We all know of the controversial topic of the Education Reform: The kto12 program.

Many looked
at the program as an additional burden financially, instead of looking it as an opportunity for us
Filipinos to better our education system.
Ladies and gentlemen, your honors, worthy opponents, good afternoon. I will be arguing why is it
not necessary to abolish the k to 12 program.
K to 12 is a 13 year program which includes the Kindergarten, 6 years of primary education, four
years of junior high school and 2 years of Senior High School. Furthermore, it is attuned to the 21st
century and the Department of Education seeks to create a basic education sector that is capable
of attaining the country’s Education for All Objectives and the Millennium Development Goals by
the year 2015.
However, it is undeniable that there are flaws and imperfections that shows as the program was
implemented. This program has received a number of negative reactions from the people, yet the
government is firm that its long-term effects are much more favorable than its present
disadvantage and that the advantages of the program far outweighs its negatives. It’s a necessary
improvement that increasing the quality of education is critical to the nation’s success.
The proposition states that ___. Our house stands negatively on the approval of this proposition.
And I, Beverly Ann Gonzales, will be speaking that non-necessity arguments with the following:
(a) We have to meet the international standards set by the ASEAN.
(b) It was already implemented
(c) Reforming the Education System is crucial and critical.
We are part of the ASEAN. And the ASEAN has played a very big part of the country’s economic
status and development. At their summit meeting in January 2007, the ASEAN leaders committed
themselves to accelerating integration between Member States, with the ultimate aim of
establishing an ASEAN Community by 2015.
As an initial step in integration, ASEAN aims to develop the 10-member countries of ASEAN into a
single market and production base for the free flow of goods, services investment, capital and
skilled labor.
The following results are expected from the education sector: greater student and staff mobility;
greater demand for quality programs; and higher employer standards, among others. Now these
are the standards and the expectations of the ASEAN.
Now, the country has to meet the requirements of the ASEAN, making it at par with the other
member nations. We are now compliant with the Asean Integration and it is the responsibility of
our country to partake in the agreement. And this is something that member countries shall abide
by. We have to follow what is needed to be done, or else it will a create a flaw in the system which
will likely result negatively. Obviously, the 10- year curriculum is deterrent in pursuing the
initiatives like APEC and ASEAN mutual recognition projects. Now why am I talking about this? This
is one of the main reasons why the Kto12 has been instituted, so that we can level off with the
ASEAN and the rest of the world. So that we would not be degraded in a way that they won’t credit
the education system. So that our future generation would be treated equally in the global market
and would be recognized as globally competent, and not just in barangays. This is the reason why
we have the need to implement K to 12 and involve DepEd, CHED and TESDA to have the assurance
that our skills, subjects and courses would fit the competition in the global market
Second, it is not necessary to abolish the K-12 program because it is already implemented. This
curriculum hasn’t been truly proven either defective or ineffective, therefore there is no reason
to abolish such program. The filipinos only have to wait until 2024 until they can judge whether or
not it’s necessary.
Third, Reforming the Education System of the Philippine is crucial and critical. Because of the
continuous deterioration of the quality of education in the Philippines has prompted the DepEd to
push the implementation of K to 12. DepEd claims that this is partly because of the decongested
curriculum. And this is where K to 12 comes in. to Decongest the curriculum. To prepare the
students for a higher curriculum. To prepare the students for the labor market. And lastly, To
comply with the global standards. At present, graduates who wish to work abroad are at a
disadvantage because they are not automatically recognized as professionals while students who
apply for postgraduate studies often have to enrol in or take remedial courses to meet the
entrance requirements of the foreign country.
Ultimately, the government’s ability to secure resources to implement the K to 12 program and at
the same time address the unresolved shortages in educational inputs will determine the country’s
quality of education in the future. As wisely stated in the Philippine EFA plan, “Good education is
