CHAPTER I
GENERAL PROVISION

Article 1
General Provision
Junior Financial Executives is an academic organization that intends to develop and enrich the
knowledge and skills of its members in the field of Banking and Finance. It also promotes open
communication between financially inclined students and any business-related course as well as
establishes a healthy environment among its members and those of other government and non-
government organizations, therefore achieving holistic formation both inside and outside the
school.

Section 1 - Name of the organization. The name of the organization shall be the Junior
Financial Executives of Polytechnic University of the Philippines- Mabini Campus Sta. Mesa,
Manila Chapter.

Section 2 - Acronym. The organization shall also be identified by the acronym, JFINEX-
PUP.

Section 3. a. This shall be known as the Constitution and by-laws of the Junior Financial
Executives.

b. This Constitution and by-laws shall regulate all matters concerning the
Administering and the governing of the organization.

c. A copy of this Constitution shall be given to all its members of the


organization.

Section 4. The Junior Financial Executives shall be, by nature, an independent academic
organization created to pursue excellence through academic freedom.

Article 2
Mission
JFINEX-PUP aspires to develop and enrich the talents and skills of its members for the betterment
of the organization, the university, and the society. It seeks to immerse each member in a different
kind of experience, ultimately shaping his/her knowledge toward financial practices and ethical
standards.

Article 3
Vision
JFINEX-PUP intends to be one of the organizations in the Philippines that strive for excellence in
helping its members to be professional practitioners dedicated to the advancement of financial
knowledge and expertise in the field of business and finance.

Article 4
Junior Financial Executives Logo
To protect the organization from any misused or counterfeit documents that may lead to an
erroneous image. The logo serves as an icon of the whole body of JFINEX. Persons found to be
responsible for the misuse of this logo in any file and/or document without the consent of JFINEX
are subject to disciplinary action by the Adviser and President of the organization.

Section 1 – The Logo. The organization utilizes the official logo of JFINEX for purposes of efficiency
and quick recognition.

Section 2 – Documentation Basis. All important documents of JFINEX must contain the logo of the
organization. Without so doing, documents will be rendered unofficial.

Article 5
CORE VALUES
The organization aims to inculcate the following values to its officers and members:

1. Integrity- Doing the right thing even no one is watching.


2. Professionalism- The state of separation between work and personal life.
3. Responsibility- The sense of independence is the most sited virtue.
4. Loyalty- Commitment and Accountability is highly sited to this value.
5. Initiative- The readiness of each officer and member in any given task or situation.
6. Respect-To recognize one’s excellence and self preservation.
7. Creativity – Reinventing the lives of its members and officers.

Article 6
PRIMARY OBJECTIVES
The Primary Objectives of the Junior Financial Executives Sta. Mesa, Manila is to promote the
following fields as follows:
A. Academic Excellence- promoting and facilitating activities to help its members and
Bachelor in Banking and Finance (BBF) students to become exemplary PUPians in terms of
academic standing.
B. Ethical Standards-establishing members with the same mindset and corporate ethical
standards and to produce a well-rounded PUPians.
C. Extracurricular - to develop the other interests of the students. Focusing not only on
academics, JFINEX-PUP aims to bring out the best in everyone and to use the talents of its
members to create a society open to develop each person’s potentials.

D. Socio-Economic Responsibility- making its members and the BBF students concerned
about the different social issues as well as provide some solution to the different social
problems present in the field of Finance or Banking.

Article 7 POLICIES

This organization shall be non-sectarian, nonpartisan, and non-profit.

CHAPTER II
Right and Responsibility of Members

Article 1
Membership
Section 1. All bona fide students majoring in the programs offered by the Department of Banking
and Finance are allowed to become a registered member of the organization.

Section 2. All students of the Department of Banking and Finance who want to register as a
member of the Junior Financial Executives shall pay the amount of Php 50.00 as membership fee,
which shall be collected by the Vice President for Finance or any person authorized by the
organization. Membership shall be renewed every semester. A renewal fee of Php 35.00 shall be
paid by the member for every succeeding semester thereon.

