Whereas, the Student Government Association seeks to revise the Student Activity Fee Split
to more equitably allocate funds to all undergraduate divisional councils, Executive
agencies, and University‑Wide Organizations; and,
Whereas, to accurately determine the revised Student Activity Fee Split, the Student
Government Association requires data on the membership of clubs chartered by each of the
Undergraduate Divisional Councils (College, Oxford, Undergraduate Business, and
Undergraduate Nursing); and,
Whereas, this data should consist of the distribution of members in each club chartered by
the Undergraduate Divisional Councils and attendants at their events (if applicable); and,
Whereas, this data will be collected via a club and event audit conducted by the respective
Divisional Councils; and,
Whereas, a committee with up to 1 representative appointed by each Divisional Council
President will be established to oversee and coordinate this club audit; and,
Whereas, each committee member will be able to cast one vote for decisions such as audit
methodology, and deadlines; and,
Whereas, if the committee is deadlocked the SGA President, who was elected to represent
all student bodies, will cast the deciding vote; and,
Whereas, the SGA President will appoint one representative without ties (does not serve in
any capacity) to any specific division nor currently serve as an SGA legislator for the sole
purpose of taking minutes and ensuring adherence to deadlines by each division, this
person will not have voting power; and,
Whereas, the committee will accomplish the goals by the recommended deadline dates as
outlined in the attached Appendix, but can add and adjust deadlines only with the
consensus of all members of the committee; and,
Whereas, if certain organizations do not cooperate with the audit, the respective Divisional
Council will be required to reduce the funding of that organization by 25% of their previous
year’s budget, in addition to any other potential penalties; and,
Whereas, in order to hold each Divisional Council accountable for the cooperation of their
chartered clubs, failure by a Divisional Council to meet each deadline and attend every
meeting will result in a 5% Spring semester budget per infraction penalty with penalty
funds being internally transferred to the SGA macro account; and,
Whereas, the committee and each divisional representative agrees to adhere to the results
of the audit findings and methodology or face 25% penalty to be internally transferred in
funding for 2018 ‑ 2019 year as applicable by SGA codes; and,
Whereas, the bill allocates $100 from the SGA administrative account to each of the
divisions to cover administrative costs associated with the audit to be used at the
discretion of each Divisional Council committee representative; and,
Whereas, each Divisional Council will appoint their representatives to the club audit
committee within 7 days of this bill’s passage; and,
Whereas, the committee will be overseen by and report their findings to the 52 nd Student
Government Association;
Therefore, let it be resolved that the 52 nd Student Government Association establish the
club audit committee as outlined above to conduct the club audit.
