When should you contact NPI?

• Ideally – 3+ years before construction

• Allows ATO to research future FAA equipment
replacements and integrate into airport’s project
• ATO has a rolling 5 Year Budget Cycle
• Reduces/prevents multiple runway shutdowns
• De-conflict projects that might otherwise
constrain operations or increase risk

Federal Aviation
Administration
What is a Reimbursable Agreement?
• A Reimbursable Agreement is FAA services can
a legal agreement between
FAA and an Airport
include:
• Technical Analysis, Site
• Airport provides funding Selection
to the FAA for materials, • Engineering, Engineering
supplies, equipment, Design Support/Oversight
and/or services • Equipment Specifications
supporting the airport’s • Equipment Upgrades as a
initiative Target of Opportunity
• A Reimbursable Agreement • Construction Oversight
provides resources to protect • Installation & Testing
the operation of the National • Flight Inspection

Collaboration at the Airport
Collaboration is an interactive process conducted by people, preferably
in person, in which ideas can be exchanged and policies, targets,
measures and metrics can be shaped and reshaped from people’s
input based on their experience and knowledge

Top Lessons Learned in Airport
Construction
1. 3 weeks notice of significant runway shortening =
unhappy airline
2. We’ve briefed some of the airlines…they’ll talk amongst
themselves
• I’m sure that the AJX office has talked to AJY office
• But I told the station manager!
3. The runway is finishing 2 months ahead of schedule;
flight procedures should be ready too
4. There is usually not one simulation model to rule them all
5. Voicemails left at 0400 that the crane is down are not
effective
