On the 11th day of August 2018, the inaugural The Jopadhola Community Conference was held at

Makerere University Main Hall, and the following are the resolutions which were made;
General:

1. That we as Jopadhola shall work towards the unity and development of the district of
Padhola. We shall consolidate our strengths to uphold unity under the stewardship of Tieng
Adhola Cultural Institution and that we shall respect the institution as our umbrella and unit
of definition of Padhola.

2. We the Jopadhola from all walks of life and shades of opinion gathered here at Makerere
University Main Hall, in the presence of our Cultural leader, His Royal Highness, The Kwara
Adhola, Moses Stephen Owor and his cabinet do agree that this conference will be held
annually, rotating in the different locations where Jopadhola live both in Uganda and
abroad. The conference will be organized by The Jopadhola Community in partnership with
other development partners with the blessing of the Tieng Adhola Cultural Institution.

3. That we shall establish a comprehensive information bank that will incorporate databases
of Jopadhola by different attributes, service delivery ratings, development pointers and
useful literature for easy referencing and datamining purposes.

4. That an active think tank be established to gather/perform research and advocacy


concerning matters of strategic, economic, technological, and cultural importance to the
development of Padhola.

5. We shall redirect the education of our children at all levels to focus on the following;
i. Establish an Education & Scholarship Fund that will support vulnerable children and
youth, provide career guidance and scholastic materials as well as establish small
laboratories in the rural primary schools of Padhola, with the main aim of improving
the quality of Education.
ii. Sensitization of our parents to provide food and welfare to enable a good learning
environment for all the children of Padhola and beyond.
iii. Together with our cultural institution, and the Government of Uganda, we shall work
towards setting up a fully-fledged and stocked public library and information centre
in the district of Padhola.

6. In the field of health, we agree to do the following;


i. Work together with the Government to sensitize our people towards prevention of
communicable diseases.
ii. Work in partnership with our cultural and political leaders towards establishing or
reviving previously existent Health Science institutions. This will go a long way in
developing the skills and professions of our people in the health sector.
iii. Conduct a study and establish the viability of a Health Insurance system for
Jopadhola and associates especially in Padhola.
iv. Work to promote and market certified traditional health practices and medicines as
a cheaper alternative / substitutes to modern medicines.
v. Encourage communities to pursue in partnership with government and
development partners; clean water sources and latrine facilities for better hygiene.

7. In the field of Culture and Social Set ups, we, gathered here tonight do agree on the
following;
i. The schools in Padhola will continue to teach Dhopadhola in the lower classes of
Primary education.
ii. That more schools be encouraged to teach Dhopadhola as a subject at Uganda
Certificate and Advanced Certificates of Education.
iii. The schools in Padhola should shape values and character at all levels
iv. The Adhola Anthem will be taught in all the lower levels of Primary school together
with the National and East African Anthems.
v. We shall defend our culture, origin and Heritage together as a people and through
the Tieng Adhola Cultural Institution and in partnership with other development
partners, we shall establish Dho / Jopadhola museum to protect, to promulgate, and
defend our culture, origin and heritage together as people of Padhola.
vi. Through the Tieng Adhola Cultural Institution and in partnership with government
and civic leadership, cultural education shall be emphasized and promoted in
Padhola and other communities hosting jopadhola as a way of preserving our
cultural norms and practices for generations.
vii. Family education to shape values and character be emphasized in every homestead
of Padhola or associated to Jopadhola.

8. In the field of Industrialization, Corporate Social Responsibility(CSR), Growth and


Development, we agreed on the following;
i. That 30% of the professional and non-professional job allocations respectively that
must be local content as was passed by the Tororo District Council be
operationalized and implemented.
ii. That under the stewardship of Tieng Adhola Cultural Institution (TACI) in partnership
with The Jopadhola Community and other development partners, an employment
bureau be set up, to coordinate and match local and international employment
opportunities for the people of Padhola.
iii. That a minimum demand is placed to all the new and existing factories to ensure acts
of CSR to the communities are implemented annually.
iv. That a minimum of 200,000 trees be planted in all the sub-counties of Padhola within
the next 24 months both individually and corporately as a means of mitigating the
adverse environmental degradation effects currently being faced in Padhola due to
varying weather patterns, climatic conditions and effects of sprawling factories and
enterprises. This initiative will increase carbon capture and carbon sequestration,
and help to anthropogenically improve the biodiversity of Padhola in the long run.

9. In the Field of Agriculture & Food Security, we have agreed on the following;
i. That we prioritize and sensitize the population to adopt avocado, jack fruits,
mangoes, oranges and cotton in that order as the cash crops of Padhola.
ii. That we prioritize maize, rice and millet as the food crops for the next generation.
iii. That we prioritize keeping of pigs and turkeys in animal husbandry.
iv. Establish cooperative societies and organizations in Padhola for the marketing of
crops locally and internationally.

v. We negotiate a long term contract with Guangzhou DongSong Energy Group Co., Ltd
for provision of fertilizers at a fixed price to the locals as one of the advantages of
location and ownership of the resources that support the fertilizer industry.

10. In the field of leadership, information dissemination and recognition of excellence;


i. We agree to hold all our respective leaders accountable to the people of Padhola.
ii. We agree to recognize exceptional performances in the different fields of humanity
ranging from our forefathers to the future generations.
iii. We agree that a fully-fledged Dho/Jopadhola FM radio station be established to
reduce on the costs incurred by Tieng Adhola Cultural Institution and other
development partners in communicating with people in Padhola and in so doing
increasing the dissemination of relevant information and news for prosperity.

These ladies and gentlemen, shall work wonders in Positioning the Jopadhola for the 21st Century
and Beyond.
