INTRODUCTION

Earth is covered of 70% water. Water sustains life in a lot of ways than
we realize. Unfortunately, despite the should-be abundance of water supply,
we fail to acknowledge nor even realize the jeopardy and consequences in
having a bloating and popping population of at least 7.442 billion in its
entirety.1

The Earth has 6.885 billion and China has 1.338 billion people. With this
number, you can just imagine on how a single person contributes pollution in
his own little way, contaminating the water itself.

In the Philippines, with the rising number of teenage moms and lack of
access in the reproductive health options, is becoming over-populated. More
than what the country can sustain and provide. As a consequence, we have
one by one encounter problems of insufficient landfills, contaminated water
and even the lack of supply of water despite the dams provided by the
government.

We can tell that the current solution of the government, although ideal, is
not enough. There are a lot of problems that we can discuss in this synthesis.
I will enumerate one by one and provide a possible solution to effectively
eradicate or at least minimize the problem to its maximum possibility.

The best way to solve this problem is to divide and conquer. Divide the
problems by creating more agencies that would have the duty and
responsibility to a certain type of watershed area. Next, add more man-power.
This is a basic solution but an effective one. It’s best to micro-manage the
problem by providing enough people in watershed areas to conduct
investigation for the root cause of the problem, provide more people to
assess the possible solution for each complex problems. Also, it is worth
noting that dedicated, hardworking people with a strong sense of love for the
job must be encouraged to all candidates for it requires more than just an
interest on the monetary benefits from the government to make this solution
an effective one.
It is best to set up an agency to micro-manage each watershed areas to
ensure that the problems that is to be addressed is being given proper
consideration for long term effects on the solution provided.

This statement is to be addressed to the solutions provided in the sources


given. In one note, it was stated that the government has the technicalities to
provide solution but doesn’t have enough knowledge on the areas to be
protected and developed or managed. The national government agency
would be facing difficulties in going to designated areas in the Philippines
using too much money, time and effort to both the government and its agents.
The solution given in the source for the national government to handle this
problem is logically improbable.

Another source was provided as well that to “Leave the responsibility to a line
authority a local provincial office as they will adapt to survive.” I somehow agree
to this but realized that it is not enough and the solution exerted for this would
render it nugatory instead. The reason for this is that if there is one person tasked
to be the sole authority for this kind of solution, a single person cannot address all
the problems in a short amount of time. Hence, the time would be wasted.

As for the barangay to address to this issue, it would still be impracticable.


First, the officials do not have the right skills and expertise in this matter. They
would not be able to formulate proper and effective solutions that would benefit
the society in the long term, although I acknowledge that they have information
about the watershed area, still it would not be enough. With all due respect with
the barangay officials that is. Next, they don’t have enough time to address this
issues specifically or have full attention to the problem since they handle
barangay conciliation and maintain proper order to the barangay they have
jurisdiction with. They have divided attention and priority. That is the reason why
it would be impractical to let the barangay manage on this delicate issue. They
may however ensure to work hand in hand with the specialized agency in making
sure that the watershed areas are protected and cleaned through the help of the
community.

Watersheds are the source of life. It provides the country’s drinking water
source, water the crops and to a lot of uses as well. This includes the marine life
and the livelihood of fishermen in the country. To highlight, our country is an
archipelago. Most of the livelihood of our fellow countrymen depend on the water
and its God-given gifts.

A single contamination is priceless. We cannot even comprehend the number


of lives that would cost for such negligence in our part. The watersheds’
protection should be a necessity, priority and most importantly, be taken account
that every minute we waste on disregarding this fact and action would cost as not
just the lives of the people, we don’t know that despite the number of quantity that
is supposed to be in earth, if we don’t have enough sea creatures to eat, no water
to drink, and no water to raise crops, how can the earth survive in just a matter of
weeks?

What I appeal then is that the government should realize the insufficiency of
number of people involved in addressing in this kind of problem. It is more than
just a mere political problem or just a lack of legal provisions to indulge heavier
penalties to the violators. Rather, this is more than our life itself but the life of the
future generations that should experience what a healthy and balanced ecology
we live. An ideal world, earth, and our country where the pollution is to its
minimum and abundance of food and water, and full of sea creatures for the
future generations to see.
