Dalam rangka menindaklanjuti pertemuan Bapak Menteri Perindustrian dengan Japan


International Cooperation Agency (JICA) pada bulan Oktober 2017 perihal kesempatan
belajar di Jepang, JICA menawarkan program pelatihan kebijakan strategis di GRIPS
(National Graduate Institute for Policy Studies) Tokyo bagi pejabat minimal Eselon III di
lingkungan Kementerian Perindustrian.
Program pelatihan bertajuk ASEAN-JAPAN Strategic Policy Research and Innovation
Program (SPRI Program) 2018 ml diselenggarakan dengan tujuan untuk memperkuat
kerangka makro ekonomi dalam pembuatan kebijakan publik. Program ini sepenuhnya
dibiayai oleh JICA dan diselenggarakan dalam kurun waktu 2 (dua) tahun dimana peserta
pelatihan akan memperoleh pendidikan sebanyak 6 (enam) kali kunjungan ke Jepang
dengan durasi pelatihan selama 2 (dua) minggu pada setiap kunjungan.
Terkait tawaran program tersebut, dengan ini kami menghimbau Saudara dapat
berpartisipasi langsung atau menugaskan Pejabat Eselon 3 di lingkungan unit kerja Saudara
untuk mengikuti pelatihan ini. Kami mengharapkan pengajuan calon peserta dapat
disampaikan kepada kami melalui Setditjen/Ses Itjen/Ses Badan pada kesempatan pertama
dengan melampirkan formulir dan judul/tema penelitian kebijakan selambat-lambatnya pada
tanggal 22 Desember 2017.

Indonesia has showed a remarkable economic development and has played a
leading role in ASEAN countries. However, it is also true that Indonesia faces
new challenges. The catching up- process is almost over and it is necessary 'to
establish, the new stable growth path.
* In ordet to address such new problems and break through the so called middk
income trap, a new policy strategies under the new economic environment i&
necessary. In particular, comprehensive and effective macroeconomic
management is the key. It's time for Indonesia to reconsider a new
macroeconomic policy management.
Japan has a lot of experiences in this field in the past and today, which could
provide important and useful information and knowle<lge to develop such & new
macroeconomic policy management in Indonesia.

§. Purpose and Area of Policy Eesearch


* The purpose of this policy research is to facilitate bilateral cooperation between
Indonesia and Japan in formulating new macroeconomic framework in
Indonesia.
The research wiH be conducted to clarify the bottlenecks of eating
systems/institutions, analyze their causes, .and elaborate possible policy
solutions.
The research outcome is expected to be developed into actual policies and
bilateral cooperation projects for solving the identified issues.
The scope of this research could be so wide that the participant and GRIPS will
discuss to prioritize the issues. The possible topics, could include the following
issues;

a) The change of global economic environment which affects the economic


policy in Indonesia,
b) fiscal Policy (E.g. fiscal stimulus policy, fiscal consolidation, tax system,
elective spending)
e| Monetary Policy (E.g. monetary system, financial .market, banking system,
the, role of central bank)..

4. Eligible Applicant
Thia program is designed for a government official or equivalent at the senior/middle
management level who is directly responsible for formulation and implementation,
of macroeconoiaic policies in Indonesia. The scope of the research could be so wide
that the applicant is expected to prioritize the topics and to manage the progress of
the research efficiently.

1. Program
The mcreased globalization of recent years has had an impact on many spheres*
the economy, trade, regulatory frameworks and standardization, even in; the regional
context. In the Asian region, the ASEAN member states, which are also close partners
of Japan, have been working together toward integration.
However, the ASEAN countries .are also facing- many challenges in the changing
global environment" to adapt to. global standards, countries may need to dismantle their
current systems and create effective and innovative policy for change. These countries
need to pay attention to sustainable and inclusive growth for their, own people to ensure
social and regional stability when they create and implement their aew policies. As a
close partner of the ASEAN countries, Japan can offer its knowledge and experience, as
embodied in various policy and administrative solutions*, in areas of interest shared by
ASEAN countries and Japan,
The ASEAN-Japan Strategic Policy Research and Innovation Program,
(hereinafter referred to as 'SPRI Program") aims to empower the ASEAN countries to
develop effective and innovative policy options by offering opportunities to learn from
and discuss with Japanese government officials and academicians, regarding- key policy
issues and Japan's experience.

