CONSPIRACY OF TERRORISTS TO CREATE AN INDEPENDENT STATE OUT OF ARAKAN (RAKHINE) STATE IN 

MYANMAR AND SOME DISTRICTS OF BANGLADESH

Kuddus Afrad, Dhaka Office. Terrorist groups are conspiring to establish a new country with some 
districts of Bangladesh and Arakan (Rakhine) state (of Myanmar). The activities are lead by Rohingya 
Solidarity Organization (RSO) leader Dr. Yunus. An intelligence agency of Bangladesh reported that it has 
direct involvement of a foreign intelligence and some rich men from Muslim countries are helping this 
activity. There has been no comment from (Bangladesh) government on this regard. 
 
It was learnt some days ago (16th August) Moulana Yunus leader of a Pakistani Jaish‐e‐Mohammed 
Cox’s Bazar area was captured in Dhaka. Following this source the intelligence agencies a few days later 
caught nine terrors from Cox’s Bazar and nearby hilly district. It has been revealed from these captured 
terrorists that a foreign intelligence agency is instigating a number of terrorist outfits to stand together 
by the side of Myanmar Rohingya to establish a new country “Independent Newrosia”. Not only that 
Jamatul Mujahedin Bangladesh (JMB) that was crushed by (Bangladesh) police has reemerged under a 
new brand name “Jamatul Arakan”. 
 
It has been learnt from local administration that half a dozen organizations including Harkat‐ul Jihad 
(Huji), Lashkar‐eTaiyba, Jaish‐e Muhammad, Hizbut Tahrir, JMB, RSO, ARNO, Ibtada‐tulah al‐Muslemin 
or ITM, United Student Association of Arakan Movement or USAM, ASSF etc are abusing Islam religion to 
organize with the target to intensifying activities within Chittagong, Rangamati, Bandarban and Cox’s 
Bazar districts, which are Bangladesh‐ Myanmar bordering area and are planning to establish an 
independent country called “Newrosia” with its territory expanded into Chittagong, Rangamati, 
Bandarban and Cox’s Bazar districts in Bangladesh and the entire Arakan (Rakhine) state of Myanmar. It 
is known that they are getting organized by publicizing that Rohingya Muslim was tortured by NASAKA 
(Myanmar Government's border security force) in Arakan province of Myanmar. This information was 
known from the four terrorists captured recently belonging to Jamatul Arakan while disclosing to the 
intelligence agency. 
 
Cox’s Bazar police superintendent Salim Mohammed Jahangir while briefing a Dhaka based news media 
said that they are planning to wage arms struggle based on the confessions they made while 
interrogating the four captured terrorists. As this outfit has ideological similarity with Al Qaida the police 
are trying to trace out if there is any connection with Al Qaida network. 
 
Captured members of Jamaatul‐Arakan confessed to interrogators in Bangladesh that the conspiracy to 
create independent “Newrosia” state is getting fullest support from the Muslim population in Arakan

province in Myanmar, as well as some of the Muslim nation in the world. Citing the information report 
he got from the terrorists this top Cox’s Bazar police officer said that terrorists groups from home and 
abroad are organizing in this area. Training is held in the remote hills of Bandarban. They are preparing 
for arms struggle. He (police officer) acknowledge that these terrorists are preparing to wage arms 
struggle to establish a new Islamic country consisting of the land from Arakan state and some parts of 
Bangladesh. JMB, Hizbul Taheri, Hizbul Touhid of Bangladesh have close connection with Pakistan based 
terrorist groups Lashkar‐e Taiyaba, Harkatul Jihad and Jaish‐e Mohammed; and they are working closely 
together. They (the police) are tracing out if they have connection with Al Qaida. 
 
Referring to a top secret report sent to the higher authorities, the intelligence agencies (of Bangladesh) 
stated about the increased and suspicious movements of foreign nationals within Chittagong, 
Rangamati, Bandarban and Cox’s Bazar districts in Bangladesh. It says suspicious people from Pakistan, 
Turkey, Saudi Arabia, Kuwait and Sudan as well as some other countries are frequently visiting Cox’s 
Bazar in recent days and distributes relief materials. They don’t care about taking permission from the 
government which is mandatory for the foreign organization. The intelligence report also said that 
groups of people from Pakistan are visiting Nila Madrassa within the Bangladesh‐ Myanmar border in 
Teknaf most of whom come to Bangladesh with on arrival visa. 
 
