Corporation has entered into lease as well as MRO Contract with the Engine Manufacturer-IAE
which has been currently acquired by PW (Pratt-Whitney) after the engine failure of A320, 9N-AKW
at Delhi, India. As per the contract between IAE/PW and NAC, the removed engineV2527E-A5 S/N
V17584 is going to be repaired at PW facility- Pratt & Whitney Air New Zealand Services, New
Zealand. Pratt & Whitney Air New Zealand services has acquired part-145 approval from EASA, FAA
and Civil Aviation Authority of New Zealand and the certificate of Approvals are attached herewith.
In view of the current situation of AOG, we would like to request you to validate the Pratt &
Whitney Air New Zealand services to carry out repair / overhaul of the engine V2527E-A5 S/N
V17584 in their facility.

letter ref: CAMD/QA/2018/462dated 30 Apr 2018 regarding request for one-off authorization to
NSCB aviation to carry out repairofdebonding of De-icing boot in our Hamilton propeller Model
247F-3 P/N 810610-2 fitted on PW127J engines of MA-60 9N-AKR aircraft.

NAC in-house part 145 does not have capability to perform this task as such CAM Department
communicated with different part 145MRO to perform this task at KTM but till date no any MRO
has replied NAC who has the capability to perform this task on the Hamilton propeller.

Our CAM Department had communicated with NSCB Aviation (P) Ltd., a MRO based in Kolkata
which is also approved by the CAA Nepal, for the repair of debonding of De-icing boot. NSCB
Aviation has the capability to perform the repair and overhaul of Hartzell, Mccauley, Sensenich and
MT propellers and also has proposed to perform the abovementioned task in our Hamilton
propeller.

As such we kindly request you to grant one-off Authorization to NSCB Aviation (P) Ltd. to carry out
the repair / replacement of De-icing boot in our Hamilton propeller Model 247F-3 P/N 810610-2
fitted in our PW127J engines of MA-60 9N-AKR aircraft.

Subject: Non-Compliance

Dear Sir,

We would like to inform you that non-compliance as per Maintenance Planning Documents
of Y12E aircraft was observed during Quality Assurance Audit on5thApril 2018. During review of
Maintenance Planning Document, the structural task for corrosion which has to carried out every 3
years were not carried out in Y12E, 9N-AKS aircraft.
Immediately, Quality Assurance had coordinated with Manufacturer representative for
confirmation whether those tasks are required to be carried out within three years as there was
ambiguitydue to all the structural tasks having their own inspection intervals defined in subsequent
chapters.
On 2nd May 2018, a meeting was held between CAM Department and QA Division to discuss
the issue and it was decided that until the confirmation from Manufacturer, the aircraft will not be
released for normal flight. Furthermore, it was also decided that manufacturer’s instruction will be
accomplished before releasing the aircraft for normal flight.
Finally, the response from the manufacturer was received on 11th May 2018 and according
to the manufacturer response all the items mentioned in Maintenance Program Structure chapter
should be checked for corrosion once in every 3 years except whose have their own corrosion
check frequencies.
The reason for not carrying out those tasks was mainly due to not incorporating the
requirements as per Y12E MPD chapter 05-22-00 into the maintenance program. It means that the
maintenance program was not reviewed properly by Nepal Airlines Corporation during preparation
and by CAAN during approval. The meeting held on 2nd May 2018 has also decided to amend the
Y12E CMP immediately to include the corrosion tasks. Furthermore, the meeting has also decided
to thoroughly review and revise Y12 CMP within 1 month by our Engineering Services & Training
Division in consultation with concerned to ensure no such non-conformities exist.
