RESOLUTION 2018-088, AUTHORIZING THE RE-APPROPRIATION OF


UNSPENT FISCAL YEAR 2017-18 CAPITAL PROJECTS FUNDS FOR THE
SUBJECT:
POLICE DEPARTMENT RENOVATION PROJECT TO FISCAL YEAR 2018-2019.

RECOMMENDATION:
Resolution 2018-000, Authorizing the re-appropriation of unspent Fiscal Year 2017-18 capital projects funds for
the Police Department Renovation Project to Fiscal Year 2018-2019.
BACKGROUND/SUMMARY:
On June 6, 2017, the City Council adopted the Fiscal Year (FY) 2017-2018 Operating Budget and Capital
Improvement Plan, which included funding of $250,000 for the Police Department Renovation project. Of the
$250,000 budget for design, $197,349 has been encumbered, or set-aside, for the architect. However, the City
has paid approximately $40,000 to the architect for services rendered through May 30, 2018. Due to the timing
of the work coinciding with the end of the fiscal year on June 30, 2018, staff recommends that the remaining
unspent funds for the design phase of the project be carried over to the new fiscal year, which started on July 1,
2018.
FISCAL IMPACT:
There is no new fiscal impact associated with this action as funds were previously allocated to this project. This
action carries forward the remaining FY 2017-2018 budgeted unspent funds for this project into the new fiscal
year (FY 2018-2019) for the remaining design and construction administration services to be rendered by the
architect.

PRIOR CITY COUNCIL ACTION:


Council adopted the FY 2017-2018 budget on June 6, 2017 (resolution 2017-062); authorized an agreement
with Kasavan Architects for design and construction administration for the Police Department Renovation project
on August 8, 2017 (resolution 2017-090) and subsequently approved a contract amendment with Kasavan on
April 3, 2018 (resolution 2018-40).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING THE


RE-APPROPRIATION OF FISCAL YEAR 2017-2018 UNSPENT CAPITAL PROJECT FUNDS FOR THE
POLICE DEPARTMENT RENOVATION TO THE FISCAL YEAR 2018-2019 ADOPTED BUDGET

WHEREAS, the City Council adopted the Fiscal Year (FY) 2017-2018 Operating Budget and Capital
Improvement Plan on June 6, 2017 by resolution 2017-062, which included funding of $250,000 for the Police
Department Renovation project; and
WHEREAS, Council authorized an agreement with Kasavan Architects for design and construction
administration for the Police Department Renovation project for $122,815 on August 8, 2017 by resolution
2017-090 and subsequently approved a contract amendment of $74,534 on April 3, 2018 by resolution 2018-
40; and
WHEREAS, approximately $66,000 will be spent on this project for electrical work, architect design
services and other miscellaneous items by June 30, 2018; and
WHEREAS, the contractual work by the architect for design and construction administration will not be
completed entirely by June 30, 2018 and there are unspent funds remaining within the project budget; and
WHEREAS, in order to pay for the forthcoming work by the architect in the upcoming months, the
unexpended FY 2017-2018 project funds will be carried over into the new fiscal year (FY 2018-2019).

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BYTHE-
SEA DOES HEREBY:
Authorize the carryover of unexpended capital project funds for the Police Department Renovation as
shown in Exhibit A.

PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA this 7th day of
August 2018, by the following roll call vote:
