ABSTRACT

The Policy Of Implementation Kartu Papua Sehat (KPS) to Quality of


Community Services in The General Hospital of Abepura, Jayapura City

Kartu Papua Sehat is programs designed to have a wide range of services. If the
JAMKESPA (Jaminan Kesehatan Papua) inly handling refferal health services, then
Kartu Papua Sehat can reach basic health. And in the future, basic health services from
the villagesm from the island to island will be strenghtend. So the society no longer come
to the hospital for treatment. Because basic health services from the vilagge have been
strenghtened. Kartu Papua Sehat is used as cost sharing on unbundled components or less
in the guarantee of such financing in order to avoid public deception for the indigenous
people of Papua (OAP). And Kartu Papua Sehat can support National Health Insurance
(JKN) or BPJS.
` The purpose of this thesis research is to know the effectiveness of Policy
Implementation of Kartu Papua Sehat (KPS), to know the quality of public services of
Kartu Papua (KPS) in Abepura Hospital, and to know the relation between policy
implementation with the quality of public services.
Theory used in the preparation of the thesis is the theory of Policy
Implementation according to George Edward III as a variable (X) consists of four
indicators, namely (1) Communication, (2) resources, (3) Bureaucracy Structure, and (4)
Disposis. Theory of Service Quality according to Zeithaml as a variable (Y) consists of
five indicators: (1) Tangible (Physical Evidence), (2) Responsiveness (Dayatanggap), (3)
Reability, (4) Assurance, 5) Emphaty (Empathy). The research method used in this
research is descriptive with the approach used is quantitative approach. Data collection
techniques conducted in this study is through the spread of questionnaires, observations,
interviews, literature and documentation. The sample population in this study were 40
samples from 80 patient population of Kartu Papua Sehat on Inpatient Unit. The
analytical method uses the tabulation frequency distribution.
The results showed that the Implementation of Kartu Papua Sehat Policy in
Abepura Hospital at Inpatient Unit was not optimal in providing services to patients or
the community. This is because the lack of information about the Kartu Papua Sehat
provided by the officers to the patients or the community, lack of adequate facilities in
providing comfort and services provided, as well as the actions of officials, especially
doctors who are not on time in the visit to the patient
The conclusion of this research is from the variable of Policy Implementation
(X) and Quality of Service (Y) variable have significant relation that If the Policy
Implementation of Kartu Papua Sehat is good, then the Quality of Public Services is
also good at Abepura Hospital. However, from the results of research that the writer tends
to negative where the policy implementation is not good then the quality of public service
is not good.