Section 3. All membership fees collected shall be deposited into a Savings Account to ensure the
safekeeping of money and a concrete record of cash flows. The primary, secondary and other co-
signatories of the check for withdrawal must be named clearly according to what is being stated in
Article IV of this constitution and by-laws.

Section 4. The deposited funds shall be allocated with reasonable purpose relevant to the aims of
the organization. Funds may be used during JFINEX General Plan of Action meetings.

Section 5. All disbursements must be evidenced by supporting receipts.

Article 2
DUTIES AND RESPONSIBILITIES OF MEMBERS

Section 1. All registered members of the Junior Financial Executives have the following
responsibilities:
a. Uphold this charter
b. Abide by the rules and regulations of the organization
c. Actively participate in all activities of the organization

d. Duty to vote
e. Pay the required membership due with the amount of Php 50.00 for 1st semester and
P35.00 for membership renewal every semester.

Section 2. All registered members of the Junior Financial Executives shall have the following rights:

a. To run for any elective office in the Junior Financial Executives, provided that s/he
complies with the qualifications set forth by the constitution.
b. To vote or to be voted for any election proceedings in the Junior Financial Executives.
c. To speak freely about his/her opinions, suggestions, problems (about professors,
academics, schedules, etc.) and other issues without fear of suppression or
interference.

Section 3. No member shall use the name or any property of the organization for personal
purposes. Violators of this provision shall be subjected to penalties or dismissal as decided upon by
the General Assembly or by the Executive Board.

Section 4. No member shall represent the organization without proper authorization. Any violator
of this provision shall be subjected to penalties or dismissal as decided upon by the General
Assembly or by the Executive Board.

CHAPTER III
The General Assembly

Section 1. The General Assembly shall consist of all the members of the Junior Financial Executives.

Section 2. The General Assembly shall be the highest policy-making body of the organization.

Section 3. The General Assembly shall have the following powers:


a. Elect officers of the Executive Board
b. Impeach officers of the Executive Board
c. Approve and disapprove amendments prepared by the Constitutional Commission
d. Submit petition and resolution
e. Overrule any decision of the Executive Board through a two-third (2/3) majority vote
or signature of the members.
f. Discuss and approve the General program of action.

CHAPTER IV
Chairperson Authority and faculty Advisory

Article 1

Section 1. For the benefit of the General Assembly, any proposal, project, program and activity that
will be made and conducted by the Executive Board shall be communicated to the Chairperson to
be able to verify if the said may cause any harm to the General Assembly or deviate from any rule or
regulation of the university/college/department.

Section 2. The Junior Financial Executives may or may not appoint an adviser. In case a need for an
adviser may arise, s/he must be a regular faculty member of the Department of Banking and
Finance endorsed by the Executive Board through a letter of endorsement submitted to and
acknowledged by the University Internal Audit. His/her duty is to “advise” the organization on
things that “require critical analysis and decision.”

Section 3. All issues, projects and other operation-related concerns must be evaluated by the
aforementioned authorities.

Section 4. The Department of Banking and Finance (DBF) Chairperson and the JFINEX Adviser are
expected to act ethically with their corresponding authority and to strictly observe and respect the
provisions of this Constitution and By-laws to their utmost knowledge and ability.

Section 5. The aforementioned authorities have no power to make any formal or informal decision
for the Junior Financial Executives, regardless of the situation, without the knowledge and
acceptance of two-thirds (2/3) of the officers of the Executive Board.

CHAPTER V
Co-signatory for Savings Deposit Withdrawal

Article 1
Authorized Person

Section 1. The President of the Junior Financial Executives, whose power, duties and
responsibilities are expressly stated in this Constitution and by-laws, is the only primary co-
signatory of the check for the withdrawal.

Section 2. The secondary co-signatory must be the Vice President for Finance of the Junior
Financial Executives whose authority, duties and responsibilities are expressly stated in this
Constitution and by-laws.

