates and Final Grant proposals in
respect of Navodaya Vidyalaya scheme.

4. To make correspondence to the Ministry of HRD on the proposals seeking


approval on Budget Estimates, Revised Estimates and Final Grant and for
release of Grant in aid.
5. Processing and finalization of proposals for making budget allocation at
BE/RE/FG stage in respect of all the field units of NVS viz.
JNVs/ROs/NLIs/Hqrs., office of NVS and also in respect of Central provision
Heads of Expenditure at NVS Hqrs. both under Non-Plan and Plan separately for
the financial year concerned.
6. To make financial calculations in respect of SFC/EFC Memos, which require to
be submitted to the Ministry, on the proposals seeking approval of the Ministry.
7. Release of funds to all the units of NVS with reference to the Head of Account
wise budget allocation thereof fixed both under Non-Plan and Plan for the
financial year concerned.
8. To make correspondence with the field units of NVS towards, requirement of
funds and budget allocation of BE/RE/FG stage, periodical release of funds,
quarterly statement of expenditure, DDR heads, etc.
9. Preparation and issue of accounts procedure guidelines and instructions to all
field units of the Samiti for the preparation of annual Accounts of NVS.
10. Verification of annual accounts of all the units of NVS and offer comments
thereon for necessary corrections and acceptance of their Annual Accounts.
11. Preparation & finalization of Annual Accounts in respect of NVS main account
and consolidated annual accounts of the Samiti for onward submission to the
Statutory audit (DGACR) for necessary certification.
12. Submission of compliance/Action Taken Notes on audit observations raised by
DGACR in the Draft Audit Report, final audit Report (SAR) and Inspection Report
on the accounts of the Samiti.
13. Processing of budget & expenditure proposals pertaining to various Section/Units
of NVS Hqrs. And offer comments/recommendations thereon.
14. Processing of construction wing's proposal for according financial concurrence
towards release of payments to construction Agencies, etc. for construction &
M&R works proposals.
15. Operation of Bank accounts in respect of Main Accounts of the Samiti.
16. Meetings of Finance Committee of NVS.
17. To verify & finalise the annual accounts of CPF & GSLIS Units of the Samiti.
18. New Pension Scheme.
19. All the Misc/allied works, as assigned by the Head of Deptt. from time to time.
20. Instructions regarding payment of electricity charges for residential
accommodation in JNVs, ROs and NLis.
21. Release of payments under NVS main Account Heads.

N Audit Section

1. Internal audit of ROs and NLis once in a year and special audit of JNVs as per
directions of higher authority.

2. Facilitate DGACR's audit team for audit of Samiti Hqrs. Submission of


consolidated reply of different wings to DGACR.
3. Centralized payment to DGACR for conduct of audit of JNVs/ROs/Hqrs/NUs.
4. Investment of CPF Corpus funds and monitoring of receipt of annual/bi-annual
interest from investments.
5. Financial concurrence of Construction Wing's proposal for construction of JNVs
including final settlement.
6. Financial concurrence of proposals from different wings of Hqrs.
7. CPC final payment to retired DCs and above officers and Hqrs. Staff.
8. Pre-audit of gratuity payments, encashment of leave etc. to retired employees of
all JNVs.
9. Pre-audit of medical claims under relaxation of rules received from
JNVs/ROs/Hqrs in respect of total employees of the Samiti.
10. Pre-audit of TA/DA/TTA claims of DCs.
11. Pay fixation cases and related clarifications to ROs/JNVs.
12. Pre-audit of part final withdrawal from CPF account.
13. Pre-audit of proposals for creation of posts for JNVs.
14. Any other clarification on above subject matters.

o Construction Wing

1. Construction of various infrastructures to be developed for JNVs in various part


of country including their maintenance and repair.
2. Installation of generator in JNVs, their maintenance and utilization.
3. Installation of electricity meters in JNV building and staff quarters.

P Vigilance Cell

1. Vigilance relate matters relating to NVS Hqrs., ROs and JNVs.


2. Correspondence and liaison with CVC.
3. Coordination and monitoring of public grievances redressal.
4. Coordination of all matters relating to RTI Act in NVS.

Q. Cash Cell/DDO Hqrs.

1. Maintenance of budgt and accounts of NVS Hqrs.


2. Release of all payments after due sanction in respect of Hqrs. account.
3. Matters relating to salary and income tax in respect of Hqrs. employees.
4. Maintenance of GPF & GUS accounts of employees at Hqrs.
5. Processing personal claims of Hqrs. employees viz. TAITT A , medical claims,
conveyance, OTA, CPF advance, Newspaper reimbursements etc.