Another police officer Babul Aktar, Additional Police Superintendent said, “when you read Al‐Tahrid an 
international standard English magazine that were recovered from the captured terrorists (in a remote 
rural and isolated area) you can assume what type of connection they have with high level people”. It 
(documents) contained interviews of a close aide of Osama Bin Laden and top level Pakistani Al Qaeda 
leaders. On 16th August the chief coordinator of Jaish‐e Mohammed the Pakistani based outfit was 
arrested in Dhaka. Police acknowledged that they have got a lot of information from him after 
interrogation. A Bangladeshi Moulana Saber Mohammed a high level leader of their organization has 
been living in Pakistan permanently for over a decade. Police said that Saber is organizing Rohingyas to 
form militant group with the help of Moulana Yousuf who gives direction from Pakistan. 
 
It is also learnt from the intelligence report sent to central authorities of Bangladesh Government that 
Rohingya Solidarity Organization (RSO) leader Dr. Yunus is now staying outside the country 
(Bangladesh). His international partners living abroad in Riyadh and Jeddah of Saudi Arabia, Baluchistan 
of Pakistan, Libya, Singapore, Kuala Lumpur, Bangkok and London are manipulating to consolidate all the 
Rohingya militant groups through him (Dr Yunus). The report further said that to start their (arms) 
operation one and half a dozen (Rohingya) militant groups are trying hard to come under one platform. 
 
As part of their plan various organizations met several times outside the country (Bangladesh). Rohingya 
and militant leaders Dr Yunus, Dr Wakar Uddin, Shah Faridi, Abul Foiz Zilani, Nurul Islam, Salamat Ullah, 
Shafiullah, Nazmul Alam Chowdhury, Foiz Salahul, Dr Faisal and Toiyab attended the meetings. It is 
learnt that during the meeting they disband the existing Rohingya organizations and agreed to form 
Arakan Rohingya Union (ARU).

It is to be mentioned here that on 2nd Sept, 2012 Cox’s Bazar police arrested four militants. They are 
Mohamed Rubal from Baharchara Cox’s Bazar, Mohamed Abdullah (26) son of Abdur Rajjak from 
Chapainawabganj district, Omar Faroque (33) son of late Ibrahim from Dinajpur district and Abdul Matin 
(37) son of late Hazarat Ali from Mymensingh district.

