 Mission: Ascertain value of retroactive wages owed to Executive Branch

 Covering 13 years from 1989 to 2002
 Hired retirees with 150 combined yrs. of GVI HR experience

 Physically touching 1.6 Million documents
 Created 10,718+ individual excel spreadsheets
 Dept. of Finance Team reviewed time and attendance records for

 How will the $45 Million from the Insurance Guarantee Fund
be used?
 The Retroactive Wage Commission voted unanimously to pay
an equal percentage of 16.7% to all eligible.
 When will payments occur?
 Payments will be issued on Thursday, October 14, 2010
 How will retirees and inactive employees be paid?
 Retirees and inactive employees checks will be placed in the
mail by or on October 13, 2010.
 How will active employees be paid?
 Active employees will be paid in the same manner they are paid
on a bi-weekly basis.

 When will I receive a detail summary of my Retroactive wages?
 Summaries will be available online at beta.dopusvi.org if you don’t
have internet access, you may visit the Division of Personnel in either
district.
 How will families of deceased employees obtain information?
 Names of deceased employees will be published on the Division
website. The survivor's will have to adhere to VI Probate laws.
 Will I be able to challenge the Commission’s findings?
 Yes, you would need to make an appointment at the DOP and bring
your supporting documents to the review
 Will my retroactive wages be subject to any Tax Liens or Child
Support obligations?
 Yes

 What safe guards are in place for Retroactive data?
 The Division maintains four (4) electronic copies of the master database;
the Office of the Governor and Senate President and Collective
Bargaining also were provided electronic copies; two hard copies will be
printed and maintained in both districts of the DOP; individual detail
sheets have been placed in each employee’s Official Personnel File.
 I receive a Social Security annuity now, will Retro payment
affect my annuity?
 No. The Commission held meetings with both the local and Eastern
Region Social Security Administration offices and will provide them with
guidance so that current benefits are not affected.
 When will the next payment be made?
 Additional payments will be made once the Legislature has identified a
suitable funding source.
