EFFECTIVE TRAFFIC MANAGEMENT THROUGH OPTIMAL USE OF ROAD LANES

Dear Sir,

I regularly commute between Rawalpindi and Islamabad for official business during working
days. I often notice that in the morning peak hours, the roads are clogged at various points especially
due to heavy number of commuters heading towards Islamabad. Conversely, in the afternoon after the
office closing hours, heavy traffic is observed on the roads leading towards Rawalpindi due to large
number of employees heading back to their homes after discharging their duties mainly in Islamabad.

2. The traffic police officials try to manage the traffic and ease the traffic jams to the best of their
capabilities but some clogging and choking of traffic is unavoidable due to large number of vehicles on
the roads which are disproportionate to available space for their commuting especially in peak hours. I
feel that the above situation can be resolved through a simple solution.

3. Currently main highways and arteries i.e. Islamabad Expressway, Murree Road, 7 th Avenue, 9th Avenue,
Margallo Road etc. have 3-4 lanes on either side of the divider in the middle. Equal lanes are available
for the vehicles commuting to and from Islamabad at all times. This requires a little modification to suit
the traffic needs at peak hours. For example, in the morning peak hours, all lanes except only one or two
can be dedicated for the vehicles coming towards Islamabad thus allowing available roads to absorb
more traffic easing the clogging. Conversely, in the afternoon, more lanes can be dedicated for the traffic
heading towards Rawalpindi. Electronic or manual signboards can be installed to guide the commuters
regarding the new system and the divider can be eliminated or modified suitably to adjust with the
proposed plan.

4. I hope the above solution can ensure optimal utilization of the roads with minimal expenditure
such as announcement of new traffic management plan, installation of signboards etc. but the same
would pay rich dividends in terms of economy of time, fuel and energy. Initially the authorities may apply
this model on Islamabad Expressway and in case of success, the same can be customized and utilized for
other highways and subsequently other cities, too.

Yours Sincerely,

Muhammad Arif Zulqurnain