Section 3. Only regular faculty members of the college who are officially endorsed by the
organization and duly approved by the Dean may be stated as the co-signatory.

Article 2
Endorsement of Signatory and Financial Documents

Section 1. The University Internal Audit, Commission on Student Organization and Accreditation,
Commission on Audit and “Sentral na Konseho ng Mag-aaral” should be furnished a copy of the
documents of the organization’s endorsement of faculty/ies as the other co-signatory/ies. The said
organizations and departments must recognize them as the persons responsible in handling the
bank account of the organization.

Article 3
Transition of Signatory

Section 1. The primary co-signatory cannot be changed and has the power and authority to
transact until such time that:

a. The newly elected president of the Junior Financial Executives has been officially
declared by the Committee on Elections.

b. A letter evidencing the transfer of authority of the outgoing President of the Junior
Financial Executives to the newly and officially declared President noted by the Dean,
has been Acknowledged by the University Internal Audit and has been submitted to the
bank.

c. In exchange with the letter evidencing the transfer of authority, the officially declared
President of the Junior Financial Executives must seek certification from the University
Internal Audit that contains the acknowledgment of the latter to the power and
authority of the former.

d. All the documents required under section 1 of this article must be completely submitted
to be able to change the Primary co-signatory.

e. Once the primary co-signatory has been removed from his power and authority, the
authority of the secondary and other co-signatory is considered void except when the

secondary and other co-signatory has been re-elected or has been endorsed again by the
organization to be a co-signatory.

f. In specifying new set of co-signatories, Articles 1 to 3 of this chapter must be followed


accordingly.

CHAPTER VI
The Executive Board

Article 1
COMPOSITION EXECUTIVE BOARD

Section 1. The Executive Board shall be composed of the Executive Board and year level
representatives.

Section 2. The Executive Board shall be composed of the following officers:

a. President
b. Executive Vice President for Internal Affairs
c. Executive Vice President for External Affairs
d. Vice President for Human Resource
e. Assistant Vice President for Human Resource
f. Vice President for Finance
g. Assistant Vice President for Finance
h. Auditor
i. Vice President for Publicity
j. Assistant Vice President for Publicity
k. Vice President for Marketing
l. Assistant Vice President for Marketing
m. 4th year Representatives
n. 3rd year Representatives
o. 2nd year Representatives
p. 1st year Representatives

Article 2
Qualification and Responsibilities of Executive Board

Section 1. The qualifications of Executive Board are as follows:


 Must be enrolled in the current school year taking up Bachelor in Banking and Finance
carrying the prescribed load by the department in the respective semester.
 Must be a member of Junior Financial Executives.
 Must have good moral standing.
 Must be academically competent.
 Must have a General Weighted Average grade of 2.25 regardless of 2.75, 3, 5, Drop, Inc. or
Withdraw. (With the provision that all non-numeric grades will be consider as 5)
 Must have at least 1 year experience of officership in any academic organization. A
candidate with an experience in the JFINEX organizational activity or has previously served
as an officer of the organization is a plus.
 Can communicate both verbal and written

Section 2. Responsibilities of officers.


A. President
 Shall supervise the general affairs of the organization
 Shall maintain the rapport and camaraderie of its members and officers
 Shall lead the JFINEX society in carrying out the mission, vision, and primary objective
of the organization
 Shall maintain the peace and order in the organization and department
 Shall be responsible in all activities conducted by the organization
 Act as the official representative of the organization.
 Chair the Executive Board.

 Serve as Ex-Officio member of all committees.


 Exercise general supervision over the affairs of the organization.
 Oversee all activities of the directors.
 Preside at all official meetings and declare quorums.
 Call special meetings when appropriate.
 Jointly, with the Secretary, oversee all elections of the organization.
 Jointly, with the Faculty Adviser, establish organization’s official goals at the beginning
of each semester and evaluate these objectives at the close of each semester.
 Send relevant communications to the general membership.
 Oversee transitional meeting for incoming administration.
 Perform all other duties normally expected of a President.