2. Program Outline
a The program is designed, for government officials at the senior and middle
management levels who intend to conduct policy research in Japan, This is a
special, tailormade program for a small group of select professionals and in
principle, we will admit one participant for each research project focusing on a
particular policy issue.
b The research conducted in this program is supported through the special
partnership of the National Graduate Institute for Policy Studies (GRIPS), the
Japan International Cooperation Agency QICA), asd the Government of Japan
(relevant ministries)* These three organizations form a supporting team for each
SPRI Program participant (Le., SPRI fellow},
c The main component of this program is short-term research in Japan. Bach SPRI
fellow is expected to visit Japan six times within a period of two years, starting
April 2018>* each visit to be about two weeks long. During each visit, SPRI fellows
are. give's opportunities to discuss policy issues of pent interest to their eounteiei
with key government officials, and private sector stakeholders, and to visit varioui
facilities- In Japan to see how policy is actually implemented, SPRI fellows can also

seek the advice of a«ademiekn§ regarding the direction of their research, the
identification oi research questions and the seleetioii ^jtre^arch-methodologies.
d Durfflf the interval between visits to Japan, SPBI fellows- are- encouraged to
continue research on the identified-issues »their-home countries,
e IB the course of the research program, the SPB1 fellow is expected to write 'a set &f
policy papers identifying key issues, proposing elective and/oj innovative policy
solutions with rational descriptions to ensure their validity. The proposals should
be practical and sufficiently feasible so as to be developed to further stages for
policy formulation and policy-level collaboration, between Japan and the fellow's
home country.
f A progress report meeting in the follow's home country is to .be held between- the
fifth and sixth visits to present the research .outcome and. discuss .the policy-paper.

S. Implementation Framework
3-1. Eligible Policy Issues
The program is designed to facilitate strategic- policy collaboration between
ASEAN countries and Japan, Policy issues targeted under t&is program should be of
strategic importance for both countries and should require close policy coordination
between the two countries. The invitation of applications for this program is dispatched
to organizations responsible for such issues in each country (for tbis year's eligible
issues, see the details in the attachment).

3*2. Eligible Participants


This program is designed for government officials or equivalent at the senior
and middle management levels who are responsible for the formulation of key policies
and are expected to continue to pky key roles in advancing those policies fer
implementation after, completion of the SPRI Program. Prospective SPEI fellows
include government officials at the level of director general and deputy director general
of a bureau/department, division director, or other equivalent position with similar
responsibilities.

3-3. Screening Procedure


A governmental/fovernment-related organisation of an ASEAN country can
nominate a candidate(s) for this program upon receipt of the SPEI Program guideline
from JICA, After recejvimg candidate documentation, GH2PS, JICA, and a relevant
ministry of the Government of Japan mil jointly review £he eligibility of the
candidate^). Selected candidates will be invited to a preparatory workshop at GRIPS 4a
Tokyo on February 26 and 27, 2018, For the workshop, candidates are required to
prepare drafts of their research plans, which will be discussed during the workshop.
Those candidates who do not pass Hie screening will be sis notified by JICA in writinf by
earty Febfuary 2018 (Le, before the'workshop).

3-4. Research Agreement


Based on. the insults of the workshop, the candidates are required to finalize
their research plans. The, final decision, of acceptance & made based on the revised
research plans; a letter of acceptance, is seat from GRIPS to each successful applicant
and to the orfanizstioa to which the SPftl fellow is affiliated.
The organisation, to which the 'SPRI felloe is affiliated and GRIPS will confirm
the implementation of the research plan in writiaf.

