1.0 SCOPE
The scope of this specification covers the design, manufacture, testing,
guarantee, supply, delivery and, removal of existing MCB status monitoring
system and installation & commissioning of the new 48V DC / 240V AC control
power supply distribution Miniature Circuit Breaker (MCB) Status Monitoring
System (SMS).
MCB status monitoring system shall consist of 1 (one) Central Controller (CC),
13(thirteen) Local Control Modules (LCMs) and 1 (one) Remote Display Unit
(RDU) for first reactor unit. Same system shall exist for second reactor unit.

4.0 GENERAL FUNCTION AND DESCRIPTION


4.1 The MCB status monitoring systems monitors the status of auxiliary contacts of
Miniature Circuit Breaker (MCB) mounted in various 48V DC & 240V AC
control power supply distribution panels.
The MCB status monitoring system shall be able to work satisfactorily under the
environmental conditions mentioned below.
4.2 Environmental conditions
Normal operating conditions
Ambient temperature from 8ºC to 45ºC and relative humidity up to 90 % non-
condensing.
Occasional/Storage conditions
Ambient temperature from 5ºC to 55ºC and relative humidity up to 95 % non-
condensing.

5.0 DESIGN REQUIREMENTS


5.1 General
The MCB status monitoring system (MCB SMS) monitors the status of auxiliary
contacts of MCBs mounted in various 48VDC & 240V AC control power
supply distribution panels. The system shall be capable of scanning the status
of MCB and storing the details of tripped MCBs i.e. MCB tag no., panel no.,
i.e. where the MCBs are located and type (AC/DC/Spare). Total MCB tripped,
MCB tag no., Panel no. & types of latest tripped MCB are displayed on Central
Controller (CC) and Remote Display Unit (RDU). Local Control Modules
(LCMs) located in various control power distribution panels of control power
supply system scan on/off status of MCBs and communicates to the CC of
control power supply system. The CC shall process the signals received from
the LCMs located in different panels.
The alarm output from CC shall be fed to the Main Annunciator system, RDU
and serial printer. Provision shall be made in CC for time synchronization and
to generate a potential free contact in case real time clock is not synchronized.
22 AWG (30/7) silver coated stranded copper conductor PTFE insulated 600V
grade wires as per MIL-W-16878E standard shall be used for wiring local
control modules to the auxiliary contacts of the MCBs. Two nos. of twisted
pair shielded cables shall be used for RS 485 communication.
The Control power supply MCB status monitoring system shall be connected to
serial printer for taking printout of status of all MCBs, status of only tripped
MCBs, status of LCMs, status of CC and status of serial communication link.
The system shall have provision for remote alarm.
The Control Power Distribution MCB SMS consists of following sub
systems:
a) LOCAL CONTROL MODULE (LCM)
b) CENTRAL CONTROLLER (CC)
c) REMOTE DISPLAY UNIT (RDU)
5.2 Local Control module (LCM)
The LCMs shall have a micro controller which scans potential free auxiliary
contacts of MCBs. The microcontroller compares the current status with
previous status and communicates the same to CC in case there is a change of
status or the CC sends an inquiry to LCM. RS485 Serial redundant
communication link shall be used between LCM and CC.

It may be functionally split to meet following requirements.:

5.2.1 Switch Module (SM)


The switch module consists of mains on/off switch and input fuse. LED
indication for mains ON shall be provided.
5.2.2 Power Supply Module (PSM)
Three separate, isolated power supplies shall be provided preferably for each of
microcontroller & related circuits, serial communication link and interface
card.
5.2.3 Terminal Module (TM)
The terminal module provides terminal block for field wiring of auxiliary
contacts for 16 MCBs. 8 such terminal modules shall be provided for scanning
status of 128 MCBs irrespective of number of MCBs mounted in the panel.
5.2.4 Interface Module (IFM)
This module activates a group of 8 MCBs auxiliary contacts on terminal
modules and senses the status of contacts through opto-coupler. It contains
circuit to sense the presence of terminal modules (TM1 thru TM8) and
Terminal module power supply. LEDs shall be provided for indicating status of
Terminal modules.
It also shall provide self check for faulty lines and failure of terminal module
power supply.
5.2.5 Microcontroller Module (MCM)
The microcontroller module consists of microcontroller and memory chips. The
microcontroller with its associated logic circuit senses the status of potential
free contacts of MCBs through interface module. Address of LCM & baud rate
of communication can be selected through DIP switches. The module provides
an asynchronous transmit and receive channel. The transmit and receive
channel is optically isolated from the main circuitry. RS-485 line driver /
receivers shall preferably be used. Provision shall be made for a watchdog
timer to auto reset the microcontroller in case of malfunction.
5.3 Central Controller (CC)
5.3.1 The CC of control power supply system communicates to 13 LCMs, and its
RDU. The CC shall be able to transfer static & dynamic data to Computerized
Operator Information System (COIS) through redundant Ethernet LAN using
TCP/IP protocol.
All the input/output connectors shall be at the rear side of the bin. The CC shall
have the facility for monitoring the status of MCBs and status of LCMs, event
recording and programming.
The real time clock of the workstation shall have accuracy of better than 24
seconds per day. Provision shall be made in the workstation to synchronize the

