Communications
 Responsible for managing the public relations aspect within the
company.
 Builds and sustains a company's reputation for quality, reliability, and
customer satisfaction.
 To prepare a strong crisis communication plan including a capable team
so that EUCL is always prepared to deal with crises in terms of
communications.
 Turning all EUCL employers into brand ambassadors, so that EUCL is
rebranding and repositioning itself as a service delivery-oriented body.
 Writes and delivers press releases and handles all communication sent
to the public.
 Manage company brand and reputation.
 Create and launch press releases and marketing campaigns.
 Contact members of the media to set up interviews with company
representatives.
 Get company featured on radio, TV, or the Internet.
 Ensure that all opportunities for the MD are fully vetted.
 Drive corporate strategy and message development, pitch and
announcement strategies.
 Develop branding initiatives, internal communications and external
media relations.
 Determines communications strategy and execute programs to deliver
communications objectives throughout the organization.
 Manage media relations and maximize media opportunities.
 Develop strong relationships with media representatives.
 Develop internal publications such as newsletters, releases, email
announcements, etc.
 Hire and train Public Relations, Communications officers,
Communications Specialists.

The role of Head Communications on Content Development

 Work with content team to develop content strategy aligned with short-
term and long-term marketing targets.
 Collaborate with marketing and design teams to plan and develop site
content, style and layout.
 Work with content team to create and publish engaging content.
 Work with content team to edit, proofread and improve writers’ posts.

 Liaise with content writers to ensure brand consistency.
 Work with content team to manage content distribution to online channels
and social media platforms.
 Liaise with content team to develop an editorial calendar and ensure
content team is on board.

The role of Head Communications about the Social Media Strategy.

 Work with social media team to build and execute social media strategy
through competitive research, platform determination, benchmarking,
messaging and audience identification.
 Work with social media team to generate, edit, publish and share daily
content (original text, images, video or HTML) that builds meaningful
connections and encourages community members to take action.
 Work with social media team to set up and optimize company pages
within each platform to increase the visibility of company’s social content.
 Work with social media team to moderate all user-generated content in
line with the Company’ social media policy.
 Work with social media team to improve by capturing and analyzing the
appropriate social data/metrics, insights and best practices, and then
acting on the information.
 Work with social media team to collaborate with other departments
(customer relations, sales etc.) to manage reputation, identify key social
media influencers and coordinate actions.

Education & Experience

1. EUCL Head Communications should have a bachelor's or master's


degree in communications, public relations, journalism, marketing,
advertising or a similar area of study; but
2. A candidate should have at least five (05) years of experience in the
communications or public relations field.

02 Business Analyst 1 Key Responsibilities:


(Commercial)
Technical Delivery
1. Establish ring fenced business model for each component of the Value
Chain (Business Unit)
2. Establish systems to track generation costs/expenses and
Sales/Income accrued;
3. Tracking the performance of each generation plants budget;
4. Track record of generation resources, Forecasting projections of all
sources and balancing results with projected demand forecasts;
5. Track and Determine business performance of each Generation plant;
6. Benchmark with best practice for each type of generation model;
7. Periodic reporting on business performance
8. Capture, interpret and analyse business information, branch data and
compile statistical data for departmental and Utility consumption;

9. Engage and participate in tariff development and setting to ensure a tariff
with parameters that shall guarantee attaining the requisite revenue
targets for Commercial Services department;
10. Gives regular and accurate reports on the entire suite of including:
revenues, billing, recovery, debt levels, time and materials records, work
reports, cost records and entire departmental activity statistics for the
attention of Director Commercial Services and EUCL stakeholders;
11. Monitor relevant PPAs (between EUCL and IPPs) and advise
management on clauses and matters arising that require the Utility’s
attention;
Leadership