B. Executive Vice President for Internal Affairs


 Shall take over the functions and duties of the President if in case of the absence,
resignation, impeachment, and negligence of duty or incapacity.
 Shall take custody of all materials, properties of the academic affairs of the organization.
 Shall be responsible for internal affairs of the organization
 Shall be the head of academic affairs of the organization
 Shall attend all the meetings and academic activities assigned by the President inside
the university premises.
 Shall be responsible in pursuing the academic excellence programme of the
organization in pursuing the primary objective of JFINEX-PUP
 Shall be the Head of Academic Committee during the Department Banking Week.
 Shall supervise all academic activities and sub-organizations that focus on academic
excellence.

C. Executive Vice President of External Affairs


 Shall take over the functions and duties of the President and/or Vice President for
Internal Affairs if in case of the absence, resignation, impeachment, and negligence of
duty or incapacity.

 Shall take custody of all materials, properties of non-academic affairs of the


organization.
 Shall be responsible for External affairs of the organization.
 Shall be the head of non-academic affairs of the organization
 Shall attend all the meetings assigned by the President outside the university premises
or other non-academic activities
 Shall be responsible in pursuing the academic excellence programme of the
organization, which is aligned with the primary objective of JFINEX-PUP
 Shall be the Head of Non-Academic Committee during the Department Banking Week.
 Shall supervise all extra-curricular activities and sub-organizations with concentration
on talent development, skill improvement and the like.

D. Vice President for Human Resources


 Shall be responsible for all the documentation and legal activities of the organization.
 Shall be responsible for the recruitment and hiring of vacant positions.
 Shall perform both administrative and general functions.
 Shall record minutes of meeting.
 Shall maintain an updated directory members, class officers, and Executive Board
profile.
 Shall be responsible for maintaining the office’s cleanliness.
 Shall perform any duties assigned by the President and Executive Head if necessary.
 Shall be responsible for the accomplishment reports of the organization.

E. Assistant Vice President for Human Resources


 Shall assist the Vice President for Human Resources in keeping all the records of the
organization.
 S/he shall also takeover the functions and duties of the Vice President for Human
Resources in his/her absence, resignation, impeachment or negligence of the duty or
incapacity.
 Perform duties and responsibilities as assigned by the President

F. Vice President for Finance


 Shall supervise all the collection, funds and financial records of the organization.
 Shall be responsible in preparing a fair, honest, precise, and updated fund flow
statement.
 Shall be responsible in the reporting the financial state of the organization during the
general assembly.
 S/he is held legally and financially responsible for Income Generated Projects and/or
Fund Raising Activities.
 S/he is responsible in keeping the monetary position of the organization liquid at all
times.

G. Assistant Vice President for Finance


 Shall assist the Vice President for Finance in keeping all the Financial records of the
organization.
 S/he shall also takeover the functions and duties of the Vice President for Finance in
his/her absence, resignation, impeachment or negligence of the duty or incapacity.
 Perform duties and responsibilities as assigned by the President and/or by the
Executive Board.

H. Auditor
 Shall supervise all the transactions of the organization.
 Shall supervise, check and audit the financial matters of the organization.
 Shall secure the clearance from the office of the Internal Audit every semester.
 Shall be the book keeper of the organization’s financial records and exhibit honesty and
fairness at all times.
 Perform other duties as assigned by the President or by Executive Board.

I. Vice President for Publicity


 Shall be responsible for the publication of press releases, invitations, posters and other
media information to the members of the organization, persons or institutions for
purposes deemed necessary in the functions of the organization.
 Be responsible for information campaigns and communication-related tasks during the
General Assembly.
 S/he shall communicate with the different university offices to address the needs of the
organization
 Perform other duties as assigned by the President and/or Executive Board.