জানা েগেছ, িকছু িদন আেগ (16 আগs) ঢাকায় ধরা পেড়িছল পিকsােনর জiশ-i েমাহাmেদর কkবাজার a েলর
েনতা েমৗলানা iuনুস। পের, তারi সূt ধের গত কেয়কিদেন েগােয়nারা কkবাজারসহ আেশ-পােশর পাহািড় েজলা
েথেক আরo 9 জি েক আটক কের। ধৃত ei জি েদর েজরা কের েগােয়nারা জানেত পােরন, িবেদিশ eকিট েগােয়nা
সংsার মদেদ েবশ কেয়কিট জি সংগঠন িময়ানমােরর েরািহ ােদর পােশ দঁ া ড়ােনার নােম ‘sাধীন িনuেরািশয়া’ নােম
নতু ন রা গড়ার আশায় ঐকয্বd হেয়েছ। শুধু তা-i নয়, পুিলেশর সঁাড়ািশ aিভযােন িনিচh হেয় যাoয়া জামাতু ল
মুজািহদীন বাংলােদশ (েজeমিব) নতু ন েমাড়েক ‘জামাতু ল আরাকান’ নােম কkবাজার o বাnরবােনর গহীন জ েল
দেলর জনয্ pিশkণ িশিবরo খুেলেছ। aবশয্, iিতমেধয্ oi িশিবরিট েভে িদেয়েছ পুিলশ o রয্ািপড eকশান
বয্াটািলয়েনর (রয্াব) সমিnত বািহনী। sানীয় pশাসিনক সূেt জানা েগেছ, iসলাম ধেমর্র নাম ভািঙেয় হরকাতু ল
িজহাদ (হুিজ), লsর-i-ৈতয়বা, জiশ-i-েমাহাmদ, িহযবুত তাহরীর, েজeমিব, আরeসo, eআরeনo,
iবতাদা-তু লাহ আল মুসেলিমন বা আiিটeম, iuনাiেটড sু েডn eেসািসেয়শন aব আরাকান মুভেমn বা
iueসeeম, eeসeফসহ anত েদড় ডজন জি সংগঠন বাংলােদশ-িময়ানমার সীমাn eলাকায় সংগিঠত হoয়ার পর,
তারা eখন চ gাম, রাঙামািট, বাnরবান o কkবাজারেক anভুর্ k কের পুেরা আরাকান pেদশ িনেয় কিথত ‘sাধীন
িনuেরািশয়া’ রা গড়ার sp েদখেছ। জানা েগেছ, মূলত মায়ানমােরর আরাকান রােজয্র েরািহ া মুসলমানেদর oপর
েস েদেশর নাসাকা বািহনীর aতয্াচার-িনযর্া তন pিতেরােধ সহায়তা েদoয়ার নােম eরা সংগিঠত হয়। সmpিত
কkবাজাের ‘জামায়ােত আরাকান’ নােমর নতু ন eক জি সংগঠেনর ধৃত চার কম র েদoয়া তথয্ o েগােয়nা
pিতেবদন েথেক eসব তথয্ জানা েগেছ। কkবাজােরর পুিলশ সুপার েসিলম েমাহাmদ জাহা ীর ঢাকার eক সংবাদ
সংsােক জািনেয়েছ, ধৃত জি েদর েজরা কের সশst িবpেবর তথয্ পাoয়া েগেছ। সংগঠনিটর সে আল কায়দার
আদিশর্ক িমল থাকায় ei জি েগা ীর সে তােদর েকান ধরেনর েযাগােযাগ রেয়েছ িকনা তা খিতেয় েদখা হেc। ধৃত
জি েদর িজjাসাবােদর বরাত েজলা পুিলেশর ei কমর্ক তর্ া আরo জািনেয়েছন, েদিশ-িবেদিশ জি gপগুেলা ei
eলাকায় সংগিঠত হoয়ার েচ া করেছ। বাnরবােনর দুগর্ম পাহােড় eেদর ে িনং হয়। eরা সশst সংgােমর জনয্
িনেজেদর psত করেছ। িতিন sীকার কেরেছন, জি রা সশst সংgােমর মাধয্েম িময়ানমােরর আরাকান রাজয্ o
বাংলােদেশর িকছু eলাকা িনেয় sতnt iসলািমক রা গঠেনর লেkয্ psিত িনেc। েদেশর েজeমিব, িহযবুত তাহিরর,
িহযবুত তাoিহেদর সে পািকsানিভিtেক জি সংগঠন লsর i ৈতয়বা, হরকাতু ল িজহাদ eবং জেয়শ-i েমাহাmদ
eক হেয় ei কাজ করেছ। আদিশর্ক িমল থাকেলo eেদর সে আল কায়দার কােনকশন আেছ িক না তা খিতেয় েদখা
হেc।’’সংি সূt জানায়, কkবাজাের িবেদিশ নাগিরকেদর রহসয্জনক আনােগানা সmেকর্ সরকােরর ucমহেল
