“For us, the more immediate concern is to see how our forces are operating, are
faring, how our police forces are doing and also what challenges they are facing
and how we can address them together. It is normal and (part of) the regular
activities of the SRCC to be very close to the people he works with and it was
important and time now was ripe for me to come to Jubbaland and work with the
military and police and AMISOM leadership here.”

political will and commitment and the role of UN is really to support the process;

“I had the opportunity to really congratulate the president for his political skills in
managing to host here the National Security Council at a moment when the
tension was high and he was able to manage the matters in a manner that was
extremely successful. We want these skills to continue (to be applied) and to
make sure Lego is taken, MSR (Main Supply Route), Baidoa- Mogadishu is secured
and this (federal) state of Somalia becomes economically viable and the
populations who practice agriculture and raise cattle can go about their lives
every day freely, securely and confidently.”

Senior AMISOM and UNSOS officials visit Kismayo and Baidoa on a fact-finding
mission

Kismayo, Baidoa, 28 June 2018 - The African Union Special Representative for
Somalia, Ambassador Francisco Madeira, has completed a three-day visit to
Kismayo and Baidoa to assess ongoing preparations for transfer of security
responsibilities to the Federal Government of Somalia.
The preparations are part of a complex plan to increase the involvement of
federal and state governments in the affairs of the country as per the United
Nations Security Council Resolution 2372 (2017) which authorized condition-
based transfer of security responsibilities to Somali national security forces.
Ambassador Madeira noted that the trip was aimed at preparing staff at the
headquarters in Mogadishu and in the sectors for the transition which
commenced last December with the reduction of 1000 AMISOM soldiers.
“We are in transition, we have to prepare ourselves for the transition and I came
here to see what we already have in place for the process, the needs, the
possible challenges we might face and the priorities that we need to put in place
in preparation for the transition,” the SRCC said in Kismayo.
Accompanied by the head of the United Nations Support Office in Somalia
(UNSOS), Lisa Filipetto, Ambassador Madeira assessed various AMISOM activities
in the field to get firsthand information on the challenges faced by the staff. The
two officials also held meetings with presidents of Jubbaland and South West
states and senior AMISOM and UN personnel.
“For us, the more immediate concern is to see how our forces are operating, are
faring, how our police forces are doing and also what challenges they are facing
and how we can address them together,” Ambassador Madeira added.
The head of UNSOS said the purpose of her visit to the two federal states was to
gain a better understanding of field and support issues related to AMISOM’s
activities in the various sectors.
“We can hear a lot when we are in the headquarters but it is important that we
come on the ground and see the challenges faced,” observed Ms. Filipetto.

She added that UNSOS will work closely with AMISOM to improve coordination
and service delivery to enable the former deliver its mandate as per the UN
requirements.
In Baidoa, Ambassador Madeira and Ms. Filipetto assured South West state
president, Sharif Hassan, of continued support during the transition period.
The AU Representative thanked President Hassan for his steadfast leadership and
urged state security forces to work together to secure the Main Supply Route
(MSR) between Mogadishu and Baidoa to ensure smooth movement of goods
and services.
The South West state president thanked the two officials for their efforts in
helping Somalia restore lasting peace and security, adding that the sacrifices
made by AMISOM forces will never be forgotten.
The visit to the two regional states by the heads of AMISOM and UNSOS comes at
a time when the peacekeeping force is expected to further reduce its forces in
the country in accordance with the United Nations Security Council Resolution.
