1.0 Background:

The government of the Republic of Yemen, represented by the ministry of


Electricity and Energy, based in the interim capital Aden- Republic of Yemen
is actively working to replace Al-Hiswa and part of Al-Mansoura power plants
by leasing FSRU for generating 400MW initially.

Therefore, the Government has decided to start generating electricity with


Natural Gas-NG starting from this summer, and it has sets up certain
requirements to overcoming Aden’s and the neighbouring areas of electricity
shortages and to end gradually the huge consumption of liquid fuels.

To improve its international competitiveness and reduce its dependence on


importing liquid fuels, the Government of the Republic of Yemen has
implemented a short-term strategy to diversify its energy supply. The purpose
of this strategy aims at supplying Al-Hiswa and Al-Mansoura power plants
with natural gas, and to secure, supply and contract international companies
to ensure long-term stability in energy prices and environmental sustainability
in energy provision. The initial estimate of demand is equivalent to
approximately 0.72 million tonnes of LNG per year in Aden.

The PEC plan to charter FSRU’s of capacity (60,000 - 90,000 tonnes) for its
requirements. PEC would like to further discuss the storage and gas capacity
with the vendors to optimize project requirements. The location details of
potential sites FSRU based on Google maps, Bathymetric charts and
navigational charts are given in figure-1.
Description of Hiswa project:
- Generating 150 MW.
- Fast truck project through Sale or rent of FSRU with all associated jittery line.
- jittery pipeline to Hiswa power plant must be designed 1 to 3 km.

Description of Mansour project: -


- Mansoura power plant 150 MW.
- The purpose is to replace the rental diesel power 100MW by Natural Gas.
- The total available power ready to operate is 300MW by Natural Gas.
- Using LNG (Gas) is very much possible taking into consideration the
successful examples in the Arab countries and elsewhere in the world.
- The gas pipeline between Hiswa and Al-Mansoura length is 9KM, and must
be installed in parallel with existing HFO Fuel pipe which supply Al-Mansoura
from Aden Refinery.
- The FSRU capacity must cover supply LNG to generate 300-600 MW and
1000 MW on the near future.
2.0 General Information:
The PEC has short-listed potential sites in Hiswa Power plant for setting up
FSRU. This has been designed and commissioned to show the exact and
finalize of the firm location. The location may fall near the following reference
points:

The above-mentioned figures and geo locations are an approximate


for reference purposes. This includes Al-Hiswa and Al-Mansoura
FSRU locations.
The power plants of Al-Hiswa and Al-Mansoura Liquefied Natural Gas (LNG)
Floating Storage & Regasification Terminal Aden – Yemen are proposed for
generating 400MW of electricity by the mid of May 2018, as per the
projected requirements:

3.0 Scope of Work and Services:


Scope of work entails the following:

- LNG Supply and shipping to Aden Al-Hiswa Power Plant at FSRU Location
1-3 KM.
- Lease FSRU including Operation and maintenance (Receipt, storage,
unloading, re-gasification of the LNG and making gas available at 80-90 bar
pressure at discharge Flange)
- Gas may preferably be shipped at nearest landfall point.
4.0 Invitation:
This Expression of Interest (EOI) has been prepared and designed by
the government of Yemen, Ministry of Electricity and Energy is to
encourage owners/operators of FSRU for leasing/hiring of FSRU in
midterm (3-5 years) and long term (10 years). The EOI to be
accomplished by authorized personnel of any regional and
international bidders, no later than 5.00 pm Yemen local time, January
15th, 2018.

Commercial offer and technical letter of expression of interest are to


be submitted in sealed envelope separately for short term (3 -5 years)
and long term (10 years) on the following address.

5.0 Details of Offer:

The technical offer to include the following specification of the FSRU being offered
along with any required modifications for Al-Hiswa and Al-Mansoura power plants:

- Detailed specification of the FSRU.


- Vaporizer details.
- - Market source of LNG.
- Fuel consumption per day in Metric tons or MMBTU at various re-gasification
rates.
- Experience of Operation and maintenance of FSRU.
- Availability date.

The indicative commercial offer may be submitted separately for a


period of 5- 10 year and 20 years quoting following parameters:

- Charter rate per day (inclusive of hiring cost, operation and maintenance
cost, excluding fuel cost).
- Fuel cost $ per day in Metric Tons or MMBTU at various re-gasification
rates.
- CIF at FSRU price of LNG $ per MMBTU.
Indicative offers to be submitted separately in a sealed envelope at the
address mentioned above for each of the following terms:
- For a term of 5-10 years from deployment.
- For a term of 20 years from deployment.

6.0 Short listing criterion:


Bidders will be shortlisted based on the following criterion:

- Technical specification of FSRU offered.


- Re-gasification capability.
- Experience of Operation and maintenance of FSRU.
- Charter rate and fuel cost.
Considering the above along with overall fitment of the offer with PEC project requirements, we
would shortlist the potential bidders and the shortlisted bidders will be called for detailed
discussion.
7.0 Qualified Companies are required to:
- Have at least ten years of experience in supplying FSRU and associated equipment.
- Have strong financial capital
- Must meet with both technical and financial specifications.
- Must provide the government with the minimum of 2-3 similar projects achieved by the
company.
- The companies must provide a guarantee letter of obtaining the project before the second
week of May 2018.
- The companies must provide the government with a road map of how it will deliver the
sufficient gas shipments and to ensure the smooth and ongoing operations 24/7.

8.0 Bid Process:


The bidding process which will constitute of shortlisted parties is proposed to comprise of the
following:

- RFQ to shortlisted bidders


- Pre-Bid meeting
- Circulation of revised tender (if required) documents to shortlisted bidders
- Submission of commercial offer and Final selection
- Closing and documentation.
