CHAPTER 24 COMMISSIONING AND TEST RUN

24.1 Plan of commissioning and test run

24.1.1 Battery limits of commissioning and test run

The single test is qualified as the battery limit The commissioning and test run are
responsible to be organized by startup manager of Contractor and startup
subcontractor, cooperated by other group of Contractor and equipment
subcontractor and assisted by Owner.

24.1 .2 Management of commissioning and test run

Main work for commissioning and test run management:

(1) Provide start up service to Owner. The start up service includes training for

Owner production personal, planning and instruction of raw material and fuel for
startup, planning and instruction of energy source media for startup, planning
and instruction of process technology and safety technology for start up.

(2) The startup manager participates the starting meeting of project to clearly define
the relationship among preparation of start up, startup and putting into
production between Contractor and Owner.

(3) Partie ipate to select the subcontractor for startup.

(4) Partie ipate the performance guarantee test

(5) Partie ipate the preparation of as built report.

24. 1.4 Commissioning and test run unit

According to the characteristic of this project, the startup is divided into five units
including stock yard, coke making facility, sintering facility, BF system and HM
pretreatment facility.

24.1.5 Sequence of commissioning and test run

24.1.5.1 Preparation of commissioning and startup

Establish the start up management organization structure to organize the startup

personal to involve the confirmation of design solution, prepare the startup plan,
organize the training program, three operation manuals, startup solution, big
accident emergency pre-solution, raw material procurement plan and media plan.

24.1.5.2 Checking and confirmation of single test condition

After the subcontractor for construction or equipment subcontractor requests the

single test, the member of startup group or representative of subcontractor for
startup will check and confirm the start up condition together with representative of
subcontractor for erection or equipment subcontractor and representative from
Owner.

24.1.5.3 Single test

After the single test condition is confirmed to satisfy, the member of startup group of
Contractor or representative of subcontractor, the representatives of subcontractor
for construction and subcontractor of equipment, the designer of Contractor, the
representative from Owner and operator from Owner will jointly participate the single
test and confirm the single test is qualified or not

24.1.5.4 Cold load integration test

After all the single test is qualified in certain working procedure, the member of
startup group of Contractor or representative of subcontractor for startup, the
representatives of subcontractor for erection and subcontractor of equipment, the
designer of Contractor, the representative from Owner and operator from Owner will
jointly participate the cold load integration test and confirm the cold load integration

24.2 Commissioning

The commissioning of the facilities or any part thereof shall be understood as the
operation of all new equipment including, but not limited to, the adjustment and
optimization of the equipments, in order to fulfill the Operational Readiness
requirement of Volume II, and to carry out adjustment trial tests. Contractor shall use
owner's operation and maintenance personnel to guarantee the transfer of know
how from contractor to owner.

Upon receipt of the official notice accepting the Mechanical Completion of the
Facilities given by Owner to Contractor, Contractor shall notify Owner in writing of
the date when Contractor will start the commissioning work on the Facilities, which
shall be in accordance with the contract document

24.3 Start up

Start up is the period in which the entire facilities are operating as closely as
possible in accordance with the design conditions prior to the adjustment trial tests.
During the start up period, final adjustment trial runs of all facilities shall be made in
preparation for the adjustment trial tests. During the start up period, and after
reaching normal operation conditions, Contractor's technical personnel shall attend
the test to advise and instruct Owner's personnel in the routine operations in order
to guarantee successful start-up. The facilities operation from start up until handing
over will be carried out by Contractor. It is Contractor's obligation to correct or rectify
any deviation from Contractor's operating directions immediately in order to ensure
the proper functioning of the facilities.