Education & Experience

03 Business Analyst 1 Key Responsibilities:

04 Stores Manager 1 Key Responsibilities

● Responsible for overall stores management, standard systems are properly


maintained at Stores/warehouses in line with Organization’s policies.
●Assess the availability of space and prepare stacking/storage plans prior to
programming/contingency commodities arrivals.
●Receipt of incoming goods: Store manager shall supervise the receivables of all
arriving consignments/delivered goods in the process of checking and accepting,
from all sources (vendors, production units, repair units etc.), all materials and
parts which are used in the company.
●Working closely with stores/warehouse officers to monitor the quantity and
quality of commodity (ies) delivered before being stored.
●Stores manager must address customer needs by immediately resolving conflict,
inspiring long-term customer relationships, and creatively placing and rotating
merchandise in a way that best catches customers' attention.
●Carry out regular physical random store/warehouse surprise checks of
commodities inventory and advise the management on the way forward.
●Prepare all procedures, policies and necessary steps for commodity disposal;
●Produce stock reports on weekly, monthly, quarterly and annual basis on stocks
positions; opening stock versus closing stock.
●Prepare loading plans in collaboration with administration and logistics unit and
ensure that standard waybills are duly complete.
●Stores manager is responsible to participate in field-level planning formulation in
the area of logistics.
●Stores manager is also responsible to provide technical and operational support
to the field office, as well as advice on application of logistics management best
practice, systems and procedures. Take initiative in management improvement for
the logistic function.
●Working closely with administration and logistics unit to assess existing logistics
operations systems and advise on corrective measures to be undertaken.
●Store managers shall be responsible in ensure the implementation, monitoring
and evaluation of new initiatives and procedures related to logistics.
●Stores manager shall be responsible in designing, implementing and managing
contracts of the customers and forwarding to warehouse officers where necessary.
●Storage and preservation: The store manager shall involve items to be kept in
storage bins and impounds; as usually indicated in the yard. The location is usually
indicated in the transaction card. The storage period may vary between one day
and one year or more, depending upon recoupment procedures/safety stock
required, etc. storage is the physical act of storing the materials.
●Manage a local emergency stockpile and goods consolidation point in order to
permit the rapid movement of humanitarian supplies. Design and implement
warehouse management and commodity tracking system.
●Review the logistics component of field office budget proposals for consideration
during budget review.

●Conduct special management reviews and/or follow-up on audit observations to
assist in the improvement of operations
●Provide support and assistance for any audit requests.
●Supervise and manage the performance and development of the unit staff in line
with the Organization’s goals, objectives, policies and regulations.

●Packaging: Store manager shall ensure that materials dispatched to customers


from the finished goods store or from one store to another at different location
require to be packed. Materials required packing according to their nature and this
may vary from heavy wooden crates to ordinary paper cartons Issue and Dispatch:
This is the process of receiving demands, selecting the items required and
handling them over to users, or dispatching them to customers.

Education & Experience


 Bachelor’s Degree (A0) in Business Administration, Economics,
Accounting, and Finance, commerce, Stores Management or a related
field from a recognized university.
 Master’s degree in the above areas is preferred.
 At least 3 years of experience in Administration, Logistics, stores
management or related role.
05 Security Manager 1 Key Responsibilities

 Develop and implement security policies, protocols and procedures


 Keeping on track different events
 Organizing, checking and monitoring the access control for the visitors;
 Coordinate security activities provided by local contractors;
 Plan and coordinate security operations for specific events;
 Managing database for CCTV Cameras
 Coordinate staff when responding to emergencies
 Review reports on incidents in breaches
 Investigate and resolve issues
 Create reports for management on security status
 Conducting security evaluations
 Analyze data to form proposals for improvements (e.g. implementation of
new technology)
 Initiate order of security related supplies and equipment as needed

 Proven experience as a security manager or similar position

Education & Experience

 Bachelor’s degree in Administration, business management, information


management, mathematics, Law, Social Sciences or engineering;
 Proven experience in RDF/RNP or qualification in security Management
will be an added advantage;
 Relevant experience of at least 4 years as a security manager in any
public or private institution;

06 Safety Manager 1 Key Responsibilities:

Leadership
1. Coordinate ALL Safety Activities and ensure adherence to Safety
Guidelines, Regulations and
2. Create Safety awareness across the entire EUCL and specifically in the
Transmission Department;
3. Establish a culture of adherence to Safety Principles;

Technical Delivery
 To implement Safety Systems (Rules, Documentation and Equipment)
across the Transmission department;
 To enforce Safety Operational procedures;
 To Monitor Safety in IPPs;
 To Monitor and Manage Safety performance of the Transmission
Department;
 To ensure monthly, weekly reporting on safety related events is
executed;
 To Investigate, report and secure resolution of ALL Safety related events;
 To ensure compliance of the Transmission department with ALL
Regulatory, and Statutory Guidelines and Laws of Rwanda;
 To Ensure ALL EUCL staff fully understand and have committed to
comply with Safety regulations;
 To ensure sufficient deployment of Authorised personnel within the
Safety Guidelines;
 To ensure routine training of ALL EUCL staff within the Safety Guidelines
and Regulations;

Governance
1. Prepare periodic reports for the attention of Senior Management and the
Board
2. Execute RISK assessment and Appraise Senior Management and the
Board of pertinent RISK associated with Safety in EUCL operations

