EMS SUPPORT
EMS support is specified in Chapter 7. ISO14001:2015, which involves the development of
requirements related to :
• Resources,
• Competences
• Awareness
• Communication
• Documentation
Existing basic documents are:
• Environmental Policy,
• Initial Environmental Review;
• Environmental Management Program
33 specific requirements divided in 5 categories of ISO 14001 are related to EMS support

7.1 RESOURCES
The organization shall determine and provide the resources needed for the EMS:
• Establishment;
• Implementation;
• Maintenance;
• Continual improvement.
Resources include: human resources, natural resources infrastructure, technology and
financial resources.
e.g. human resource: specialized skills and knowledge
infrastructure resource: organization’s buildings, equipments, underground tanks and
drainage system.

7.2 COMPETENCES
The organization shall:
a) determine the necessary competence of person(s) doing work under its control that affects the
environmental performance and its ability to fulfil its compliance obligations;
b) ensure that these persons are competent (appropriate education, training or experience);
c) determine training needs associated with its environmental aspects and its EMS;
d) take actions to acquire the necessary competence, and evaluate the effectiveness of the actions
taken.

Who should be competent?


Persons:
a) whose work has the potential to cause a significant environmental impact;
b) who are assigned responsibilities for the EMS, including those who:
1) determine and evaluate environmental impacts or compliance obligations;
2) contribute to the achievement of an environmental objective;
3) respond to emergency situations;
4) perform internal audits;
5) perform evaluations of compliance.

7.3 AWARENESS

The organization shall ensure that persons are aware of:


a) the environmental policy;
b) the significant environmental aspects and related actual or potential environmental impacts
associated with their work;
c) their contribution to the effectiveness of the EMS, including the benefits of enhanced
environmental performance;
d) the implications of not conforming with the EMS , including not fulfilling the organization’s
compliance obligations.

7.4 COMMUNICATION

The organization shall establish, implement and maintain the process(es) needed for
internal and external communications relevant to the EMS.
The following questions related to communication must be answered:
• What?
• When?
• With whom?
• How?

7.4 COMMUNICATION

The organization shall:


• consider its compliance obligations;
• ensure that the environmental information communicated is consistent and reliable
with the information generated within the EMS;
• respond to relevant communications on its EMS;
• retain documented information as evidence of its communications, as appropriate.

7.4 COMMUNICATION

• be transparent, i.e. the organization is open in the way it derives what it has reported
on;
• be appropriate, so that information meets the needs of relevant interested parties,
enabling them to participate;
• be truthful and not misleading to those who rely on the information reported;
• be factual, accurate and able to be trusted;
• not exclude relevant information;
• be understandable to interested parties.

INTERNAL COMMUNICATION

The organization shall:


• communicate relevant information to the EMS among the various levels and functions of the
organization, including changes to the environmental management system;
• ensure its communication process(es) enable(s) persons doing work under the organization’s
control to contribute to continual improvement.

EXTERNAL COMMUNICATION

The organization shall communicate information relevant to the EMS, as established by the
organization’s communication process(es) and as required by its compliance obligations.

EXAMPLES OF INFORMATION (ISO 14004:2010)

a) general information about the organization,


b) management statement
c) environmental policy, objectives & targets,
d) environmental management processes (employees and interested parties),
e) the organization's commitments to continual improvement and prevention of pollution,
f) information related to environmental aspects of products and services, conveyed
through for example environmental labels and declarations,
g) information on the organization's environmental performance including trends (e.g.
waste reduction, product stewardship, past performance),

EXAMPLES OF INFORMATION (ISO 14004:2010)

h) the organization's compliance with legal and other requirements to which the
organization subscribes, and corrective actions taken in response to identified
instances of noncompliance,
i) supplementary information in reports, such as glossaries,
j) financial information such as cost savings or investments in environmental projects,
k) potential strategies to improve an organization's environmental performance,
l) information related to environmental incidents
m) sources for further information, such as contact person(s) or websites.

7.5 DOCUMENTED INFORMATION

The organization’s EMS shall include:


a) documented information required by this International Standard;
b) documented information determined by the organization as being necessary for the
effectiveness of the EMS.

The extent of documented information is a factor of:


• the size of organization (type of activities, processes, products & services);
• the need to demonstrate fulfillment of its compliance obligations;
• the complexity of processes and their interactions;
• the competence of persons doing work under the organization’s control.

CREATING AND UPDATING

When creating and updating documented information, the organization shall ensure
appropriate:
• identification and description (e.g. a title, date, author, or reference number);
• format (e.g. language, software version, graphics) and media (e.g. paper, electronic);
• review and approval for suitability and adequacy.

CONTROL OF DOCUMENTED INFORMATION

Documented information required by the environmental management system and by


this International Standard shall be controlled to ensure:
• it is available and suitable for use, where and when it is needed;
• it is adequately protected (e.g. from loss of confidentiality, improper use, or loss of
integrity).

CONTROL OF DOCUMENTED INFORMATION

For the control of documented information, the organization shall address the following
activities:
• distribution, access, retrieval and use;
• storage and preservation, including preservation of legibility;
• control of changes (e.g. version control);
• retention and disposition.

Documented information of external origin determined by the organization to be


necessary for the planning and operation of the EMS shall be identified, as appropriate,
and controlled.

OBJECTIVES AND TARGETS

• Environmental objectives are overall environmental goal, consistent with the


environmental policy , that an organization sets itself to achieve.

• The main sources for environmental objectives are:


• Environmental Assessments,
• Environmental aspects and associated impacts

• Specific objectives (environmental targets) are detailed performance requirements,


quantified where possible, which may apply to the organization as a whole or a part thereof.
• Environmental targets are derived from the environmental objectives, have fixed deadlines
and are measurable.

OBJECTIVES AND TARGETS

• In setting of objectives and targets, very important are the following aspects :
• correlation with the environmental policy ;
• specify objectives from IER (considering the environmental aspects and associated impacts);
• applicability of the objectives and targets at the level of the entire organization or limited to the
level of a site or activity;
• defining the appropriate levels of management;
• analysis and periodic review of the objectives and targets, taking into account the views of
interested parties.

• Reducing the amount of metallic waste by 15%;


• Designing products to minimize their environmental impact in the production, use and elimination;
• Reducing the amount of energy used in the process of refining by 12%;
• Control of environmental impact produced by the sources of raw materials;
• Raising employees awareness to environmental issues;
• 40% reduction of the concentration of organic compounds from waste waters.

ENVIRONMENTAL MANAGEMENT PROGRAMS

According to clause 4.3.3.2 of ISO 14004:2010


Part of the planning process should include the elaboration of a programme for achieving the
organization's environmental objectives and targets.

The programme should:


• address roles, responsibilities, processes, resources, timeframes, priorities and the actions necessary for
achieving the environmental objectives and targets
• deal with individual processes, projects, products, services, sites or facilities within a site