3-5. Research.Planning
The SPRI fellow is expected to propose the timing and duration of each visit as
well as the contents of the research for that visit. The content will be decided in
consultation with the research support team, which may consist of resource persons at
GRIPS, relevant government officials and other aeadeaueiaas. Likewise, the timing and
contents of the progress report meeting and the research in thfe fellow's home country
are to be discussed with the research support team.

3-6. Local Organizer


GRIPS may designate an academic/research organization in the fellow's home
country as a local organizer to facilitate the SPRI fellow's local research activities. That
organization is expected to arrange activities such as s.urveys and workshops
appropriate to the SPRI feEow*s research plans, and to pro-vide technical support for the
fellow.

3-7. Award of a Diploma


Upon completion of the SPRI Program, SPRI fellows will be awarded a
diploma.

3-8. Logistics and Financing


Fees for participation in the SPRI Program and expenses &r visits to Japan
(preparatory workshops and research visits) are supported by JICA, based on JICA's
rulea and reflations, under the Official Development Assistance Program of thfe
Government of Japan.

3-9. Schedule
The official program begins in April 2018, and will continue for a period of two
Japanese fiscal years until the end of March 2020, The two-day preparatory workshop is
scheduled to be held in Tokyo on February 26 and 27, 2018. Attendance at the
preparatory workshop is mandatory except in the case of exemption by GRIPS, in which
case an interview will be conducted in, the candidate's home country or by electronic
means.

4. Application
4-1. Application Procedure
Any organization interested in participating in this program is requested to
sead a candidate, application (s) along with a nomination tetter to the- JICA office in its
home country by December 15.2017.

4-2. Application Forms


A valid application to this program must include full doeiimentation of the
candidate and the candidate's policy research proposal. The application forms are
attached, here as an Appendix.

Mr. Hisanori Nei has joined the Ministry of International trade and Industry (MITI)
at 1981 right after graduating from University of Tokyo at Faculty of Science major in
Geology.
After working at various deputy director positions such as mini$ters secretariat
bureau, agency of natural resources, he spent his time at Houston Texas, U,S A as
Executive Director of JETRO Houston from 1997 to 2000, During his time in Texas* he
supported several programs to coordinate energy security policy between the two
countries. He also studied about business incubation and technology transfer issues by
being a member of AUM and NBIA. Based on this, lie supported to establish Houston
Technology Center.
From 2001 to 2003, he worked more for energy security policy as the director of
Middle East and Africa Office and the director of Petroleum Refining and Reserve
Division at Ministry of Economy, Trade and Industry(METI). At that time he
concentrated to create the Ministry's policy after the 911 event. Then he was
dispatched to QRHAor CPA at Iraq after the war on 2003 to support all the effort of
Iraq reconstruction. By 2005, he endeavored cooperation activities for assistance of
developing countries especially Asia and Africa as. Director Technical Cooperation
Division. METL
From 2005 to 2008, he worked as the director, Nuclear Power Inspection Div. Nuclear
and Industrial Safety Agency (NISA). METL During bi§ time of the director, he spent
his time more for reforming the regulation rules of inspection to Japanese Nuclear
Power Plant. After three years his effort, NISA finalized its inspection rule reform at
August 2008. At the same time, he worked as a spokesman of severe trouble such as
Chuetsu-Oki earthquake which gave severe damage over the KashiwazakrKariwa
Nuclear Power Station.
After a year working experience as Director General, Tbhoku Regional Bureau of
METI, he has been promoted to Deputy Director General for Nuclear Fuel Cycle Safety;
NISA, METI at July 2009.
At NISA, he perform as the chief inspector when th» MONJU or FBR resumed after
IS years shut down by its severe trouble When Tohoku off- Pacific Earthquake hit the
Fukushima-Daiiehi, TEPCO, he worked more wijh XJ.S. mission and coordinated the
Government Official Report to the IAEA.June 201L he waa assigned as councilor at
cabinet secretary for restoring the Nuclear Accident,
April 2012 to March 2014, he worked as Executive Director, aj Japan National Oil
Gas and Metals Corporation,
June 2014, he has become Professor of GRIPS,