time to HH:30:00 hrs when an external potential free contact connected to it


closes/opens for a duration of 500 + 20 milliseconds at the every half past hour.
The trailing edge of the closing/opening of contact shall coincide with
HH:30:00 hrs. Provision shall be made in CC to generate a potential free
contact in case real time clock is not synchronized with the master clock pulse.
Provision shall be made in CC to hook up an external serial printer for online
printing of various events and to obtain printouts of various reports on demand.
The CC shall be capable of driving the printer with a cable length of about 50
meters.
Extensive self diagnostic checks shall be provided in the system for detecting
failure of any LCM or any section of the CC and report them as event. If a
failure of LCM is detected, the system operation shall be continued excluding
the faulty LCM. On resumption of the normal operation of the LCM, CC shall
report the MCB (connected to LCM) currently in alarm condition irrespective
of their status prior to LCM failure, as alarm events.
Provision shall be made to display the list of failed LCMs on demand.
All programming data of the MCBs, LCM and various system parameters shall
be stored. Provision shall be made to enter and edit these data with proper
password protection. Provision shall also be made to reset the password in case
the password is forgotten.
In addition to touch screen operation, CC shall also have assigned keyboard/
keypad operations like scrolling of display, mode selection, demand printouts,
acknowledging alarm and alarm clearance etc. This shall be displayed in the
menu.
Provision shall be made to delete alarm MCBs from the list of the alarm MCBs
when the respective LCM fails, through password.

5.3.2 Serial Interface Module (SIM)
The central processing module communicates to LCMs, Remote Display Unit
through serial interface module. The supplier shall select the serial interface
module to cater to 16 LCMs & 1 RDU on redundant RS-485 serial
communication link
The transmit / receive channels shall be optically isolated from the main
circuitry. The RS 485 line drivers / receivers shall be used.
5.3.3 Central Processing Module (CPM)
The central processing module houses a Intel core duo processor or equivalent
CPU (upgradable) with adequate memory capacity and associated logic circuit
to control the system. Battery back up to static RAM shall be provided.
This module shall contain a real time clock which operates with a independent
crystal and shall be battery backed to ensure time keeping even in powered
down condition. Provision shall be made to synchronize the clock through
external sync. signal to nearest half an hour. The resolution of the clock shall
be 1 sec. The potential free contact terminal for master sync pulse shall be
brought out on the front.
5.3.4 Display Module
10.4” TFT LCD monitor with touch screen shall be provided for displaying
various messages.
Normally system shall display 20 alarm messages with the menu at the top.
Provision shall be made to scroll back/forward the previous events by
operation of suitable keys, Different background colour shall be provided for
alarm messages- MCB Close: green, MCB Open: Red.
Current alarm message shall furnish till acknowledged.
All clear alarm shall be flashed with background colour as amber.

At startup of the system, application software shows Alarms Display screen

5.3.5 Keyboard and Mouse


One external keyboard and mouse shall be provided which can be connected to
the CC through connector. This keyboard will be connected to CC as and when
required for large data entry during initial programming or whenever changes
are required.
5.4 REMOTE DISPLAY UNIT (RDU):
5.4.1 The RDU of control power supply is to display ‘Total MCBs Tripped’, ‘MCB
Tag No.’ and Panel No.’ as per Figure – 1 of this specification. The RDU shall
be located on Main Control Panel no. 6610-PL-8. The RDU shall receive the
information from CC. Provision shall be made to display status of all tripped
MCBs cyclically on demand. If a new MCB trips then “Total MCBs Tripped”
advances by one and ‘MCB Tag No.” and its location and type are displayed in
the flashing mode along with flashing of an alarm red lamp and “MCB TRIP”
LED on the front panel. On acknowledging the alarm by pressing the ‘ACK’
key, alarm disappears and all displays become steady. If another MCB trips
before the previous alarmed MCB is acknowledged, the data of new MCB is
displayed in the flashing mode with ‘Total MCBs Tripped advanced by one.
Pressing ‘ACK’ switch clears the alarm signal and makes the display steady in
the latest address and status.