07 Manager Revenue 1 Key Responsibilities:


Protection
 Oversee all potential revenue protection violations, which includes, theft
of service, unauthorized usage, fraud, destruction or damage to system
assets, billing or metering errors or omissions
 Prepare all documentation and calculations required for preparation of
search warrants by law enforcement authorities
 Prepare calculations of damages to revenues and system, estimating
recovery of expenses and ensuring receipt of damages prior to
reconnection
 Assist in the development of internal and external policies in regards to
revenue protection program
 Advise customers of revenue recovery processes and procedures and
providing explanations for cost recovery if required
 Liaise with local law enforcement authorities to arrange crime scene
investigation, photography and disconnection/reconnection when
required
 Participate and provide depositions, testimony, and data for legal
proceedings as required
 Assist with preparing operational budgets and business case proposals
for new equipment purchases
 Review policies and procedures and adopt “best practices” within utility
industry
 Develop training program, manuals and materials for cross training of
utility staff
 Act as a subject matter expert and prepare materials for the purpose of
education, awareness for staff members, community partners and law
enforcement authorities
 Ensure that Health and Safety requirements are met by supporting and
participating in regular Health and Safety meetings
 Perform other duties as assigned

Education and Experience:

 Masters’ Degree in Electrical Engineering, Power Technology, and


related experience of at least three years.
 Demonstrated knowledge of investigation models, compliance and
regulation enforcement and related experience of at least three year.

 Strong knowledge of electricity distribution systems and metering
concepts

08 IPP Manager 1 Key Responsibilities

 Checking and approving design and feasibility study of the IPP projects;
 Participate actively in the study and provide advices to the independent
developer;
 Participate in the PPA negotiation between the developer and the Utility;
 To make sure that the design is complying with REG standards and
regulations requirements;
 Follow-up during the construction period to ensure IPPs adhere to
approved designs submitted and provide required advices for a proper
implementation to the project;
 Keeping all technical and financial records concerning IPPs;
 Participate in the tests and commissioning of IPPs and provide
recommendation about fulfilling all requirements to issue the COD;
 Perform periodic site visits of IPPs in order to have the status of those
IPPs and control of parameters of operation as well as to check if the
metering system is well working;
 To check periodically the compliance with the obligations of both parties
and if required apply the appropriate measures according to the PPA;
 Provide technical advices to the management how to improve the
operations of IPPs in the interest of the Utility;
Education and Experience

 Bachelor’s Degree (A0) in Mechanical, Electro–Mechanical


Engineering or partial professional qualification in

 At least 3 years’ working experience in an Hydro Power
Plant Operations

09 Senior Engineer 1 Key Responsibilities:


Planning (N/W&SLs)
Leadership
1. Provide leadership to the planning staff and manage work performance
in line with corporate goals;
2. Prepare periodic management and performance reports regarding
planning and activities
Technical Assistance
1. Technical assistance and reporting to the Chief Engineer of Planning.
2. Assist in the creation and delivery of asset management programs in the
different locations.

3. Coordinate with other stakeholders to ensure Generation, Transmission
improvements satisfy load growth and reliability requirements are aligned
to the Energy Sector Strategic Plan.
Network Planning and Development
1. Lead transmission and distribution power system studies to assess the
network status in terms of load flow, transfer capability, fault analysis,
transient stability, reactive power impact, voltage drop and power losses;
2. Lead feasibility studies to set up substations, transmission and
distribution rings to improve network performance;
3. Supervise engineering team to perform technical studies required to
develop baseline transmission expansion plans;
4. Obtain and analyze economic, demographic, and any other pertinent
data to ensure delivery of a robust holistic Network Plan
5. Prepare long-term network development plans.
6. Participate in black outs, incidents analysis committee and suggest
solutions;
7. Prepare power system documentation for prioritized projects.
8. Manage the design and updating of network single line diagrams;
9. Lead the network reliability assessment
Operational Safety

10 Senior Metering 1 Key Responsibilities:
Engineer Operations
 Leadership of the electric test facility which includes meter test boards,
performing new product (metering devices) technical assessments,
Meter lifecycle testing, etc.
 Supporting the Industrial Meter Reading System
 Acting as a metering Expert on field work methods and standards, and
all High Voltage Distribution (HVD) and Low Voltage Distribution (LVD)
projects involving customer metering devices
 Preparing the Meter Test Cycle and field operation for Customer Meter
testing
 Manage and Coordinate resources(Materials, Financial and Human)
allocated and appointed in Metering section;
 Coordinate reports on the activities and performance of the metering
section
 Manage monthly readings of all meters
 Conduct statistical analysis to support loss reduction
 Validate the quality of metering data collected
 Collect data readings in order to develop a fundamental database to
support analysis
 Compare readings data of customers in order to identify anomalous
behavior
 Report and manage metering and communication faults and coordinate
with relevant team to ensure they are quickly resolved;
 Ensure that all meters of medium and large industries are well calibrated
and functioning appropriately.
 Setting tariff in meters with appropriate manner
 Offer analytical data to support investigation and prosecution of power
theft
 Prepare the technical specifications for all meters needed in the
company.

