2.0 PURPOSE & SCOPE


This Method statement is to define the methods, procedures and activities, which will be used
for loading & unloading of office containers, Installation of office containers for DEWA PHASE
III 800 MW PV SOLAR POWER PROJECT as per the approved designated place to ensure
that all works are executed in a safely manner and in accordance with the EPC Contractor
Contract Specification, approved Health and Safety Plan.

4.0 CONSTRUCTION METHODOLOGY

4.1 Summary
This MS will be outlining the sequences and methods of works intended for loading &
unloading of office containers, Installation of the office containers.

4.2 Methodology

a. Obtain necessary permit such as Permit To Work (PTW) from the contractor.
b. Check relevant items like PPE’s, access of working area, equipment to be used etc. to ensure
safety, workability and environmental requirements.

a) The documents submitted/referred with this method statement shall be considered as


an integral part of this method statement and shall be read in conjunction with the
same.
b) All vehicles & equipment to be used in the work should be initially checked and
approved by the authorized personnel.
c) Survey and measurement should be taken and marked, for lifting, unloading and installing of
site office cabins.
d) Cable detection must be carried out to make sure no underground services.
e) Foreman & Crane operator will check & plan the travel routes prior to mobilization. Ensure
travel routes & access to the jobsite is in good condition and free from obstruction.
f) Check and confirm crane set-up positioning.
g) Soil compaction must be carried out to set adequate ground condition for container
and lifting work.
h) Container must be placed at least 300mm above from the ground level.
i) Working area shall be barricaded with proper devices & warning signs to display.
j) Unauthorized person are not allowed in the area barricaded off
k) Workers shall wear appropriate PPE for the task.
l) Safety Coordinator & Lifting supervisor shall be present at all time during lifting activity.

4.5 WORK EXECUTION METHOD.

a) All lifting tools, equipments and ropes used for lifting shall be inspected and certified by Third
party Agency approved by Dubai Muncipality.
b) Lifting plan shall be filled up and attached with load chart shall be submitted during permit
application if the load exceeds 10Tonnes.
c) Safety officer will conduct tool box and brief the safe lifting operation before work start.
d) Before starting the lifting work, the assigned people must wear proper PPE and adequate
safety procedure must be implemented.
e) All employee and worker involved in the work should first undergo training or safety induction.
f) Project Manager shall employ an experienced, competent and responsible Foreman to plan
and execute lifting operations and rigger with third party.
g) Barricade the marked location scheduled for unloading and lifting operation with safety
signage’s.
h) To Provide safe work during mobilization and demobilization of office containers, there are
consideration which take according to weight of the container.
i) The site supervisor should prepare the site area to be clean and clear from obstruction.
j) Positioned the Crane near the designated storage area and steel plate should be place over
the landed of the crane out-rigger.
k) Attached the four hooks lifting gear with tag line to the hook attached.

l) Attached the four hooks to the four lifting slot corners of steel plates, container and ensure
that the hooks were locked.
m) Lift one container at a time and unload at the nearby designated storage area.
n) The load shall be controlled by means of tag lines to prevent the load from turning or
swinging.
o) Repeat the process until all materials were unloaded.
p) Safety equipment must always present and ready for immediate use.
q) The weight of container is 5 Tonnes.

5.0 NATURE OF WORK

 Confined Space - Confined Space Permit shall obtain and copy must be available at
site when the activities is being done under confined space area like cable pit etc.
Section 6.2.2.7 Confined space work of the HSE Management Plan must be observed
(and mentioned) Confined Spaces. Excavation and Earthworks must observed and
mentioned.
 Work at Height – Work at Height Permit shall be obtained and copy must be available
at site. When the activities to be done above 1.8 meters, flat form or scaffold must be
erected.
 Working During Summer Time – Working direct exposed to sunlight during summer
season shall not be permitted as directed by the labor law. Ensure to provide proper
sun shades, drinking water at site.

6.0 REQUIREMENT OF TEMPORARY WORKS


 Necessary warning signs shall be provided around the working areas.
 Erect / install scaffold when working at height.

8.0 ROLES AND RESPONSIBILITY

8.1 PERSONNEL

 Dy. General Manager - Overall In-charge of the project and report to General Manager.

 Project Manager

 Responsible to implementation and proper completion of the project.


 Responsible for proper planning of all resources required to complete the works in
accordance with the program, ensure all persons at site are adequately experienced and
trained to carry out their allocated tasks.
 Responsible for the day to day management of the project, both on and off the site,
together with proper delegation of duties in accordance with the organization chart and for
the effective implementation of the project management system.
 Take prompt corrective actions to remove any unsafe or unhealthy work conditions and to
 Maintain effectively such corrections made.
 Ensure good housekeeping is practiced on site.
 Ensure the delegated site personnel are conversant with and operate the prescribed QMS
and Safety Plans correctly.
 Able to properly communicate with and manage all persons on site.
 Ensure that all dangerous activities are carried out under Permit to Work Procedure.
 Ensure that all training requirements are put in place (scaffolding, machinery operator
certificate, first aider, fire watcher, etc.)
 To ensure the effective implementation of all Plans, Procedures and Forms included in the
HSE Management System. Ensure that all equipment and machinery have third party
certificate (when applicable).
 Lead all construction activities and enforce strict adherence to all project requirements.