Whenever an MCB comes to normal state i.e. MCB ‘closed’ “Total MCBs
Tripped” reduces by one, “MCB CLEAR” LED, ‘MCB Tag No.” and its
location i.e. “Panel No” & type and a green alarm clear lamp are displayed in
flashing mode. On pressing the ‘ACK’ key, ‘Alarm clear’ lamp and “MCB
CLEAR” LED goes off, display switches to the state of currently open “MCB
Tag No.”
The sequence of operation of the ‘Alarm’ red LED and the ‘Alarm clear’ green
LED for various events such as MCB trip, rectification of MCB trip etc. are
given in the Table – B. The LEDs showing the status of the MCBs (i.e.) ‘open’
and ‘close’ are exactly similar to the ‘Alarm’ red LED and “Alarm clear” green
LED, respectively.
The operation of acknowledge function shall be possible either by ‘ACK’ key
provided in CC or by ‘ACK’ key provided in RDU.

The cut out space available in Main Control Panel 6610-PL-8 for mounting
RDU is limited to 170mm (H) x 130mm (W) mm x 280mm (D) and overall
dimension shall be 170mm (H) x 152mm (W) x 280mm (D). The RDU for
control power supply shall be provided with a hooter, a red colour LED for
annunciating ‘MCB TRIP’ and a green column LED for annunciating ‘MCB
CLEAR’ as shown in Figure – 1 of this specification.
The functioning of the hooter, red LED and green LED for various events such
as MCB trip, MCB clear etc. shall be as per the details given in Table-B.
The RDU may be functionally split to meet following requirements:
5.4.1.1 Microcontroller Module
The Microcontroller module consists of a microcontroller with associated
logic circuits to drive backlit LCD displays, two LED indications and Hooter.

The module provides asynchronous transmit / receive channels. The transmit /


receive channels are optically isolated from the main circuitry. RS-485 line
driver shall be provided on transmit / receive channels.
5.4.1.2 Display Driver Module
This module provides circuit to interface backlit LCD display & LED
indications to microcontroller modules. This also drives the hooter.
5.4.1.3 Power Supply Module
Three separate, isolated power supplies shall be provided for microcontroller
& related circuitry, serial communication link and hooter.
6.0 Mode
The CC shall operate in the following 2 basic modes on selectable basis. The
current mode of operation shall be clearly indicated on the display.
(1) Program mode (2) Auto mode
6.1 Program Mode
This mode is basically used to input basic system parameters during
installation and later on during changes incorporated in the system. Suitable
locking arrangement shall be provided for accessing this mode to avoid
tampering by unauthorized personnel. During this mode the system shall carry
out normal operation in the background and if any alarm appears during this
period, the same shall be displayed in the flashing mode. The program mode is
used to set the following parameters initially.
(i) Panel No. & LCM channel designation no. (ii) MCB Tag no. (iii)
Designation of MCB as AC or DC or spare (iv) Time (v) Date (vi) Serial
Printer status On/Off (vii) Display Rate
“Panel No.” is 9 digit display and “MCB Tag No.” is 4 digit display. “Total
MCB Tripped” is 4 digit displays.
For any irrational entry like an unacceptable MCB address or code, the system
will give “ERR” indication in the front panel of CC. This indication gets
cleared by pressing the ‘ACK’ key. During editing, saving of data shall be
through confirmation. Switching back to Auto mode shall be possible only
after this stage.
6.2 Auto mode
It is normal operating mode of the system. In this mode, features like list
displays, mimic displays, alarm/event detection, alarm/event display,
alarm/event storage and other utilities are provided. Also scanning of LCM’s
continues and hence alarms are detected by the CC. By selecting this option,
user shall be able to switch CC from program mode to auto mode. After
selecting this feature, program mode menu shall be disabled, utility menu and
main menu shall be enabled.
6.3 Scanning
All the MCBs except spare MCBs shall be sequentially scanned for getting
their status and the scanning process shall be continuous and independent of

‘normal’ or ‘alarm’ state of MCBs. One scanning cycle including display shall
be completed within 10 seconds. “Total MCB Tripped”, “MCB Tag No.’’
“Panel No.” where the MCB is located and ‘type’ of latest tripped MCB are
displayed. Provision shall be made to display status of all tripped MCBs
cyclically on demand. If a new MCB trips then “Total MCB Tripped”
advances by one and ‘MCB Tag No.” and its location and type are displayed
in red colour in the flashing mode. On acknowledging the alarm by pressing
the ‘ACK’ key, all displays become steady. If another MCB trips before the
previous alarmed MCB is acknowledged, the data of new MCB is displayed in
red colour in the flashing mode with ‘Total MCB Tripped advanced by one.
Pressing ‘ACK’ switch makes the display steady.
Whenever an MCB comes to normal state i.e. MCB ‘closed’ “Total MCB
Tripped” reduces by one, “MCB Tag No.” and its location i.e. “Panel No” &
type are displayed in green colour in flashing mode. On pressing the ‘ACK’
key, display become steady.
Once an MCB has generated trip alarm, its data is stored in CC memory and it
does not generate an alarm in the subsequent scans. Spare MCBs do not
generate any alarm and are ignored by CC.
6.4 Printing details
In the normal condition, when the CPU of the CC works in either ‘program’ or
‘auto’ mode , the serial printer logs.
a) MCB trip / clear data with date, time in hours/minutes/seconds, panel
no. (Location of MCBs), MCB no. and status.
b) LCM faulty / normal data, Terminal module & Interface Module of
LCM faulty / normal data.
c) CC faulty / normal data
d) Serial communication link failure / normal data between LCM and CC.