J. Assistant Vice President for Publicity


 Shall assist the Vice President for Publicity in keeping all matters of communication of
the organization.
 S/he shall also takeover the functions and duties of the Vice President for Publicity in
his/her absence, resignation, impeachment or negligence of the duty or incapacity.
 Perform duties and responsibilities as assigned by the President and/or by the
Executive Board.

K. Vice President for Marketing


 Shall be responsible for finding viable sponsors that can help the organization to reach
its goals.
 S/he shall be the overall facilitator of business matters of the organization.
 Help promote the organization outside the academe with the permission of the
President and/or the Executive Board.
 Perform duties and responsibilities as assigned by the President and/or by the
Executive Board.

L. Assistant Vice President for Marketing


 Shall assist the Vice President for Marketing in keeping all matters of communication of
the organization.
 S/he shall also takeover the functions and duties of the Vice President for Publicity in
his/her absence, resignation, impeachment or negligence of the duty or incapacity.
 Perform duties and responsibilities as assigned by the President and/or by the
Executive Board.

M. Representatives

 The Year level Representatives shall represent the interest of their year level members to
the Junior Financial Executives Executive Board.
 They shall communicate and coordinate with their year level class officers to address vital
concerns and problems that may arise within the level of their jurisdiction.
 S/he shall pass resolutions that will accrue the needs of his/her level representation with
the approval of the Junior Financial Executives Executive Board.

Section 3. If necessary, the Executive Board must observe a ratio of one year level representative
for every two hundred fifty (250) students.

Section 4. The Executive Board officers shall be elected every 4th week of February of every school
year. Year Level Representatives shall be elected by their respective year levels who are Junior
Financial Executives members, except for the 1st year level representative who shall be elected on
the third week of June subject to the rules promulgated by the Executive Board.

Section 5. The Executive Board shall have a term of one year and may still run for re-election.

Section 6. The elected Executive Board has one fiscal year which will commence at the time of
taking the oath of officership. From then on, they must maintain good standing within the
organization until the end of the fiscal year.

Section 7. The Executive Board shall have the following powers and functions:

a. Work for the General Program of Action and act as the implementing body of the
organization.
b. Supervise the day-to-day activities of the organization.
c. Form committees that may be deemed necessary.
d. Accept the resignation of officers.
e. Appoint and relieve officers.
f. Resolve issues and problems that may arise.
g. Form the newsletter editorial staff through an effective set of rules and qualifications
set forth for this purpose.
h. Form the sub – organizations of the JFINEX – PUP.

CHAPTER VII
Centralization of Authority

To avoid disorder and attain a clear and unified organizational decision, the Junior Financial
Executive PUP Sta. Mesa, Manila classifies the structure of the organization in order to define the
levels of authority within its members and co-officers.

Four Classes of Officers

Section 1 Major Officers. This class has the full authority to act over any given time, if and only if
both the presence of the President and the Adviser are absent. This class also has the privilege to
create new policies and amendments of the by-laws. The following are classified as Major Officers:

President
Executive Vice President for Internal Affairs
Executive Vice President for External Affairs
Vice President for Human Resource
Vice President for Finance
Auditor
Vice President for Publicity
Vice President for Marketing

Section 2 Minor officers. This class of officers has the power to act and take the full responsibility
in the absence of major officers. If the major officers are available, this class can assist the said
officers. The following are classified as Minor Officers:

Assistant Vice President for Marketing

Section 3 Representative Officers. This class of officers has the full responsibility over the year
level they represent. They will serve as the voice and extended arm of their year level. This officer
has the opportunity to give suggestions concerning the needs of the year level they represent. This
class also has the responsibility to get the basic information of all members of the organization. The
following are classified as Representative Officers:

Section 4 Sub-organization officers. This class of officers has the full responsibility for the sub-
organization they created under the jurisdiction of JFINEX. Selected officers are fully liable for any
accident or problem that may arise within their sub-organization and JFINEX will not be sued for
any problem or accident that may arise.

The aforementioned classification of officers is not meant to create division or


discrimination among the officers. The main aim of this classification is to clarify the responsibility
and the limitation of the position they holding.