সmpিত eকিট pিতেবদন পািঠেয়েছ eকিট েগােয়nা সংsা। তােত বলা হেয়েছ- পািকsান, তু রs, েসৗিদ আরব,
kেয়ত, সুদানসহ আরo কেয়কিট েদেশর নাগিরকরা হরহােমশা কkবাজাের পযর্টক িহসােব েবড়ােত eেস েটকনাফ,
uিখয়া, রামু o নাikয্ংছিড় uপেজলায় tাণসামgী িবিলেয় েগেছন। e েkেt সংি কতৃ র্ পেkর aনুমিত gহেণর
বাধয্বাধকতা মানা হয়িন। e pিতেবদেন আরo জানােনা হয়, েটকনাফ সীমােnর hীলা মাdাসা নােমর eকিট
pিত ােন পািকsােনর নাগিরকরা দেল দেল যাতায়াত করেছ। e সব পযর্েটেকর েবিশর ভাগi বাংলােদেশ আেসন ‘িভসা
aন aয্ারাiভাল’- eর আoতায়। আেরক পুিলশ কমর্ক তর্ া aিত. পুিলশ সুপার বাবুল আকতার জানান, ‘‘ধৃত
জি েদর কাছ েথেক udার করা বাংলা ভাষায় আnজর্ ািতক মােনর সামিয়কী ‘আত-তাহরীদ’ পড়েলi েবাঝা যায় ei
জি দেলর েনপেথয্ বড় মােপর েলাকজন জিড়ত।’’ eেত oসামা িবন লােদেনর eক সহেযাগীসহ পািকsািন
আল-কােয়দার শীষর্ পযর্া েয়র েনতার সাkা কার রেয়েছ। eিদেক 16 আগs ঢাকায় ধরা পেড়িছল পািকsানিভিtক
জি সংগঠন জiশ-i-েমাহাmেদর বাংলােদেশর pধান সমnয়ক iuনুস। তঁ া েক েজরা কের গুরুtপূণর্ তথয্ িমেলেছ বেল
দািব কেরেছ পুিলশ। ei দেলর শীষর্ েনতা বাংলােদেশর েমৗলানা সােবর আহাmদ দীঘর্ eক যুগ ধের পািকsােন
পাকােপাkভােব আ য় েগঁেড়েছন। পুিলশ জানায়, মূলত পািকsােন বেসi েমৗলানা iuনুেসর মাধয্েম েরািহ ােদর জি
দল গড়ার কাজ চািলেয় যািcেলন সােবর। সরকােরর uc মহেল পাঠােনা েগােয়nা িরেপােটর্ বলা হেয়েছ, েরািহ া
সিলডািরিট aরগানাiেজশন (আরeসo) েনতা ডা. iuনুস বতর্ মােন েদেশর বাiের aবsান করেছন। তার মাধয্েম
েরািহ া জি েদর সংগিঠত করেত েসৗিদ আরেবর িরয়াদ, েজdা, পািকsােনর েবলুচ, িলিবয়া, িস াপুর,
kয়ালালামপুর, বয্াংকক o লnন েথেক কলকািঠ নাড়েছ জি েদর আnজর্ ািতক সহেযাগীরা। িরেপােটর্ আরo বলা হয়,
জি সংগঠনগুিলেক িদেয় aপােরশন শুরু করেত iিতমেধয্ pায় েদড় ডজন জি সংগঠনেক eককাতাের আনার েজার
েচ া চলেছ। eরi aংশ িহেসেব e সব সংগঠেনর েনতারা েদেশর বাiের কেয়ক দফা ৈবঠক কেরেছন। ৈবঠেক েরািহ া
o জি েনতা ডা. iuনুস, ডা. oয়াকার uিdন, শাহ ফিরদী, আবুল ফেয়জ িজলানী, নুরুল iসলাম, সালামত ulাহ,
শিফulাহ, নাজমুল আলম েচৗধুরী, হােফজ ছালাহুল, ডা. ফয়সাল o ৈতয়ব aংশ। ৈবঠেক িববদমান েরািহ া
সংগঠনগুেলা েভেঙ 'আরাকান েরািহ া iuিনয়ন বা eআরiu' নােম নতু ন সংগঠন গঠেন ঐকমতয্ হেয়েছ বেলo জানা
যায়।uেlখয্, গত 2 েসেpmর রােত কkবাজার সদর থানা পুিলশ 4 জি েক আটক কের। eরা হেলন, কkবাজার
শহেরর দিkণ বাহারছড়া eলাকার বািসnা েমা. রুেবল, চঁ া পাiনবাবগ েজলার মুরিগভা া gােমর আbুর রাjােকর
েছেল েমা. আbুlাহ (26), িদনাজপুেরর পুরাতন বাজার eলাকার মৃত ibািহেমর েছেল oমর ফারুক (33) oরেফ