The serial printer in print mode shall be capable of giving print out for the
following functions:
a) The status of all MCBs along with panel number (location of MCBs)
and date & time of tripping in case in tripped conditions on demand.
b) The status of only tripped MCBs along with panel no. (Location of
MCB) with date & time of tripping on demand.
c) Status of all LCMs on demand.
d) Status of CC and its serial interface module on demand.
e) Status of RDU.
6.5 Main Menu
6.5.1 Mimic Display
On demand, system mimic shall be displayed. At any instant communication
with the particular LCM shall be shown in flashing mode. All the LCM with
their MCBs connected shall be shown.
6.5.2 Emergency display
This shall contain alarm history and instant alarms. Alarm history shall display
the alarms within selected date/time range out of total alarms present in the

system. Instant alarm display shall be updated in real-time to show all new
alarms occurring in the system. This shall be set as default display. This
facility shall show all events/alarms present in the system. The alarm display
shall be able to show 12 alarms on one screen. Provision shall be made to
scroll through the list of alarms (up to 500) present in the system with the help
of NEXT and PREVIOUS buttons on display.
6.5.3 List of Displays
6.5.3.1 List of MCBs
This list displays details and status of each MCB connected to the LCM
selected by the user. The user may modify the parameters with the help of
MCB programming feature provided in the program mode. MCB’s marked as
spare for the selected LCM are also included in the list. A typical format for
display is shown as below:

6.5.3.2 List of LCM’s and their communication status
This list gives details of communication status of each LCM, communication
status of main Link of each LCM, communication status of standby link of
each LCM, Link used by CC for communicating with each LCM. The records
include details about LCMs configured by the user in the system. This list
does not include records of LCM for which scan is set as OFF. If a
communication link of LCM is normal but not used by CC for
communication, it is shown as link “NOT IN USE”. If the link not used by CC
is faulty, it is shown as “FAULTY” communication link. The format for
display is shown as below:

This list provides details about the alarm occurred and cleared for the each
MCB connected to the LCM selected by user. This list shows date and time of
alarm occurred and date and time of alarm cleared. If no alarm was detected
for a MCB, record of the same is not included in the list. If the MCB is in
alarm state, alarm cleared date/time is shown as blank in the list. This list does
not include records of MCB’s marked as spare. The format for display is
shown as below:

6.6 Utility
This shall allow changing the password. Before allowing selecting a new
password, this feature shall prompts to enter existing password. Also it shall
allow setting Date and Time of CC, online printing, acknowledges alarms, search
MCB, time synchronization etc.
6.7 Help
System description, operation, diagnostic features, maintenance instruction shall
be available in this option. Normal operation shall not be inhibited during this
operation.
6.8 Transmission of Static and Dynamic Data to Computerized Operator
Information System
Provision shall be made for transmission of static and dynamic data from control
power supply MCB status monitoring system to Computerized Operator
Information System through redundant LAN using TCP/IP protocol. Ethernet
card shall be used for this purpose.
6.9 Power supply
Supplier shall generate power supply required for operation of the system from
240V AC. Specification of input power supply is given below:
a) Voltage : 240V AC nominal
b) Voltage range : + 10%
c) Steady state regulation : + 1% of set voltage
d) Transient regulation : + 20% of set voltage

