President India Section Western Region
Inaugural Address by Mr. Surendra Hiranandani (Guest of Honor)

Key notes in Inaugural Address briefed by Mr. Surendra Hiranandani:

1. Smart Cities must have high density of population in smaller area extent so that
better allocation of services can be done. So vertical expansion should be favored
2. In smart cities, all kind of businesses, corporates, industries should be there for
sustainability of all kind of population.
3. Pedestrian focus should be favored by adding up footpath, walkway and cycle
track, etc.
4. Emphasis should be given on private vehicle limitation so that streets are less
congested with traffic and local infrastructure is fully used with planned
improvement in current setup. Car park restrictions should be imposed to control
the expansion of private vehicle use.
5. High street shopping should be emphasized to add up social life and make cities
vibrant and lively which mall culture is killing.
Key notes addressed by Mr. Robert Stevens (President - ASCE)

Key notes briefed by Mr. Robert Stevens:

1. Mr. Stevens briefed about the ASCE. (Refer link for more details , www.asce.org)
2. ASCE is working in 8 technical regions currently like

3. Mr. Stevens presented the report on the American infrastructure as compared to
the infrastructure existing in the other developing countries.
4. On a survey held in 2013 on American Infrastructure, the average rating given for
the infrastructure was ‘D+’ on a range of rating from A to E. (A – Exceptional; B –
Good; C – Mediocre; D – Poor; E – Failing)
Key notes addressed by Mr. Robert Stevens (President - ASCE)

Key notes briefed by Mr. Robert Stevens:

5. Critical issues in sustainability:

• Sustainability is most important issue but poorly understood by the people.
• It is drastically changing with evolving time and lifestyle.
• Sustainability has its own opportunities and challenges that need to be tackled in a
efficient and planned way.
• Natural resources are consumed faster than their production.
• Due to it there is faster degradation of ecosystem.
6. Even in developed country like America basic instances of problem like breaking of
water pipeline happens every 2 minutes.
Key notes addressed by Mr. Robert Stevens (President - ASCE)

Key notes briefed by Mr. Robert Stevens:

7. Factors stopping us in moving for sustainability:

• Lack of leadership.
• Initiative to evolve.
• Resistance to change
• Control of wastage
• Research in new methodology.
8. Smart solutions should be involved in planning, implications and maintenance.

waterproofing.
Session 2
Speech by Mr. Jay Shah (Director – Access Architects)

1. Brief Introduction of Access Architects firm given by Mr. Jay Shah

2. Mr. Jay Shah informed regarding the BIM technique been used by his firm
for design of his projects whether its in bungalows projects in Lavasa city
or SRA project in Mumbai the BIM technique helped their firm give actual
representation of the site.
3. BIM technique means Building Information modelling. Building
information modeling (BIM) is a process involving the generation and
management of digital representations of physical and functional
characteristics of places. Building information models (BIMs) are files
which can be exchanged or networked to support decision-making about a
place. BIM software is used by individuals, businesses and government
agencies who plan, design, construct, operate and maintain diverse
physical infrastructures, such as water, wastewater, electricity, gas, refuse
and communication utilities, roads, bridges and ports, houses, apartments,
schools and shops, offices, factories, warehouses and prisons.
4. With the use of this technique Access Architects were able to plan and
design for their bungalow project in Lavasa city having sloping contour by
generating the final view which the prospective clients would get from
their individual units without blocking each others views.
Session 2 Cont.…
Speech by Mr. Jay Shah (Director – Access Architects)

5. In one of the large SRA project they were able to generate the phase wise
construction plan of how to proceed with the construction of SRA building,
transfer the tenants and further move on with the construction project
sale part with keeping in thought the requirements of the tenants.
6. In another project, Access architects were able to save on the huge
excavation and rock cutting cost by developing the actual contour plan of
the site status with geotechnical survey data and designing the car parking
basements within optimum cutting – filling requirement.

Speech by Mr. Narayan Nayak (Principal Advisor – Gammon India Pvt Ltd &
Managing Director – Gammon Realty Ltd.)

1. Mr. Narayan’s brief speech emphasized on production of sustainable concrete

which doesn’t impact the environment by releasing the CO2 gas and achieves
the objective of producing high strength concrete with minimum use of
cement.
2. Mr. Narayan suggested 7 simple steps to achieve the object.
a. Make compulsorily use of Secondary Cementing Material (Saving roughly 60-
70%)
b. Produce more durable concrete (Increase life of structure almost double)
c. Use of Ultrafine Secondary cementing material.
d. Prefer use of High Strength Concrete (Saving roughly 30%)
e. Use Higher size of aggregate in concrete (Saving roughly 10%)
f. Use optimum cement content in Concrete.
g. Use recycled material and other industrial waste (for ex Copper slag etc.)

With steps a, d, e, f, we can produce 4 times more concrete for given amount of
cement manufactured than what is produced today
Session 2 Cont.…

definitely Prefab products are the way to go since they provide the benefit
of speedy construction, less space requirement of site, strict quality
control measures, etc.
Question & Answer Session
Q. GIFT City being ultra modern, will it accommodate middle &
lower class people?
A. During the planning phase, thought process was done. So
even lower class people can be live in the city as small budget
flats will start from range of 7 Lacs.

Q. Is there any requirement of new rules & regulations to

develop the city or existing rules are sufficient?
A. There is no requirement of any new rules & regulations,
existing rules can suffice for the smart city development. And
government & local regulating authorities do amend their
rules frequently as per the new requirements.
Question & Answer Session
Q. The major component in the design of structure is the dead
load of structure itself. We are currently using AAC block
instead of Bricks to reduce the weight. But is there is any
concrete available which is Light in weight without
compromising strength in India?
A. Currently High Strength Light Weight Concrete is not available
in India but it is available in some of the developed countries.
And the same can be come in India in near future. At present
density of concrete is around 2450 kg/cum which can be
reduced up to 1800 kg/cum
Learnings from the Seminar
1. With the interest of the Indian government in developing Smart cities, the onus
lies on the construction industry with all its involved disciplines like
architecture, laisioning, planning, regulatory authority, developers, vendors and
suppliers, engineers, designers etc. to put their step forward to make the idea a
huge success.
2. Innovative thinking in the planning, production, execution and use of smart
sustainable products & structures would make up the base of this cities.
3. A practical and futuristic approach to the structures planned should be kept in
mind so as to make them durable, self-sustaining and eventually contribute to
the environment, society and country as a whole.
4. Dedicated well planned services tunnel of required sizes should be run in the
mega project .
5. Innovative evacuation system for disasters management should be conceived
like connecting Refuge area with folding bridge in gap between 18 to 30
meter between adjacent buildings. These will be more advantageous
particularly above 60 meter height of building as currently Mumbai Fire Brigade
is having ladder up to 60 meter.
6. Use on modern technologies like BIM & simulation software should be
emphasized in entire field.
