Note:
1. Alternative 4 is “no-action” alternative; continued reliance on septic systems
Sewer System – Alternative 1A
Route 15 Only

■ Concept
– Gravity sewer (5,700 feet) from
Mobil to gas main crossing
– Pump Station near gas main crossing
– Force main/low pressure sewer
(10,200 feet) from pump station to

– Gravity sewer (10,200 feet) from
Mobil to north of gas main crossing
and down Kelly Road
– Pump Station near Kelly Road and
River Road
– Force main/low pressure sewer
(16,500 feet) from pump station to
Sturbridge WWTF
■ Comments
– Serves Kelley Road
– Facilitates future sewer expansion
within Special Zoning District
– $8M capital cost

Notes:
1. Alternative 4 is “no-action” alternative; continued reliance on septic systems
2. Typical cost for residential septic system is $20,000 to $30,000
3. Challenging cost apportionment: large lots; partially developed; few lots with majority of development
Wastewater Recommendations

■ High capital costs

■ No current WWTF capacity available
» Challenges to obtaining sewer extension permit
» Route 15 (Study Area 19) is not part of Recommended Plan in
CWMP

■ Potential Future WWTF Flow Increase

» Construction/upgrade on-going
» EPA/MassDEP negotiation period

■ Sewer expansion (Alternatives 1, 2 and 3) should

be tabled for approximately 3 years
■ Soils in Project Area are amenable to on-site
groundwater disposal (septic systems)
Water System Alternative
Route 15 Water Main Extension

■ Features
– Extend 12-inch water main from
Shattuck Road south to Mobil
(10,300 feet)
■ Comments
– Existing water main is close to
project area
– Capacity available
– Lower cost than sewer alternatives
– Provides fire flow service to Route
15 corridor
– $2.5M
$2 5M capital cost
Water Recommendations

■ Proceed with Planning for Water Main Extension

– Conduct follow-up public informational meeting
– Explore funding sources
» Rural Development
» Window of grant eligibility is closing (post-2010 census)
» Pursue other economic development funding sources

■ Conceptual Project Implementation Schedule

– Planning (Fall 2010 through Spring 2011)
– Town Meeting (Spring 2011)
– Design (Summer/Fall 2011)
– Construction (2012)
