Part 1: The strategic context:


Where are we now?
It is stated that we have to develop and implement the EHR over three different locations. The

EHR which is used to implement are certified which maintains the record of patients their

personal records in digital form with ARRA acts meaningful use stage. One location has

contains the patients records in the form of paper. The final location is to keep the records of

patients and their family in one place automatically.

Where do we want to be?


The federal government according to ARRA act of 2009 can develop the financial incentives for

the healthcare centers and qualified clinical which can utilize the EHR to fulfill their

requirements according to meaningful use stage 1 (Linder, Ma, Bates, Middleton, & Stafford,

2007).

Business need:

The need of the business is to implement the meaningful use of electronic health record system

in three different locations that is cost effective over twelve-month period (Hsiao, Hing, Socey,

& Cai, 2010).

Need for change:

The healthcare center in US is been faced the different risks from increasing the poor and

inconsistent quality of healthcare center. The healthcare system wants the positive change in the

environment of healthcare center which can easily maintain the records of patients and their

families in effective way. The meaningful use stage 1 is used to qualify for the financial

incentives and aforementioned inadequacies that will lead to seamless operation on the investor’s

funds.

Expected outcomes:

After the implementation of EHR in the healthcare center the expected outcomes are as follow.

The improved delivery quality of health care center to satisfy the patients.

The business case fir the adoption of EHR traversing total cost of execution.

The proposition of implementation of EHR system and its economic value.

What is the fit strategy?

The strategy fit for the life care medical center is to implement the EHR system in the medical

care center for the effective results. The clinical system has to manage the outpatient and

inpatient services that provide a continuum of coordinated seamless services that is deal with the

full involvement of clinical staff and leadership and mandatory staff in implementation to reduce

errors and redundancy (Hsiao & Hing, 2012).

Major goals:

The primary goal of the life care medical center is to provide the centralized system to store the

information and data of the patients. The goal is to provide the satisfactory services to patients.

Purpose:

The purpose is to provide a secure information system that provides the secure network system

to patients and their families. We will provide and effective services to the patients and their

families. Our goal is to provide the high quality medical facilities to the patients (Meystre,

Savova, Kipper-Schuler, & Hurdle, 2008).

Current services and activities:

Life care medical center has to provide the different facilities to customers and delivery the

quality services to the existing customers.

Clients and stakeholders:

Stakeholders can play a vital role in the implementation of EHR to achieve the stage 1 criteria. It

is important and difficult to find the stakeholders to measure the performance of the milestones

and measure their performance that what are the specific requirements to measure the

performance criteria and met the meaningful use requirements (Gunter & Terry, 2005). It is

important to classified stakeholders into three different categories these are providers, controller

and investors (Simon et al., 2007).

Investors- board of directors, executives and shareholders. They provide the funding that is used

in the implementation of EHR system.

Controllers- external and internal audit, human resources, compliance and risk officers and

clinicians.

Providers- product and supplier of IT services, out sourced and in-house, procurement and

contract manager.

Clients: clients are insurance originations, patients and their families and clinicians.

The structure of the organization is high level the hospital provides the support services,

administrative services, therapeutic services and informational services.

The scope of the project will identify the boundaries of the project. Sometimes it is the difficulty

for the CIO is to complete the project within the timeline. It is important for the CIO to plan what

is essential for the implementation of the project successfully. It is a duty of the CIO is to hold

the training to train the staff. To encounter the problem that is faced during the implementation

of the project. It is not possible for the CIO to complete this project in 12 months. The problem

is to supplement the project in 12 months because the project is based on different people who

can handle the various tasks of the project (Chen, Garrido, Chock, Okawa, & Liang, 2009). After

the implementation of the project the main issue is to transfer all the data and information of the

customers.

With the efficient information technology the organizations achieve its goals, the IT is known as

the most valuable tool in any organization. The duty of the CIO is to maintain the IT system and

support the business system according to developed strategy. The right decisions to be taken is

the responsibility of the CIO. The duty of the CIO is to achieve the goals and objectives if the

organizations need of IT projects. The IT governance is used to understand all the strategy of the

business developed clearly. When the IT governance strategy is clear, it is easy to achieve the goals

and objectives of the business. Being a CIO, it is important to work according to the developed

strategy (Pizziferri et al., 2005).

The greatest benefit of the IT governance is to buy the IT system from the partners and executives.

The responsibilities of the CIO is to reduce the IT risks within the organizations. It is the

responsibility of the CIO to convert the strategic goals into IT projects. Measure the performance

of the IT system. The duty of the CIO is to optimize the operations of the IT.

The committee of the IT governance staffing is used to perform three different task within the

organization. It is important to select the appropriate chairperson and the members of the

committee. The CEO of the organization have the previous experience in handling the IT system.

It is important to establish the charter of the IT governance and clear the relationship between the

audit groups with the organization objectives.

It is stated that the characteristics of the IT governance is rely on the successful committee of

governance. The success of successful IT governance tends to successful IT governance

communication, responsibilities, active support as well as transparency. It is important for the

organization to measure risks for the successful implementation of information technology in their

organization environment. To identify the risk the key aspects of risk management are

the quality of inputs to making the decision. In this section the current problems in the business

Through this rating it is easy to identify the intensity of risk and sensitivity analysis.

Evaluate risks:

To evaluate the risks it is important to identify the risk and develop the proper technique to

countermeasure the risks. The risk assessment is carried out after identification the risks. It is

important to provide the secure platform to the patients and their families (Blobel, 2004). It is

important to provide secure information system to patients and their families only the authorized

users can get access to their confidential information and data. In risk assessment the threats and

vulnerabilities are measured where the information and data of patients are stored (Win, 2005).

When the risks are easily countermeasure it tends to success of project and it is important to

identify the risks in system project.

Technical infrastructure:

According to scenario the infrastructure of the meaningful stage 1 of EHR has to fulfill the each

and every requirements. Both hardware and software includes in infrastructure (Pahl-Wostl,

2007).

To store the data and information of patients

Database servers are used which is MySQL database management system through database

management system it is easy to maintain the large number of data in centralized way.

For downloading and uploading files the FTP servers are used

To receive and send emails the email server is used

Different web applications are used for internet connectivity such as fire fox and chrome.

Window 7 is used as the operating system

Physical components that is used in EHR system is Dell desktops, dell laptops and smartphones.

For networking fiber optical cable is used

Data center is used such as network storage, high availability, network servers and disaster

recovery.

For patients there are patient’s registration, for administration use there are billing system and

employee human resource system and for clinical system there are laboratory information system

which is used to contain the data and information.
