I. INTRODUCTION

University of Kerala
The erstwhile Travancore University established in 1937 by a royal
promulgation of Sree Chithira Thirunal Balaramavarma, the then Maharaja
of Travancore, was later recognized as University of Kerala by a legislative
enactment in 1957. The jurisdiction of the Kerala University which once
covered the whole territory of Kerala state is now limited to the districts
of Thiruvananthapuram, Kollam, Alappuzha (except Kuttanad Taluk) and
some parts of Pathanamthitta district consequent on the establishment
of other Universities in the state. However, territorial limitations could
not contain the growth and development of the University. There are at
present 189 affiliated Colleges under this University besides 42 teaching
and research Departments, 10 Teacher Education Centres, 6 Centres of
IMK and 10 Institutes of Technology. In addition to the Departments of
teaching, the University also has several centres for studies in special
areas. Academic Staff College, Kerala University Library, Department of
Publications and Lexicon are some of the other important institutions
under this University. Over the years the University has endeavored
remarkably well to achieve its objective of enlightening the minds of
millions who embraced her in their pursuit of knowledge and wisdom.
Graduates of this University are held in high esteem in all walks of life
throughout the world mainly because of the maintenance of standards in
conduct of courses and examinations.

School of Distance Education


The School of Distance Education, started in 1976, as a teaching and
research department of the University of Kerala is one of the pioneering
centers of Distance Learning in the state. The school was founded with the
following objectives.
• To provide quality education to the disadvantaged sections
including women and senior citizens.
• To promote career advancement by encouraging diversification
and updating of knowledge.

• To provide training in softer and Technical skills.


• To participate in Human Resource Development.
• To make learning a lifelong, ever enjoyable experience.
The Institute is currently located in the University campus at Palayam,
Thiruvananthapuram. The Institute offers various programmes including
Management, IT, Health Science and Humanities through distance mode
of learning.

Learners’ Support Centre


Distance education is the mode of education suitable for the
contemporary world situation. Education is now a lifelong process in
the era of knowledge explosion and technological growth. In this context
it becomes the duty of a University to provide facilities for imparting
higher education to students at locations convenient to them. There is
growing demand for starting Learners’ Support Centres of the Institute
of Distance Education, University of Kerala at various district and Taluk
centres within Kerala. The establishment of LSC will help thousands of
students to continue their studies and fulfill their long cherished dream.
LSC shall function as centres providing various services to the students
like distribution of prospectus, accepting applications, conducting contact
programme and guiding the students in all matters related to the study
programme. Students need not have to come all the way to Trivandrum for
various enquiries and submissions related to the course. The introduction of
LSC will help our Institute to reach out to thousands of students belonging
to various parts of Kerala. The duty of the LSC is to receive applications
for admission, provide academic support to these students and prepare
them for the examination as per the guidelines provided by the University.
Admission to these courses is granted in strict conformity with the norms
prescribed in the respective prospectus. The basic qualifications required
for seeking admission to any course is laid down therein. No exemption or
relaxation is permitted under any circumstances.

Sharing of Fee
Tuition fee will be shared between the University and the LSC as per
the ratio 60:40.
Fees such as Admission fee, Affiliation fee, Recognition & Matriculation
fee and Examination fee are in addition to tuition fee, and have to be
fully remitted to the University.

II. ADMISSION
Admission is granted only on satisfactory fulfillment of the conditions
regarding basic qualifications prescribed in the Prospectus.

Cost of Application Form & Prospectus: L 250/-


Applicants for MBA shall remit L 200 as fee for entrance
examination in addition to the cost of application form.

Online Registration
Online registration facility for admission is provided vide www.
ideku.net. Click the button’ Apply online’ and select the course and
fill in the application and take a printout of the acknowledgement and
submit the same along with prescribed fee and relevant documents to the
LSC. The LSC shall verify the same and forward the applications along
with a subject wise list to the Director, IDE. The applicants will have to
remit the cost of Application form & Prospectus before submitting online
Application. Admission is granted only on satisfactory fulfillment of the
conditions regarding basic qualifications prescribed in the prospectus.
Application for admission shall be accompanied by DDs/ University
Pay in slips towards first installment of fees which includes Tuition fee,
Admission fee, Affiliation fee and other fee applicable to various courses.
Applications which are defective or unaccompanied by the required
Original Certificates, T.C and fees shall be summarily rejected.

Mode of remittance of fee


Fees shall be remitted by Demand Drafts drawn from any SBT/District
Co-Operative Bank in favour of the Finance Officer, University of
Kerala, Thiruvananthapuram payable at Thiruvananthapuram. Fee can
also be remitted by pay-in-slip at the Cash Counters at the University
Office, Palayam, Thiruvananthapuram and at the University Campus,
Kariavattom; and at Friends, Jenasevana Kendram Centres. Treasury
Chelan will not be accepted. Fee once remitted shall not be refunded.