Education & Experience

 Bachelor’s degree in Engineering (Electrical, Mechanical, Industrial,


Computer engineering)or similar
 3–5 years of engineering experience; experience in LVD systems with a
higher emphasis on electric metering preferred

11 Substation Specialist 1 Key responsibilities:

Technical Assistance

1 Technical assistance and reporting to the Senior Engineer Projects.


2 Assist the Project Implementation team and other teams across the board to
create and deliver quality substation design and construction and operation.

1 Perform preliminary design, substation conceptual layouts and provide
budgetary engineering and construction estimates.
2 Perform detailed physical and electrical substation designs.
3 Perform substation layouts with computer aided tools (CAD);
4 Prepare engineering calculations to assure safety and performance of
equipment and systems
5 Provide information and assist the Civil Engineer with Civil Engineering
calculations for soil, foundations and structures.
6 Liaise with simulations of power system Engineers to determine adequate
substation parameters and equipment specifications;
7 Coordinate equipment delivery and design engineering to meet construction
schedules.
8 Create design documents and drawings for new substation projects including
wiring diagrams from schematics, generating bills of materials, and applying
field markups of project as built drawings;
9 Perform Engineering support tasks such as relaying, lightning, load flow, and
short circuit calculations, protection, earthing, etc;
10 Apply engineering application software to complete engineering tasks such as
ground grid design, relay coordination, transformer sizing, and load flow and
short circuit studies;
11 Gather or acquire on-site measurements and other data to accomplish the
design or enable the evaluation of equipment performance;
12 Liaise with power system engineers to design both at the conceptual and
detailed engineering level of protection and control systems (either analog
and/or numerical relays) for MV and HV substations and transmission lines,
including, relay setting and programming, interfaces diagrams, cable
schedule, panel layout;
13 Perform verification of completed engineering designs for adequacy of design
and documentation and quality assurance;
14 Monitor construction work to assure conformance with plans and
specifications.
15 Monitor work to assure compliance with applicable engineering, construction
and safety codes and practices;
16 Be a specialized resource in receiving, inspection, commissioning and
approval of equipment and materials;
17 Regular assessment and reporting on specialist projects;
18 Capacity building to transfer knowledge to Project Engineers.

 Network load flow and fault analysis and losses simulation.
 Knowledge of Telecommunication and SCADA will be an advantage.

12 Materials Planning 1 Key Responsibilities


Specialist

-Schedule the supply of materials/components to meet production requirements


and minimum safety stock levels. Take follow up actions in relation to material
shortages that affect production. Monitor inventory levels against agreed target
levels.

-Plan, develop, implement and evaluate processes for material delivery from
supplier to point of fit. Assess volume requirements against planning assumptions

-Day-to-day order management and management of deliveries. Understand and


manage risks to minimize impact on production schedule

-Implement all processes to agreed standards and targets and support continuous
improvement initiatives and identify areas of improvement

-Utilize any Material Requirements Planning system (MRP) or IT system that is in


place and ensure that data is accurate and up to date and resolve any issues as
required

-Monitor the integrity of Bill of Materials (BOM) and manage inventory accuracy.
Support inventory checks to validate inventory accuracy

-Minimize obsolete stock and ensure business is left with minimum liability and
create regular statistical reports and analysis and update others in the
organization.

-Timely reporting of; weekly, monthly, quarterly and annual reports

-Collaborate with internal and external stakeholders to forecast, plan and facilitate
on-time materials to the production line as and when required, avoiding disruption
to production

-Generate and communicate supplier material delivery schedules and forecasts to


ensure they reflect requirements and meet demands

-Develop and maintain good relationships with suppliers and ensure demand for
materials is met and deliveries made on time. Develop and implement processes
and work with suppliers on continuous improvement initiatives

-Support assessment and sourcing of suppliers in conjunction with members of


the purchasing team. Support supplier meetings and negotiations to ensure
demand for materials is met.

-Resolve supplier concerns and evaluate supplier performance in conjunction with


members of the purchasing team.

