∙ In all instances, policies of any
organization, whether association or
coop, must not be contrary to law,
morals or public policy.

∙ Specifically, all coops must be


governed by RA 9520 or the
Corporation Code of the Philippines
of 2008. Therefore, study RA 9520!

∙ As a rural development facilitator,
we cannot discuss PSPs
installation with farmer-
organizations without background
on organizational principles and
management.

∙ As much as possible, the general rule
that “for every rule, there is an
exception” must not be applied in
organizations. On the other hand,
every rule must be strictly enforced.

“Hatagan nato ug ngipon ang balaud nga


kita mismo nagpanday” is an all time
principle in organizational mgt. that
must be uphold.

(Not other way around!)

∙ However, a study say that 80% of
the organization’s problems could
have been avoided with
installation of good, sound and
applicable policies.

(“There is no correct answer to a wrong


question”)

∙ Do not forget that we are in DAR,
hence, as TOT, situate modules
from the DAR’s perspective.

How? By adhering to the vision,


mission, goals and objectives of
DAR and CARP/er.

∙ Cite examples which are relevant


and as much as possible actual
cases, but not necessary that of
the organization being trained.

- Be updated with present programs,
strategies & priorities of DAR

- Study the history and existing


circumstances of ARBOs involved.

- Impart relevant discussions on


present thrust of the department, like
ARBOs covered by ARCCESS, DAR- CDA,
AIP, APCP, etc., and hand in hand with
BDCD staff in implementing program.

∙ How to situate?

- From the macro perspective, be


knowledgeable on present issues that
affect the lives of farmers like climate
change/ global warming, appropriate
technology that affects man’s physical
well- being and damage environment,
etc.

- To address problems, do not be
too regulatory, but dig deeper the
cause of the problem.

(e.g. low repayment rate by members,


how to address?)

sensitive to the situation of
the farmers!