Documents to be submitted along with application for Admission


1. Original Certificate/Provisional Certificate/Mark list of the
qualifying examination. In the absence of the original degree, a
provisional Certificate issued from the University will be accepted
for granting provisional admission. Admission thus granted will be
regularized only on submission of the original Degree Certificate.
Those who apply for MHRM, MBA are required to submit attested
copy of their Degree mark list also.
2. Original Transfer Certificate from the institution last attended. In
case such Certificate is not issued from the institution last attended,
a Certificate stating this fact duly signed by the competent authority
of that institution should be submitted along with the application
for admission. Some institutions outside the state of Kerala are
not in the practice of issuing TC to their students. Such students
shall be admitted to any course of study in IDE on the strength
of an affidavit attested by a Notary Public/ Second Class Judicial
Magistrate in lieu of TCs along with a letter from the Institution
stating that they do not issue TCs. Students above the age of 60 and
those who are seeking admission to PG Diploma and Certificate
Courses are exempted from submitting TCs for admission.
3. University Pay-in-slip/DDs for the required amount of tuition/other
fees remitted as stated in the fee statement.
4. Eligibility Certificate shall be obtained from the Registrar,
University of Kerala if the Candidate has passed the qualifying
examination from outside Kerala University. This certificate will
be issued by the Registrar, on formal application (in the prescribed
form), addressed to him and accompanied by a fee of L 600/for
Foreign Degree/Diplomas, L 350/- for PG and Professional Degree
from outside Kerala, but within India and L 200/- for all other
Degree/Diplomas. The Application should be accompanied by
attested copies of the Certificates of all examinations passed by

the candidates (right from SSLC) along with the copy of the TC/
Course Certificate,(in the case of regular students) of the degree for
which eligibility is required along with a self addressed stamped
envelope. Those who passed HSE, VHSE, CBSE and seek admission
to Degree, programmes need not produce Eligibility Certificate.
However they shall remit L 200/- instead of eligibility certificate.
5. Identity Card with name and address of the applicant duly filled up
in capital letters and photograph affixed.
6. True Copy of SSLC.
7. Migration Certificate in the case of candidates who have passed the
qualifying examination from any Board and University other than
Kerala University. Candidates shall also produce the certificate
immediately after taking admission to the course.
8. Cancellation Memo from the Controller of Examination relating
to Examination/ unavailed portion of private registration if any.
Such candidates will be admitted only if they submit the said
cancellation Memo.
9. Degree Certificate or provisional Certificate relating to the PG
Course, if the candidate has passed any such examination after
graduation.
10. PDC/+2 or Equivalent – Mark list and pass Certificate for those
who have qualified from any Board or University other than the
University of Kerala.
11. Photocopy of the Original degree Certificate (both sides). 2 Copies
12. M.Com Degree holders have to produce the attested photocopy of
the M.Com Degree Certificate and those who have failed in the
examination have to submit an affidavit duly attested by a Notary
Public to the effect that he/she will not appear for the examination
simultaneously.

Exceptional Cases
1. For P.G & P.G Diploma Courses the original certificates may be
returned immediately after the admission process is over, provided
the student has fully remitted the fee payable by him for the first
year of the course. In such cases, the student is required to submit
two Xerox copies of the qualifying certificate carrying impressions
on both sides.

2. When a student submits a request for return of the qualifying


certificate for the purpose of attending an interview/ selection etc.
he/she should produce a self attested copy of the call letter/memo
as the case may be. He/she shall also clear the current dues. In such
cases the certificate may be returned temporarily to him/her, after
furnishing an undertaking to this effect that he/she shall resubmit
the same after the interview/selection.
Note: Those who passed the qualifying examination in
supplementary examinations will not be eligible to get admission
in the same year.
3. Where a duplicate TC has been produced by an applicant he may
be required to produce an undertaking to the effect that he/she has
not produced the original TC for admission to any course and that
he will not undergo courses at any other University during the
period of his study at IDE.
4. The course in respect of which TC has been produced should have
been completed before 31 October of the year in which admission
is granted for PG courses and 30 June for UG courses.
5. Where an applicant has produced TC in respect of a course
undergone by him after passing the qualifying examinations, he
shall be required to submit either a copy of the Degree Certificate
in respect of the course or a course cancellation memo if he/she has
not successfully completed the course.
6. An applicant who is not a matriculate of the University of Kerala
(i.e. who has not undergone his/her qualifying course in this
University) shall at the time of seeking admission to a graduate
course in the IDE be required to apply for registration as a
matriculate. If the applicant has qualified himself in the ICSE/
CBSE, he/she is required to produce migration certificate issued
by the respective board, in addition to his seeking registration as a
matriculate.
7. An applicant for admission to any post graduate programme
including P.G degree/diploma in the IDE is required to apply for
recognition of the qualifying degree (except that of the University
of Kerala & Calicut) and matriculation provided he/she has secured
the qualifying degree from any University other than University of
Kerala.

