Key building approval requirement

Check list for Building Application


(I) Ordinary Buildings
a. Prescribed building Application set available in Zonal offices at Rs. 75.00.
b. Form of Planning Permission under Sec.49 of Town and Country Planning Act, 1971.
c. Ownership evidence such as copy of registered document.
d. Site approval details in the form of copy of layout/subdivision/Site Regularisation plan &order.
e. If the site is not located in the areas other than the one stated in sl.no. d above, copy of survey
extract & TSLR.
f. DD.Plan/Scheme extract showing the site is located in declared Poor Class Area/Built up Area to
claim concession in the rules provisions.
g. If it is in approved layouts of TN Housing Board projects, enclose a copy of layout and NOC obtained
from Executive Engineer, TNHB if the due is not fully paid.
h. Clearance from Railway authorities if the site located within 30 m from the Railway boundary.
i. Clearance from Local Public Health Authority if the plot lies within 90 m from burial ground.
j. Clearance from the Defence authorities if the building adjoins the Defence (Army, Navy& Air
force)/Special Police Force/BSF establishments.
k. Vacant land tax in the case of vacant plot; property tax paid receipts in the case of
reconstruction/additional construction shall be enclosed.
l. If additional construction, the proof of legality of existing building.
m. Fees includes-Building License fee, debris collection fee, UGD deposit, site approval fee, Labour
Welfare Fund, LPA Development Charges and any other charges applicable & payable to the LPA,
postal charge, etc.
n. Plans - Key plan, Site plan, Building plan of all floors, Section & Elevation, Plan & section of
earthquake resistance design, septic tank, stair case; joinery details with required reference details
prepared in Auto CADD formatted in Pre DCR software signed by the Licensed Building Surveyor
and the applicant. (This is the copy of plan submitted by the LBS through online and verified by the
Auto DCR Cell and returned back to the LBS in PDF format through online)
o. Site photos.
p. Passport size photo of applicant.
q. Declaration form in a prescribed format in Rs.20/-stamp paper.
r. Letter of authorization if the applicant is unable to come to office to submit the application.

(I) For Special Buildings


a. All the items stated in Sl.No. (I) above
b. Encumbrance Certificate
c. Planning Permission issued by the LPA
d. Structural Stability Certificate obtained from an approved Panel Valuer
e. Plan of Sewage Treatment and its calculation sheet
f. NOC from TN Fire Service Dept, if applicable (required for building in which public will gather)
g. NOC obtained form Airport Authority of India if it in close proximity to the Airport.
h. FSI, Plot Coverage, Parking Space calculation sheets

For Multi storeyed Buildings


a. Copy of area declaration Proceedings issued by the DTCP, Chennai declaring the area as Multi
storeyed building construction area. (TNGG copy)
b. Building Plan Technical Approval given by the DTCP, Chennai.
c. Planning Permission given by the LPA
d. All the items stated in sl.no. i above
e. All items stated in sl.no.ii above
f. Encumbrance Certificate
g. Environmental Impact Assessment Clearance (EIA) from TN Pollution Control Board, if the building
comes under the purview.
h. Certificate obtained from Tasildar if the development includes land also-
a. Land Acquisition
b. Land Reforms
c. Land Ceiling
d. About encroachment
e. About flood affect
f. On land Ownership, etc

For Layout Approval


a. Layout application and questionnaire form contain details of the land and the proposal
b. Application under sec.49 of Town & Country Planning Act, 1971.
c. Land ownership documents including the copy of mother documents
d. Encumbrance Certificate
e. FMB & TSLR/all survey extracts, depends upon the location of the land
f. Certificate obtained from Tasildar on-
g. DD.Plan/TP.Scheme/Master Plan Extract
h. Key Plan, Topo Plan
i. Site Plan
j. Layout Plan
k. The fee of cost of providing 25% of basic amenities (shall be prepared by the CCMC Engineer)
l. NOC obtained from the Revenue/PWD (Irrigation) if the approach road crosses any channel/canal,
etc.
m. Certificate obtained from Tasildar on-
a. Land Acquisition
b. Land Reforms
c. Land Ceiling
d. About encroachment
e. About flood affect
f. On land Ownership, etc.

For Site/Subdivision approval

Application under sec.49 of Town & Country Planning Act, 1971.


Land ownership documents including the copy of mother documents
Encumbrance Certificate
FMB & TSLR/all survey extracts, depends upon the location of the land
DD.Plan/TP.Scheme /Master Plan Extract
Key Plan, Topo Plan
Site Plan, subdivision proposal
Fee & LPA Development Charge

and the list goes on.

If you are an architect , I would recommend you to start with National building code of
India and the local bylaws of major cities of India.