6.10 Control circuit components
6.10.1 Semi-conductors
All semiconductor devices shall be silicon. All semiconductors shall have
heat sinks of sufficient thermal rating so that the junction temperature of the

devices remains within the non-destructive limits with sufficient margin at


an ambient of 450 C.
All semiconductor devices shall be adequately de-rated to prolong the life of
devices, but shall not be de-rated below 0.7 of normal voltage and current or
0.5 of the normal rated power. NPCIL specification no. PP-E-2061 on
“Requirements of components/equipment for instrumentation items” shall
generally be followed unless otherwise stated.
6.10.2 Control Fuses
All control fuses for the protection shall be slow blow type.
6.10.3 Capacitors
The use of electrolytic capacitors shall be kept to an absolute minimum and
wherever possible and available tantalum capacitors shall be used.
Capacitor voltage shall be derated to 50%.
6.10.4 Terminal Blocks
Terminal block are to be of Polyamide (nylon 6.6) and brass clamping yoke.
Fire rating shall be V0 as per UL-94. Current bar shall be of copper alloy.
6.10.5 Resistors
All resistors shall be preferably metal oxide type and in general shall not be
rated more than 50% of the manufacturer’s rating.
6.10.6 Relays
All relays used shall be compact, sealed and dust proof to provide
maximum reliability and freedom from contact deterioration.
6.10.7 General requirements for system design
6.10.7.1 System design shall be such that a network length of 800 meters between
LCMs, CC and RDU of control power supply MCBs SMS shall not affect
the operation of the system.
6.10.7.2 System design shall be modular, affording easy replacement of faulty parts
and quick access to test points during trouble shooting. Components at the
input portion of LCM and at the interface between LCM & CC shall have
noise immunity.
The alarm shall be designed for fail safe operation.

6.10.7.3 Provision of self diagnostic checks shall be made in the system for detection
of failure of any LCM or the CC as explained in section no. 5.3.1 of this
specification. In case, any system failure including loss of any DC power
supply is detected by these checks, ‘system failed’ alarm shall be displayed
on the front panel and it shall actuate remote annunciator also. Potential
free contacts shall be provided for this purpose.

6.10.7.4 Height of digits in the LED display of the RDU shall be about 12 mm.

6.10.7.5 MTBF
The supplier shall indicate the Mean Time Between Failure (MTBF) and
Mean Time To Repair (MTTR) and also basis for MTBF & MTTR. The
MTBF calculation shall be certified by ERTL, Mumbai or any other
government approved agency.
6.11 Construction
6.11.1 The dimensions of LCM, CC and RDU shall be limited to dimensions given
in section no. 5.2, 5.3.1 & 5.4.1 of this specification, respectively.
6.11.2 Printed Circuit Boards
All small electrical and electronic components shall be wired on PCBs. The
PCBs shall be segregated in the form of cards according to function/system
and shall have printed name for function of PCB on both sides. PCBs shall
be in modular detachable form using EURO connectors for easy replacement
and maintenance. PCB housing shall be provided with suitable guides so that
only insertion of correct PCB in right manner is possible. The PCBs shall be
stacked properly within cubicles. Double sided PCBs of epoxy based, copper
laminated type shall be used with high quality soldering and shall be suitably
enamel coated for protection against moisture and dust to ensure longer life.
The PCB shall be designed to meet the requirement specified in NPCIL
specification no. PP-E-1443/latest IPC.
6.11.3 Housing
The LCM, CC and RDU shall be fabricated from cold rolled steel sheet
having a minimum thickness of 1.6 mm. Fabrication and design of the
enclosure shall be such as to make the complete assembly rigid, self
supporting and free from magnetic vibration, twist and weave.
6.11.4 Ethernet communication cables and Interconnection Wires
CAT-6 cables shall be used for Ethernet communication between CC and
COIS. The supply of these interconnection Ethernet cable is in the scope of
supplier of MCB SMS.
22 AWG (30/7) silver copper conductor and PTFE insulated wires shall be
used for interconnection between auxiliary contacts of MCB to Local control
modules. The supply of these interconnection PTFE wires is not in the scope
of supplier of MCB SMS.
6.11.5 Terminal blocks and wiring
Wiring of electronic circuits shall be 250 volt grade 20 AWG minimum.
Wiring between terminals of various devices shall be point to point (no wire
splitting or T connections) with wires trunked. It shall be so arranged that
instruments or devices may be removed for servicing without unduly
disturbing the wiring. Each wire shall be identified at both ends with wire
numbers corresponding to the numbers shown on the supplier’s drawings.
Wire marks used shall be non-deteriorating type.
All control wiring shall be adequately segregated and protected from faults.