 Responsible for the site coordination and execution of the project construction.
 Prepare technical document, material, and shop drawings submittals.
 Raising RFI’s, IR’s to the client.
 Preparing weekly look ahead reports.

environment.
 To ensure and monitor the condition of machinery and plant and report any hazardous
defect to the plant department.
 To investigate site accidents and prepare accident reports to the EPC contractor.
 To provide safety induction program to workers, prior access to site.
 To contact client associated personnel in case of an accident or injury.
 Attend HSE teams meetings with the HSE manager and transmit instructions to site
personnel.
 Prepare Risk Assessment as per project HSE plan
 Ensure that all dangerous activities are carried out under Permit to Work Procedure.
 Ensure that all training requirements are put in place (scaffolding, machinery operator
certificate)
 To ensure the effective implementation of all Plans, Procedures and Forms included in the
HSE Management System.

 Ensure that all equipment and machinery have third party certificate (when applicable).
 . Report to Dy. Project Manager.
 To ensure that the activities are performed as to the project HSE plan so that the work is at

 Provide periodic tool box talks to labours on site.
 To ensure and monitor the condition of machinery and plant and report any hazardous
defect to the plant department.
 To investigate site accidents and prepare accident reports to the construction team.
 To contact client associated personnel & relevant authorities in case of an accident or
injury if necessary.
 Attend HSE teams meetings with the HSE manager in a weekly basis and transmit
instructions to site personnel.
 Prepare Risk Assessment as per project HSE plan
 Ensure that all dangerous activities are carried out under Permit to Work Procedure.

 Crane Operators

 Undergone Crane Operator's Training Course and possess valid certificate.


 Before the start of every work shift, to carry out operational tests on all limiting and
indicating devices under no load conditions before any lifting operation is carried out and
shall enter the results of such tests in a log book or log-sheet.
 To ascertain whether the ground conditions, in particular the ground surface on which a
mobile crane is to be operated, are safe for travel or any lifting operation; and if he is of the
opinion that it is not safe for travel or any lifting operation, he shall report this to the Foreman
Supervisor.
 To ensure that any outrigger when it is required is fully extended and secured
 Not to carry out any lifting operation unless he has received by the Supervisor/Foreman.
 Not to hoist any object if he is unable to ascertain the weight of the load.
 Not to hoist any load unless he has received a clear signal from a signalman.
 Not to engage in any act which is not in accordance with safe and sound practice.
 Not to hoist any load if there is any obstruction in the path and if there is any
such obstruction, he shall report this immediately to the lifting supervisor.
 Not to hold any suspended load over any public road or public area unless that road or area
has been cordoned off
 Not to operate a mobile crane or a tower crane within 3 metres of any live overhead power
line.
 Not to use the crane for any operation for which it is not intended, including pulling or
dragging a load
 To ensure that any stationary truck mounted or wheel mounted crane is adequately and
securely blocked while it is on a slope.

 To report any failure or malfunction of the crane to the lifting supervisor and to make an
appropriate entry of the failure or malfunction in the log book or log-sheet of the crane.

 Riggers

 Appoint a rigger in a workplace unless the person has successfully completed rigger training
course acceptable to the Main contractor.
 Check the slings to be used for slinging the loads to ensure that the slings are of good
construction, sound and suitable material, and adequate strength and free from patent
defect.
 Ensure that an adequate number of legs of the sling are used and that the slinging angle is
correct so as to prevent the sling from being overloaded during the hoisting.
 Determine the weight of the load which is to be lifted and inform the crane operator of the
weight of the load;
 Ensure that only proper lifting gears are used in conjunction with the sling.
 Ensure that the load to be lifted is secure, stable and balanced.
 Ensure that any loose load (which includes any cable drums, Drum stands) is placed in a
receptacle to prevent the load or part thereof from falling during the lifting operation.
 Place adequate padding at the edges of the load which come in contact with the sling so as
to prevent the sling from being damaged; and Report any defect in the lifting gear to the
lifting supervisor.

 Signalmen

 Ensure or verify with the rigger that the load is properly rigged up before he gives a clear
signal to the crane operator to lift the load.
 Give correct and clear signals to guide the crane operator in the maneuver of the load safely
to its destination.

 Workers
 Accepting individual responsibility for their own safe behavior as well as
sharing responsibility with their fellow workers and line supervision to look out for their own
as well as their co-workers.
 Work in a safe manner at all times.
 Complying with HSE requirements which apply to an individual’s work activities.
 Keeping the work area in an orderly condition.
 Wear PPE provided to them and inspect it daily.
 Comply with work instructions and permits.

9.0 HAZARD IDENTIFICATION, RISK ASSESSMENT AND CONTROL


The Sub-Contractor will be responsible for all necessary safety measures at all time. All
works related will be executed in accordance with the Client and Contractor Project Health and
Safety Plan.
The work will only proceed when all necessary permits has been obtained or when
required. The permit will be kept on site for consultation during any site works.
Special attention will be given to:
 Cordoning off specified working area and provision of applicable safety warning sign boards.
 All the Important Task Activities and Potential Hazards including existing controls have been
properly mentioned on the Risk Assessment made.