8. In the case of applicants who have undergone the qualifying


course of study in any University other than Kerala University,
Migration Certificate obtained from that University is required to
be submitted not later than the date of submission of application of
registration for the University examination.

Recognition & Matriculation


1. Any degree other than Kerala University Degree should have to
undergo the matriculation and recognition process. Matriculation
fee: L 100/-, Recognition fee L 300/-. Students have to remit the fee
at the time of admission.
2. If the Degree is from Calicut University only matriculation is
needed. If the degree is from any University other than Kerala or
Calicut, both matriculation and recognition are needed. Degree
from all Universities outside Kerala State compulsorily needs
matriculation and recognition.

III. CONDUCT OF CONTACT PROGRAMME


Contact Programme shall be conducted preferably on Saturdays and
Sundays for each course engaging qualified resource persons as per the
stipulations given by the University.

Selection of the Resource Persons


• Resource persons shall be selected by conducting an interview.
• Retired teachers from Government/ Aided Colleges or P.G. Degree
holders in the subject concerned who have qualified NET shall be
selected as resource persons.
• However in case of non-availability of such candidates P.G Degree
holders in the subject concerned with minimum 55% marks shall
be selected as resource persons.
• Selected candidates shall be given appointment letter and their
names shall be entered in the Register showing details of Resource
persons.
• Details of the interview and selection including the copy of the
minutes of the selection committee shall be forwarded to the
University within one month after selection.
• A Register showing details of resource persons, classes taken by
them and remuneration received by them shall be maintained by
the LSC. The same shall be produced for verification on demand.

Contact Programme shall be conducted in neatly furnished


classrooms with adequate facility for teaching and learning.
• Maximum strength of the class shall be 75 and if there are more
students enrolled for the same subject additional classrooms may
be allowed.
• Practical sessions shall be given as stipulated by the University.
• Admission Register showing details of students admitted to each
course with their photographs, address, fee paid shall be kept by
the LSC.
• Attendance Register shall also be maintained for each class.
• Student Appraisal on the contact programme shall be collected in
the format provided at the end of each year/semester.

Assignments
• P.G students shall submit Assignments on or before the date
prescribed for the same at the LSC.
• The valuation of Assignments shall be done at the LSC itself and
marks shall be displayed in the notice board.
• 15 days shall be given to the students for submitting complaints if
any.
• After that the Internal Mark sheet duly signed by the examiner and
the Course coordinator and the Centre Director shall be forwarded
to the Director IDE keeping a copy of the same at the LSC.
• Date for the submission of Mark sheet will be intimated to the
LSC.
• In case of delay in the submission of Mark Sheet fine will be
levied from the LSC as per the rate given below:
• One week after the last date: L 500/- Above seven days after the
last date and below 14 days: L 1000/-
• Above 14 days after the last date : L 5000/-
Those students who fail to submit the Assignments before the
stipulated time, will be permitted to submit the same only in the
next year with the permission of the Director, IDE and on remitting
a fine of L 500/-

Attendance
• BSc (CS), BCA, BCom (CA), MHA &PGDCAFC : those who fail to
secure at least 50% attendance are not eligible to apply for the
examination.
• BA/BCom & MA/ MCom : 50 % attendance is compulsory.
However they will be given exemption from attending the contact
programme if they pay L 500/- as exemption fee.
• MBA & MHRM : Those who secured a minimum of 75 %
attendance in the contact programme conducted in a year shall
only be allowed to register for the annual examination. However,
a candidate who fails to get the minimum attendance shall also
be permitted to register for the annual examinations on request
together with the required fees of L 500/- for exception.

IV. STUDY MATERIALS


• Study materials shall be distributed to the participants after
getting confirmation about their admission from the University.

• A Register showing details of study materials received from the


University, supplied to the students and balance in hand shall be
kept.

• In case study materials are provided in CD form or uploaded in


the website the LSC shall take printouts and distribute the same
to the students.

• Issue Register showing the details of students who received the


study materials shall be kept by the LSC. Details like name and
signature of the students who received the study materials shall
be entered in this Register.

V. EXAMINATION
• Examination will be conducted as per dates mentioned in the
Calendar.

• The LSC shall collect the examination fee along with the second
installment fee and shall submit the application for examination
online before the date stipulated by the University.

• Students who fail to register for the examination shall not be


promoted to the next year/semester.
• Hall Ticket shall be downloaded from the website before the
commencement of the examination.
• LSC shall provide necessary support to the students for online
application for the examination and downloading of the Hall
Ticket.