Provisions shall be made for grounding voltage and current transformer


neutrals where required.
Wiring affected by stray electromagnetic fields shall be suitably shielded as
twisted pairs where applicable.
Terminal blocks shall be grouped by services and segregated according to
circuit voltage and field designation. Where schematic diagrams show more
than one wire to be connected by the purchaser to any wiring point, a
sufficient number of terminals jumpered together shall be provided to allow
only one wire per terminal on the outgoing side of the terminal blocks. 20%
spare terminals suitably distributed shall be provided.
Connections to terminal blocks shall be easily removable for testing purpose.
The cabinet shall be provided with two nos. suitably located grounding
terminals to adopt 4/0 AWG copper ground conductor. All non-current metal
parts shall be bonded to a ground bus of copper.
6.11.6 Grounding
Two separate grounding systems shall be provided; one for the framework
(safety ground) and another for signal reference ground.
a) Safety Grounding
All metal parts other than those forming part of an electrical circuit shall
be connected to the housing bin. Provision shall be made at the rear of
enclosure to terminate 4 sq. mm. copper conductor, PVC insulated wire
through lug and screws for grounding the enclosure for safety purposes.
b) Signal Grounding
Provision shall be made in the rear output terminals for connecting an
additional 2.5 sq. mm. copper conductors, PVC insulated wire for signal
grounding purposes, if required.
6.11.7 Finish
The external enclosure surface shall be painted with baked enamel paint
according to procedure approved by the purchaser. The finish colour shall be
as per IS-5 shade no. 631 matte finish. Thickness of the finish paint shall be
minimum of 25 microns. Composite film thickness (i.e. including all under
coats) shall be 70 microns minimum. On inside surface shall be 40 microns
minimum. Support members / brackets etc. used inside the enclosure as
standard items of the manufacturing shall be finished with cadmium plating
wherever they are not painted. All the fasteners used like bolts, screws, nuts,
plain washers etc. shall be finished to cadmium plating. Hardware used on the
front of enclosure shall be finished to nickel plating unless stated otherwise.
6.11.8 Equipment Identification
The LCMs, CC, the components on CC, PCBs, PCB connectors, RDU and
other components are to be properly identified by using name plates or by
screen printing. The height of character shall not be less than 2.5 mm.

6.12 EMC Testing


The MCB SMS shall be tested for Electromagnetic compatibility as per
Engineering Standard “Electromagnetic compatibility qualification of C&I
equipment” no. PC-E-710. The qualifying criteria shall be class-B i.e
temporary degradation shall be allowed in the performance during the EMC
test. However, the system shall be self recoverable after the tests.
6.13 Tropicalization
The supplier shall provide details of his intentions with regard to
tropicalization, including details of any special features of the following
items:
- Transformers
- Relays
- Wiring
- Terminals
- Connectors
- Rectifiers
- Transistors
- Integrated Circuits.
6.14 Information required after the award of contract
The bidders shall give the following information after the award of contract.
6.14.1 Supplier’s Drawings
The supplier shall forward preliminary drawings of the equipment to the
purchaser within 8 weeks from the time an order is placed. These drawings
shall include general arrangement, weights, outline dimensions, schematic and
wiring diagrams and electronic component level drawing. The supplier before
commencing with fabrication shall prepare and submit to the purchaser for
approval four (4) complete sets of shop drawings which shall show the
fabrication in detail. These drawings, when approved in writing by the
purchaser, shall form part of this specification. After said drawings have been
approved, the supplier shall furnish five (5) additional complete sets of all
final drawings, including all subsequent revisions approved by the purchaser
in both hard & soft form.
Five copies of history docket both hard copy and softcopy shall be furnished.
History docket shall be made as per PRD-PROC-19. A sample history docket
shall be submitted to the purchaser for clearance. Once purchaser clears the
sample, 5 copies of history dockets shall be submitted both in hardcopy and
softcopy form.
One copy of all drawings shall be in reproducible form. All drawings shall be
clearly marked:
“Project name & number”
“MCB Status Monitoring System” and the title block shall describe:
 Section and part of equipment,
 Drawing or Index Title.

All documents shall be in English language only.


All drawings shall be submitted in AUTO CAD format only.
6.14.2 Test Procedure
Supplier shall submit test procedure for approval. The equipment shall be
tested as per approved test procedure.
6.14.3 Sub-Contractors
The contractor shall not sub-contract any or all of the work without a written
consent from the Purchaser. The supplier shall be responsible to the purchaser
for all work of any sub-contractor allowed by the purchaser.
6.14.4 Operating Manual
The supplier shall furnish at no additional cost 10 (ten) copies of the
operating and maintenance instruction manual for the equipment which shall
include:
1. General Information.
2. Principal technical data.
3. Description of components.
4. Description of various controls with block schematics.
5. Operating instructions.
5.1 General
5.2 Specific points detailing any manual features of operating procedures.
5.3 Safety precautions to be observed during operation and maintenance.
5.4 MTBF of various control cards and overall controller.
5.5 Maintenance including suggested routine inspection and maintenance
periods for the various components.
5.6 Adjustment.
5.7 Material and Parts list sufficiently detailed for maintenance and
replacement purposes.
5.8 Reference drawing sufficiently detailed for maintenance purpose.
5.9 Precautions to be taken during storage and installation.
The operating and maintenance manual shall be supplied prior to the
specified delivery data for the equipment.

