4h, The Office of Conservation may approve an
slhemative monitoring program upon receipt of evidence that
such procedure shall provide adequate monitoring during the
active life ofa facility
3. Sampling and Testing Requirements
aA stratified random sampling system shall be
‘used to determine soil sampling locations in land treatment
cell. All cells and monitor wells are to be sampled and
tested for all parameters unless otherwise approved by the
‘commissioner. Facilities are required to notify the Office of
Conservation at least one week in advance of each quterly
sempling event in onder for a representative ofthis office to
‘be present.
‘b. Soil samples inland treatment ces shall be taken
in the waste teatment zone (WTZ) and the upper treannent
zone (UTZ). Over time, the depth of the treatment zone
sampled may need to be ineteased due to solids buildup on
land weatmieat cells. The degree of E&P Waste incorporation
shall be noted atthe time of sampling.
At least two samples must be taken from WIZ
‘and UTZ foreach acre of cell area.
Soil samples are to be analyzed using standard
soil testing procedures as presented in the Laboratory
Manual for the Analysis of E&P Waste (Departmeat of
‘Natural Resources, August 9, 1988, or latest revision).
e Water samples are to be analyzed for required
parameters according to acceptable EPA guidelines andior
the laboratory procedures as presented ia the Laboratory
‘Manual for the Analysis of E&P Waste (Deparment of
Natural Resourees, August 9, 1965, of lates revision)
The soil in an inactive eel! may not be required to
be tesced for centain quarerly monitoring parameters only
afier two consecutive quarierly tests indicate compliance and
pon receipt of writen approval of this office.
E. Closure and Post-Clasure Monitoring
1, Operators of land treatment systems shall submit
closure and post-closure maintenance and monitoring

programs to the Oitice of Conservation for approval. The
monitoring program shall address saupling and testing