CHAPTER VIII
Resignation

Section 1. Resignation may be yielded by any member or officer of the Executive Board.

Section 2. Upon Resignation, the resigning officer must submit a Resignation Letter containing
his/her reason/s to the Head of the Human Resources Department. The Vice President for Human
Resources will automatically call an immediate session for the discussion of the resignation.

Section 3. Before the Executive Board approves the Resignation, the resigning officer must finish
all the given tasks to him/her.

Section 4. As the Executive Board approves his/her resignation,


a. His/her JFINEX membership will be invalid.
b. All of his/her privileges and incentives as Officer will be omitted.
c. He/she has no longer rights to represent the Junior Financial Executives – PUP Sta.
Mesa, unless stated and agreed upon by the Executive Board.

CHAPTER IX
Impeachment

Section 1. Impeachment may be initiated either by the General Assembly or the Executive Board.

Section 2. The grounds for impeachment are:


a. Violation of this charter
b. Negligence of duty
c. Gross neglect of responsibility arising from non-attendance and participation to the
endeavours of the Junior Financial Executives.
d. Three consecutive absences to the Executive Board’s regular meeting
e. Loss of confidence
f. Malversation of funds
g. Any form of misconduct that undermines the integrity of the Junior Financial
Executives

Section 3. a. Any member of the General Assembly or any officer of the Executive Board may file a
complaint with the previously stated grounds or offenses.
b. All complaints shall be properly documented.

Section 4. Impeachment initiated by the Executive Board shall be investigated and decided upon by
two-thirds of its officers.

Section 5. Impeachment initiated by any registered member of the General Assembly shall be
brought to the Executive Board. The Executive Board will determine if there is a probable cause for
the complaint. Verified complaints shall be decided upon by a simple majority vote (½ + 1)
or through the collection of signatures of the registered members of the Junior Financial Executives.

CHAPTER X
The Commission on Elections

Article 1
COMELEC – SKM

Section 1. The Sentral na Konseho ng mga Mag-aaral (SKM) shall take charge in the election
preceding of the Junior Financial Executives.

Section 2. The COMELEC shall follow the Omnibus Election Code of Junior Financial Executives
which shall govern all matters concerning the Junior Financial Executives Election.

Section 3. The COMELEC shall report the result of the election to the General Assembly
immediately after the counting and shall proclaim the winners.

Section 4. In case of a protest, the COMELEC shall adjudicate and resolve the issues.

Section 5. Any decision made and declared by the COMELEC is considered final.

Section 6. All elected officers shall go into Oath Taking before doing their duties and
responsibilities.

Article 2
In case of Non-Appearance of SKM

Section 1. The Junior Financial Executives – Executive Board shall take charge in forming the
Commission on Elections (COMELEC).

Section 2. All regulations under the Sections 2 – 6 of Article of Chapter X must be followed.

CHAPTER XI
Amendments and Revision

Section 1. Amendment or revision of this constitution may be proposed by officers of the Executive
Board or members of the General Assembly.

Section 2. A simple majority vote (½ + 1) of the officers of the Executive Board may amend any
section or article of this charter at a special convention called by the Executive Board for this
purpose.

Section 3. All policies and resolutions previously adopted by the Executive Board prior to the
approval of the Charter Amendments that are in contrast with the approved Charter Amendments
shall be repealed or amended by the Executive Board after the approved Charter Amendment/s
take effect.

CHAPTER XII
Transitory Provision

Section 1. The Constitutional Commission shall create an ad hoc committee that shall administer
the adoption of this constitution.

Section 2. The ad hoc committee shall be composed of one representative from each class and shall
elect the necessary officers within themselves.

Section 3. The ad hoc committee shall administer the plebiscite for the adoption of this
constitution.

Section 4. Upon the ratification of this charter by simple majority vote (½ + 1) of the Executive
Board, the ad hoc committee shall create a Commission on Elections (COMELEC).