6.14.5 Test reports shall be submitted as explained in section 7.0 of this


specification.
6.15 Spares: Tentative spare of list is indicated below. Bidder will submit the
list of recommended spares cards along with unit price

6.16 Training
4 Nos. of Purchaser’s engineers shall be trained at Supplier’s works for
operation and maintenance. To and fro conveyance charges, boarding and
lodging charges will be borne by the Purchaser. Training charges, if any shall be
mentioned in the offer. If training is free, the same shall be mentioned in the
offer clearly.
7.0 INSPECTION & REPORTS
The supplier or approved Sub-contractor shall allow access to the purchaser or
his authorized representative at all reasonable times, during manufacture,
assembly, testing and inspection to premises in which work is being carried out.
The supplier shall provide all the testing and inspection services and facilities as
required. Supplier’s shop inspection shall be under the control of a competent
Chief Inspector whose primary responsibility is inspection reporting directly to
management.
The inspection shall be carried out in a satisfactory manner and shall be subject
to approval by the Purchaser. A sample Quality Assurance Plan (QAP) is
enclosed as Annexure-B. Supplier shall prepare QAP based on the sample QAP
enclosed herewith and submit to purchaser for approval.
Manufacturer shall carryout all inspection and tests; apart from that all work
covered by this specification shall be subject to quality surveillance by the
Purchaser or his authorized representative. Quality Surveillance by the
Purchaser or his authorized representative shall not relieve the supplier of the
inspection duties called herein. In addition to the tests performed by the
supplier, the purchaser shall have the right to ask for additional inspection or
testing as deemed necessary and the additional cost of such tests will be borne
by the purchaser.
In the event of any failure to meet the inspection or test requirements specified
herein, the supplier shall notify the purchaser or his authorized representative.
The supplier must obtain permission from the purchaser before any repair is
undertaken. If repairs, including redesign, are likely to affect the results of tests
previously completed, appropriate re-inspection and re-testing shall be carried
out. The quality control procedure to be followed to ensure a satisfactory repair
shall be subject to approval by Purchaser.
The supplier shall provide the purchaser’s representative with complete set of
detailed drawings which will be used by them to assist in the inspection during
construction of the equipment and which will be returned after the completion of
the contract.
Inspection shall not be limited to the end product only. Facilities shall be
provided for inspection during various stages of manufacture and as agreed
between the supplier and the purchaser or his representative at the time the
contract is placed.
Tests as required under section 8.0 shall be performed. Five bound volumes
containing copies of the test reports shall be submitted to the purchaser.
Shipping release will be issued only after receipt of five bound volumes of test
reports. Supplier shall keep a record for a period of five years after completing
the job.

8.0 TESTS
The manufacturer shall carryout tests to show that the equipment has been
satisfactorily designed and manufactured and will perform to the standards
required by this specification. If some tests mentioned cannot be carried out at
supplier’s works the same shall be carried out at site. In such a case, the supplier
shall indicate the procedure of the test. If the equipment does not pass the test, it
will be the supplier’s responsibility at his cost. Any special equipment required
for testing, like meters or relays, etc. if not available at purchaser’s site office
shall be supplied by the supplier.
8.1 Component Testing
All semiconductor and other discrete components to be used in the system shall
be MIL grade and screened as per PP-E-2061. They shall be procured from
reputed manufacturer with certificate of compliance to recent relevant
specifications.
Details of the tests to be conducted shall be listed in “Quality Assurance Plan”
to be submitted by the supplier after award of contract. The components to be
tested are shown below. Supplier shall test all the components used and not
necessarily only the components listed below.
8.1.1 List of Components to be tested

8.1.2.6.2 Scan
8.1.2.6.2.1 If any MCB is tripped, data in CC, RDU, LED indication and hooter status
shall be observed.
MCB trip relay shall de-energize momentarily for 200 m/sec. The time
duration shall be observed in oscilloscope.
Alarm shall be acknowledged from CC. One more MCB shall be tripped
without clearing first MCB, above test shall be repeated.
8.1.2.6.2.2 First tripped MCB shall be cleared. Above test as per section 8.1.2.6.2.1
shall be repeated.
Alarm shall be acknowledged from CC. Second MCB also shall be
cleared. The above test shall be repeated.
8.1.2.6.2.3 Steps of 8.1.2.6.2.1 and 8.1.2.6.2.2 shall be repeated with acknowledgment
from RDU instead of CC.
8.1.2.6.2.4 One MCB shall be programmed as spare. Same steps as in section no.
8.1.2.6.2.1 shall be followed.
8.1.2.6.2.5 Measurement of worst scan time.