13 Legal Specialist 1 Key Responsibilities
 Draft and review vendor contracts and requests for proposals and
confidentiality agreements for the company to ensure they are consistent
and in compliance with regulatory requirements and organizational risk
policies
 Assess contractual liabilities understand market and legal risks and
mitigate contractually where possible.
 Provide training on contract provisions internally to the legal department
staff.
 Advise management and departments on appropriate legal procedures
and corrective action regarding any legal related matter
 Lead in the implementation of the legal policies, process and procedures
in line with the strategic objectives of Rwanda Energy Group and Energy
Development Company.
 Update the company legal policy in accordance to new laws, and
communicate the same to the different stakeholders
 Identify contractual and operational compliance requirements for target
customer segments.
 Review, analyse and interpret state laws and regulations and advise
management on the same.
 Review and execute contract documents involved, evaluate legal
disputes arising there from or otherwise advising on appropriate legal
positions to be taken in the Organization’s best interest
Education & Experience

1. Bachelor’s Degree (A0) in Law and a professional qualification in law


and;
2. At least 5 years of experience in a legal related role.

14 Maintenance 1 Key Responsibilities


Planning Engineer-
Electrical  Planning and scheduling maintenance work
 Reviewing weekly schedule compliance for specified
disciplines;
 Monitoring and following up to ensure planned maintenance
works are executed as planned for all power stations.
(curative, predictive and preventative measures);
 Participating in the patrols & inspections for network

 Preparing the annual plan for the preventative maintenance

Engineering or partial professional qualification in

15 Maintenance 1 Key Responsibilities


Planning Engineer-
Civil  Prepare calculations including drawings and specifications for civil
structures at power stations (foundations, steel structures, buildings etc.)
and provide cost estimations.
 Collaborate with IPP management section in approving hydraulic
structures designs and Geotechnical studies of power stations submitted
to EUCL.
 Prepare drawings and specifications for civil works using appropriate
tools or review drawings and specifications documenting the systems
designed by contractors;
 Elaborate a control system of hydrologic data to determine the
management of water in the hydropower plants in order to establish a
generation plan;
 To establish a maintenance plan and ensure its implementation for
structures components of dams, headraces, surge tanks, gates,
powerhouses, access roads, switchyards etc.
 Establish all terms of reference of works related to rehabilitation in power
stations and participate in the procurement process.
 Supervise and give guidance on civil works for contracted projects or for
projects implemented by EUCL to ensure quality of service and value for
money;

Education & Experience

 Bachelor’s Degree in Civil Engineering; Structural engineering;


 Minimum of three (3) years of working experience;
 Conversant with related software such as Civil 3D, archcard and
Prokon;
 Excellent skills in reporting and communication.

16 Security Officer 1 Key Responsibilities:

 Develop and implement security policies, protocols and procedures


 Keeping on track different events
 Organizing, checking and monitoring the access control for the visitors;
 Coordinate security activities provided by local contractors;
 Plan and coordinate security operations for specific events;
 Managing database for CCTV Cameras
 Coordinate staff when responding to emergencies
 Review reports on incidents in breaches
 Investigate and resolve issues
 Create reports for management on security status
 Conducting security evaluations
 Analyze data to form proposals for improvements (e.g. implementation of
new technology)
 Initiate order of security related supplies and equipment as needed
 Develop budget for security operations;
 Train subordinate security professionals or other staff in security rules
and procedures
 Proven experience as a security manager or similar position
 Experience using relevant technology and equipment (e.g. CCTV)
 Experience in reporting and emergency response planning
 Excellent knowledge of security protocols and procedures
 Solid understanding of budgeting and statistical data analysis
 Excellent communication and interpersonal skills
 Outstanding organizational and leadership skills
 Committed and reliable

Education & Experience

 Bachelor’s degree in Administration, Law, Social Sciences, information


management, mathematics, or engineering.
 Proven experience in RDF/RNP or qualification in security Management
will be an added advantage
 Relevant experience of at least 2 years as a security officer in any public
or private institution

16 Storekeeper 08 Key Responsibilities:

 Receive and inspect all incoming materials and reconciles with purchase
orders; processes and distributes documentation with purchase orders;
reports, documents and tracks damages and discrepancies on orders
received.
 Makes intra- and inter-campus deliveries of requested surplus office
furniture and merchandise; maintains records of all deliveries.
 Fill supply requisitions; assists buyer to order adequate merchandise and
supplies; delivers orders to faculty and staff.
 Receive store, tag and track surplus property; prepares property lists for
items to be sold at auction.