8.1.2.8.1 Environmental test
One typical LCM, CC and RDU shall undergo environmental testing as per
IS-9000 Part III and Part V as given below. Such tested units shall be tagged
to distinguish them from rest of the units.
8.1.2.8.1.1 Dry heat test as per IS-9000 Part III/Section 3
Test must be conducted at the conditions mentioned below:
Temperature: 55 + 2 0C
Relative Humidity: 50% at 35 0C
Duration: 4 hours.
8.1.2.8.1.2 Damp heat (cyclic) test as per IS-9000 Part V/ Section 2
Test must be conducted at the conditions mentioned below:
Upper Temperature: 40 + 2 0C
Relative Humidity : 90% (minimum)
Lower Temperature: 25 + 3 0C, 98% RH

8.1.2.8.2 EMC Testing
EMC Test shall be conducted on one no. of LCM, CC & RDU as per
section No. 6.11 of the specification.
8.1.2.9 Commissioning Tests at Site
8.1.2.9.1 A commissioning procedure shall be prepared by supplier and submit to
NPCIL for approval.
8.1.2.9.2 Installation and commissioning will included removal of existing
component / system installed in MCB status monitoring system and
installation and commissioning of new MCB status monitoring system.
8.1.2.9.3 Installation and commissioning of MCB SMS system will be carried out in
biennial shutdown of respective unit. Date of biennial shutdown will be
communicated 15 days in advance.
8.1.2.9.4 Bidder shall depute sufficient no. of manpower along with all the tools &
tackles for installation & commissioning of MCB status monitoring system.
8.1.2.9.5 Any other material, component or consumable if required for successful
completion of installation & commissioning shall be bring by the supplier
without any extra cost.
9.0 PACKING AND SHIPMENT
The MCB status monitoring system shall be so packed as not to suffer
deterioration, damage or breakage during shipment. Packing should be such
that the ingress of moisture, dirt and other foreign material can be avoided.
Packing method shall be adequate to withstand a period in transit for more
than two months and storage at site under a tropical climate for minimum
period of one year without suffering any damage or deterioration. Each
package shall be properly labeled to indicate the type and quantity of material
it contains, purchase order number, dimensions, weight and any other
necessary data to identify the equipment and relate it to the contract.
Supplier shall not ship the material without the prior approval of the
purchaser or his authorized representative and subsequent instruction to do
so.
Bidders shall note that packing for shipment shall be in accordance with the
instructions outlined below.
All projecting parts shall be adequately blocked and protected to prevent
damage during shipment.
Complete instructions relating to shipping and documentation will be
furnished with the purchase order.
During Transportation & Handling, it shall be ensured by the supplier that the
conditions like Temperature, Humidity and Vibrations etc. are maintained
within upper & lower limits as specified in the applicable Data Sheets/
Specifications to avoid any kind of degradation and damage. The supplier
shall comply with this requirement and issue a Certificate of Compliance to
this effect.

10.0 INFORMATION REQUIRED WITH THE BID


The bidders shall submit all supporting information and technical
data/drawings requested in this specification to permit the evaluating engineer
to make a detailed comparison and evaluation of the tenders without the need
of the request for further information from the bidder.
Bids which are not consisting of the essential information as mentioned
below will not be considered.
1. Annexure-A gives the formats for submission of the technical bid. This
annexure shall be filled in fully and shall make the essential part of the
proposal of the bidders.
2. Bidders shall quote for MCB Status Monitoring system strictly in
accordance with this specification. However, any alternatives that the
bidder should wish to offer shall be clearly listed as deviations in the
proposal of the bidders.

3.0 TENDER DRAWINGS

The Bidder shall list the tender drawings which are being submitted along
with the bid. A general arrangement drawing showing main equipment
layout, general features, overall dimensions, wiring arrangement etc. must
accompany the bid.

4.0 TIME REQUIRED BY SUPPLIER

The supplier must state the time period required for the preparation of
drawings and the time he has assumed for approval of the drawings by the
purchaser in the delivery period specified.

5.0 TRANSPORTATION

The supplier must state the mode of transportation whether by rail of by


truck, and what measures will be taken to ensure that the equipment does not
get damaged in transit.

7.0 DEVIATIONS FROM SPECIFICATIONS

The bidder shall note that all the details of the technical specification are not
brought out in the section no. 2 against “Technical data to be supplied along
with the tender” format. Hence, the bidder shall confirm that the system is as
per this complete specification. In case of any deviations, from the technical
specification, the deviations shall be clearly listed referring the sections of the
tender document in order, under the specific heading of deviations from
technical specification. Bids which do not list deviations specifically under
this heading or do not confirm there are no deviations from the technical
specification will not be considered for evaluation.
